Mr. Loy stated that enplanements were down again for the third month in a row. Mr. Loy expressed that he has had conversations with Doug Caldwell, CEO of Corporate and that he is not worried, because all of the other airports are down as well. There has been a lot of bad weather in March, which contributed to flights being cancelled in Cape Girardeau and St. Louis. Another contributing factor is the ongoing war with Iraq, which has reduced travel throughout the country. Mr. Caldwell indicated that it may take a month or two to get back into the steady flow of airline passengers after the war is over. Mr. Loy indicated that he is hoping for a rebound after having a great year in 2002 with across the board increases. B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for February. Fuel sales by the gallon were up for the month of March for Jet A and down in AvGas as compared to 2002. The fuel sales dollar amount does show an increase across the board — but Mr. Loy explained that this could be misleading because of the increased costs associated with higher fuel prices as compared to the previous year. He stated that comparing gallons to gallons would be more accurate than reading dollars to dollars. C. American Connection Fourth Round Trip — Mr. Loy reported that he and Ms. Thurman along with Mr. Caldwell and Ms. Beth Anderson with Sabre, met with Kathy Brown, Plant Manager of Procter & Gamble on the issue of increased use of CGI with their current expansion plans and the 4' Round Trip. He indicated that while working with P & G on time issues with Cincinnati's schedule, Mr. Caldwell will be investigating other ways of working with P & G outside of the 4' Round Trip as well. Mr. Caldwell has approached American with a proposal for fee's and then will propose a schedule to P & G. Even though P & G will not directly be affected by the 40 round trip it will benefit from the program in the long run. Mr. Loy has been in discussion with the Department of Transportation who is a little concerned with the time frame. There is a meeting scheduled for Aril 20 with Mr. Caldwell, Ms. Anderson, Mr. Loy and area businesses to discuss the 4 Round Trip. D.
