I. MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:10 PM. Mrs. Pauley made an appearance in front of the board and
asked that her resignation be accepted due to family obligations. The board accepted the resignation. Mr.
Eggley was appointed as the new Vice Chairman. The meeting continued on and Mr. Geller made a motion
to approve the minutes of the September 9, 2003 meeting and Mr. Shantz seconded the motion. The motion
passed by unanimous vote.
II. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for September. Mr. Loy stated
that enplanements were up for September from 744 to 811. Mr. Loy stated that effective November to
the Airline will be changing their schedule in part to accommodate the P & G's flight planning needs.
Air Traffic continues to be down due to the decreased Control Tower hours.
B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for September. The fuel
sales were down from 2602 for September. There was discussion on the lowered military sales as
compared to previous months. It was resolved that there has been an impact on the military fuel sales
by not having the restaurant open.
C. American Connection Fourth Round Trip — Mr. Loy presented an update on the progress of
establishing the fourth round trip. He said that he had spoken to the USDOI' and they had agreed that in
place of the ticket trust they would allow a "letter of intent" from Procter and Gamble to use $100,000
of travel out of Cape Girardeau, Mr. Loy met with P & G on September 30, 2003 and was told that
anything short of a direct flight from Cape Girardeau to Cincinnati would not be justifiable to make a
guarantee. Mr. Loy and Ms. Beth Anderson asked Mr. Doug Caldwell with Corporate Airlines if the
airline would look into the possibility of the direct flight from CGI to Cincinnati. Discussion was held
regarding other alternative possibilities.
D. Future Land Development —Mr. Loy expressed his concern of misunderstandings with board
members on the situation of the Future Land Development during the September Board Meeting. Mr.
Loy wanted to clarify that he had met with Mr. Jerry Lipps who had indicated that he would like to set
up a 40,000 SF Fixed Base Operation on property that he wanted to purchase Northwest and outside of
the airport boundary. Mr. Loy stated that he is not opposed to Mr. Lipps starling a business at the
Airport. The largest issue is the fact that Mr. Lipps wants to start his business off airport property,
known as a "through the fence" operation, on property that has been targeted for future airport
expansion. Mr. Loy expressed that the City would not be willing to sell the Fuel Farm in order to be fair
with other FBO's that may want to set up at the Airport. Other requirements that were stated to Mr.
Lipps was that he would be required to annex into the City and allow the City to purchase property in
the future. A discussion was held regarding what is best for the Airport, Cape Aviation, pilots and the
community in general.
E. Update on Master Plan — Mr. Lay stated that the Master Plan would be presented to the Planning and
Zoning Commission on November 12'" and if approved would be presented to City Council on
December 121°. He indicated that the Master Plan had already been approved by the Federal Aviation
Administration (FAA).

G. Update on Control Tower — Mr. Loy advised the Board that the airport has contracted with Mr. Dave
Byers at Quadrex to compile data and make a recommendation to the FAA for a new Benefit/Cost Ratio
(B/CR). Mr. Loy reported that we had received the information from Mr. Byers indicating that the B/C
ratio for the Cape Airport should in fact be .53 as compared to .26. Mr. Byers will provide the data and
a letter to submit to the FAA, which hopefully they will agree to. With a B/C ratio of .53 the City
would be responsible for 47% of costs of the tower. To contract the tower in the FAA Cost/Share
program the City would pay $115,000, only $40,000 more than the City is paying now.
H. Airport Restaurant — Mr. Loy reported that the City received one application for bid on the occupancy
of the Airport Restaurant. A copy of the proposal was passed around to the board members, which had
positive reactions. The Restaurant Committee agreed to accept the application and will meet with Bruce
and the applicant to discuss terms of a lease.
T -Hangar Construction — Mr. Loy reported that he had been working on the possibility of working
out a deal with Mr. John Farquar and Mr. Dean Houseman on the construction of a row of T -Hangars.
Mr. Loy has met with City Manager, Mr. Doug Leslie and Finance Director, Mr. John Richbourg on the
negotiations and financial aspect of the City to take on this project. The Board agreed to ask Board
President, Gerry Keene, to write a letter to the City Manager addressing the Board's concern for
additional hangar space at the Airport.
III. NEW BUSINESS
A. A-4 Monument — Mr. Loy announced that the Cape Pilots Club in cooperation with the City of Cape
Girardeau is looking at the possibility of securing an A-4 Jet as a monument to veterans. The A4 is
currently at Sabreliner in Perryville and is scheduled for destruction. The Pilots Club has ambitions to
go out and raise donations for the monument. Mr. Loy is pursuing the paperwork aspect of securing the
Plane.
B. Missouri Airport Managers Association Conference — Mr. Loy reported that he would be attending
the MAMA Conference on November 19 — 21, 2003 at the Lake of the Ozarks. Mr. Loy indicated that
he is the current acting president and will be in charge of the program.
C. Kid Safe Halloween Party — Mr. Loy reported that ARCH Air Medical Services will be hosting a Kid
Safe Halloween Party on October 25° at the ARCH hangar at the Airport. The party is a community
service project that ARCH puts on free of charge to the public.
