I. MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:15 PM. Dr. Park made a motion to approve the minutes of the October
12, 2004 meeting and Mr. Waltz seconded the motion. The motion passed by unanimous vote.
II. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for October. Mr. Loy stated
that borudings are down 23% to date for the year. Traffic count continues to be down across the board
by 5% due to reduced tower hours.
B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for October. Fuel sales for
the month of October were down 5%. The fuel comparison is based off of gallons said instead of
dollar amount, due to the rise of fuel prices. The decrease in fuel sales this month could be attributed
to the construction — while the Runways were not closed in October, there was some confusion as to
when the actual closure dates would be.
C. Update on Airport Construction — Mr. Loy stated that the Runways would be opening at 5:00 AM
November 10, 2004 as originally scheduled. Mr. Loy indicated that the construction company would be
working on grooving next. Everything has been poured except the taxiway, which is closed. Other
aspects of the project still to be completed include signage, seeding, grating, etc. The poor weather
conditions during construction caused a lot of ruts. Mr. Loy stated that the safety areas have been
revamped. Publicity will be held including a ribbon cutting to be held when the project is complete.
There will be a small media presentation on November 10' at 10:00 AM. The Mayor will be here for
the reopening and all board members were invited to attend. Overall the construction project has gone
extremely well and smooth. Emery Sapp and Sons proved their experience and capabilities by pulling
off a remarkablejob.
D. T -Hangar Update — Mr. Loy stated that he has been working with the City's accounting Department on
adding T -Hangars and FBO renovations into a new Bond Issue for a total of $925,000. The T -Hangars
would be a duplicate of the existing T -Hangars owned by the City. Mr. Loy also announced that we are
currently working on the Capital Improvement Projects for the City — adding several more
improvements and ideas for the FBO as well as improvements to the afield including an Air Rescue
Fire Fighting Building.
E. Update on Renaissance — Mr. Loy stated that Mr. John Dearden with Renaissance submitted a letter
indicating they did not have the money to make the lease payment. They were requesting the City to
allow them to keep the lease with the intention to pay each month. Mr. Loy stated that Sabreliner has
been in touch with the Airport on the possibility of renovating the facility for manufacturing of a P-3
Orien on a 4-5 year contract. Mr. Phillip Smith looked at the renovation and gave a cost of
approximately $650,000.
F. Update on Small Community Air Service Development Grant — Mr. Loy stated that he did not have
any new information or data from Corporate Airlines since last meeting due to the accident in

Kirksville, Missouri. Mr. Loy indicated that he had spoken with Ms. Terry Bingham with the
Department of Transportation and she told him not to worry about the current deadline due to the
Airline accident. If the grant does not work out this time we can apply again.
IH. NEW BUSINESS
A. Essential Air Service Development Program — Mr. Loy explained the process of the Department of
Transportation and the Essential Air Service Development Program. He explained that the proposals
are out right now. Basically any company can apply to provide service to the Cape Girardeau Regional
Airport and choose any hub that they desire. The Airport does not make the decision as that is done by
the D.O.T. Discussion was held on the pro's and con's of different Airports as a hub and optional
services offered by the EAS Program.
B. Report on MAMA Conference — Mr. Loy stated that the MAMA Conference held at the Lake of the
Ozarks last week was a great meeting. Different topics discussed included the renovations of the Part
139 Re -write, Sport Pilots License, State Aviation Fuel Tax, Airport Rescue and Fire Fighting and
Flight Service Stations contract. There was also a toast to Col. Leonard Griggs, the Airport Manager of
Lambert and former FAA Director.
C. Agriculture Lease Out For Bid — Mr. Loy stated that the Ag Lease is currently being put together for
bidding. The initial acreage total was incorrect and the City Engineering Department is working on new
mapping with final acreage totals.
D. Airport Website Redesign — Mrs. Thurman passed out a draft of the Airports new website redesign
currently being put together by Element 74. The new website will be much more interactive offering
Bight information, general aviation information, Airport tenant and business information as well as
weather services, Notams, tower information and the Master Plan.
