I. MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:05 PM. Mr. Dunn made a motion to approve the minutes of
the May 13, 2003 meeting and Mr. Eggley seconded the motion. The motion passed by unanimous
vote.
II. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for May. Mr. Loy
stated that enplanements were once again down for the month. Air Traffic was down for the
month as well. A discussion was held regarding the increase in Cape Aviation sales as
compared to the decrease in itinerant and local air traffic. While air traffic has probably
increased, the tower documents only the traffic during hours of tower operation, which has
been reduced from 7:00 AM — 10:00 PM to 7:00 AM — 5:00 PM, leaving a time frame of five
hours unaccounted for.
B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for May. As
discussed previously, fuel sales by the gallon were up for the month of May for both Jet A
and AvGas as compared to 2002 by 25% and 5.6% respectively.
C. American Connection Fourth Round Trip — Mr. Loy presented an update on the progress of
American Connection and establishing a fourth round trip. Mr. Loy indicated that currently
there is $10,000 secured for the ticket trust fund. Mr. Loy indicated that key people have
expressed through email that their companies want to make the fourth round trip a reality. Mr.
Loy stated that there have been communication problems in explaining the concept of a ticket
trust, making it extremely difficult to sell the idea.
D. Update on 2003 Air Festival — Mr. Loy gave a report on the status of the 2003 Air Festival.
He indicated that everything is going very well. The performers and vendors have been lined
up and include the 82nd Airborne All-American Free Fall Team, F -I8 and a F-16 demo team.
Mr. Loy indicated that sponsorships have come through very well and that everything seems to
be falling into place.
E. Control Tower Operations — Mr. Loy discussed the issue regarding the Air Traffic Control
Tower. Mr. Loy stated that he had a very good meeting with Representative Jo Ann Emerson
regarding the tower issue. Ms. Emerson was flying out on a charter and had about an hour to
communicate with Mr. Loy. Mr. Loy indicated that he had received a copy of Jefferson City's
Benefit/Cost Ratio. Representative Emerson's office sent a letter to the FAA to request a
reassessment of CGI's B/C Ratio. While we may not get extra money from the State, if we can
hold on a year or two, we can go back to the State to revamp the language for the Jet fuel Tax
Legislation. Discussion was held regarding the reduced hours of tower operation. It was
suggested that the FBO document enplanements during off -hours.

the TSA has discontinued their contract with the City of Cape Girardeau for the support of Law
Enforcement Officers to be stationed at the Airport during flights. Chief Steve Strong of the
- Cape Girardeau Police Department has had conversations with the TSA in regards to response
times and the requirements of the officers. Mr. Loy indicated that the TSA has stated that they
will reassess smaller airports that have no security officers in place.
G. Paul Fisher Lease — Mr. Loy reported that Mr. Paul Fisher's Lease has been approved. He
stated that Mr. Fisher received a great deal from the Hangar Manufacture for a 100 ft. building
rather than 7511, and wants to increase the land lease size. Discussion was held regarding
requirements for a typical land lease.
IILNEW BUSINESS

mostly concrete and will not be able to be re -constructed. Mr. Loy stated that there would
probably not be money for an automatic six foot gate, but will get with Dan to add a two foot
extender.
B. Future Land Development of Cape Girardeau Regional Airport — Discussion was held
regarding the future land development of the Airport. A motion was was made by Mr.
Schmucker stating that "For the future development of the Airport and in accordance with the
Master Plan of the Airport, the Airport Advisory Board requests to have Mr. Loy research the
. feasibility of the Northwest quadrant being purchased as soon as possible, as it is time -critical
