I. MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:12 PM. Mr. Dunn made a motion to approve the minutes of the May
11, 2004 meeting and Mr. Amzen seconded the motion. The motion passed by unanimous vote.
II. OLD BUSINESS
A, Monthly Activity Report — Mr. Loy presented an Airport Usage Repon for May. Mr. Loy stated that
there were over 200 in enplanements in May due to diversions. This amount will not show up on the
finplarnement Report, but will be Figured into the overall amount for the year — through the USDOT
year-end report. Traffic count continues to be down across the board due to reduced tower hours.
B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for May. Fuel sales for the
month were still up. The fuel comparison is based off of gallons sold instead of dollar amount, duc
to the rise of fuel prices.
`r► C. American Connection Fourth Round Trip — Mr. Loy presented a draft of the Transportation Services
Agreement for the Department of Transportation between the City of Cape Girardeau and Corporate
Airlines. Mr. Loy will be working with Corporate Airlines and City Officials to see it a deal can be
worked out utilizing a revenue guarantee in place of the ticket trust. Mr. Loy discussed the contract
with Sabre of $32,500 and how it will be reimbursed at the 800/6 grant reimbursement one. According
to the current agreement with DOT, any funds that the City provides will be reimbursed at the 80% rate.
A discussion was held on using the grant money for additional airline service to Memphis, Chicago or
Cincinnati and adding a different hub. Mr. Loy explained to the board that this grant money cannot he
used for that purpose, however, it possible that we could apply again in the future for finds to explore
airline service to a new destination. Mr. Loy added that there is a lot to be considered in attempting, to
get a new airline service. The current Corporate Airline service to St. Louis is subsidized by the
Department of Transportation and SL Louis is the hub for that agreement. For a future airline to
consider having service out of CGI, there would have to be a significant amount of support from the
community. Typically, an airline being asked to start service to a new destination may ask for
approximately $500,000 • $1.000,000 up front as a guarantee. Mr. Loy explained that this is extremely
difficult given that companies and individuals were hesitant to provide a ticket trust for only $100.000
where they were required to put their travel money up front. There may be more excitement with
providing service to a new destination rather than an additional round trip. Mr. Loy agreed to exp':ore
Ore possibilities and report back to the board on his findings.
D. Update on Douglas A-4 Monument-- Mr. Loy stated that there have been some problems with the
transportation of the A-4. He stated that he has spoken with Mr. Roger Hudson in Perryville and may
again explore the possibility of using a sling with a Chinook helicopter to transport the A4.
