II. OLD BUSINESS
A. Monthly Activity Report - Mr. Loy presented an Airport Usage Report for November. Mr. Loy stated
that boardings are down 36% from 2003 for the month. However, the large percentage in drop is due to
the Airport being shut down for 1/3 of the month - November 1" - 10 due to the ALP Construction
Project. The year-to-date traffic is down 24% from 2003. Traffic count was down significantly during
the month of November due to the Airport closure from 1,678 to 819 and down year-to-date by 18%.
B. Cape Aviation Report - Mr. Loy presented a Cape Aviation Fuel Report for November. Fuel sales
for the month of November were down 38'% - again due to the Airport closure. Year-to-date fuel
sales are down 2.4%, however, Miscellaneous sales are up significantly due to increased freight. Mr.
Loy stated that Derrick Irwin, Line Tech Supervisor for Cape Aviation, has begun tracking and
processing the amount of freight and poundage being handled. It was recommended that these figures
be included into the Airport Usage/Fuel Report in the future.
C. Update on Airport Construction - Mr. Loy stated that the construction on the AIP Runway 10-28 and
Runway 2-20 Project should be completed on December 201h. He indicated that the contractors have
been issued 18 rain dates. The construction on the Runways has been completed, however the safety
area sodden will have to wait until spring. Mr. Loy stated that there have been some electrical issues on
the taxiway, which will result in a change order and that there were also some problems with not having
good enough drainage in the Runways and Taxiways. There is a little work yet to be one on the lights
and signage on Taxiway Alpha.
D. T -Hangar and FBO Update - Mr. Loy stated that he has been working with the City's accounting
Department on adding T -Hangars and FBO renovations into a new Bond Issue. Mr. Loy stated that the
T -Hangars have been projected to be about $402,000 from a cost of $358,000 last year. The high rate is
due to the City having to pay prevailing wage rates on any construction project. Mr. Loy indicated that
he has spoken with MoDot regarding the possibility of using the allocated non -primary funds of
$100,000 along with applying for a State Star Loan with a rate of 2-3% on a 10 -year loan to fund the T -
Hangars. Mr. John Richbourg, with the City Finance Department is looking towards the banks for
bonds to be used for the T -Hangars as well as modifications and improvements to the FBO.
E. Update on Renaissance- Mr. Loy stated that Mr. John Dearden and his staff have been packing up a
few trucks and clearing out their items. Mr. Loy has been working with Phillip Smith, an Architect,
with costs on renovations to accommodate Sabreliner in producing an Orien 3. There are two primary
options -either we do the modifications and charge Sabreliner the extra within their lease, or they do
modifications which would then become the property of the City. The second option would require less
rent to the company. The cost estimate for the City would be around $1,000,000 for the modifications.

F. Update on Small Community Air Service Development Grant — Mr. Loy stated that we had a great
presentation and meeting with Mr. Doug Caldwell, President of Corporate Airlines, on December 1,
2004. Mr. Caldwell presented the Board with information on the Airline and their responsibility in
pursuing the 4' Round Trip. During the meeting on the l", Mr. Cole asked Mr. Caldwell how long it
would take to know if the 4" Round Trip would not work. Mr. Caldwell answered this question with
not more than 90 days. Mr. Loy has since spoke with Ms. Terri Bingham with the Department of
Transportation on the 90 -day theory. The DOT seems to be willing to pursue this avenue, which means
the next step is to present the City Council with the concept. Ms. Thurman stated that the Airline has
been working on other issues presented at the prior meeting held December I" and have come up with a
new CGI-STL rate of $153.00 — reduced from $229.00. This is the rale if someone were to just fly to
St. Louis and back— or are changing airlines. The round trip rate for CGI-STL with an American
Airlines connection has been reduced from $65.00 to $60.00.
G. Update on Agriculture Ground Lease — Mr. Loy discussed the Agriculture Lease, which is currently
up for bid. The original bid had the wrong acreage listed and the surveyors have made new maps,
which are very detailed. The updated requests for Proposals will be opened on Friday at 3:00 p.m.
