L MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:10 PM. Mr. Eggley made a motion to approve the minutes of the
March 9, 2004 meeting and Mr. Geller seconded the motion. The motion passed by unanimous vote.
11. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for March. Mr. Loy stated that
numbers were down again. Mr. Loy stated that Corporate Airlines is working on a fare schedule that
would be advertised. Traffic count continues to be down across the board, again mainly due to the
decreased hours of Traffic Control.
B. Cape Aviation Report— Mr. Loy presented a Cape Aviation Fuel Report for March. The FBO had a
great month in fuel sales with total sales up over $27,000 from last March. A significant amount of
the increase was due to many freight planes.
C. American Connection Fourth Round Trip — Mr. Loy stated that the Procter & Gamble Memo of
Understanding and negotiations have been put on a stand still. Mr. Doug Caldwell, President for
Corporate Airlines, is now proposing the fourth round trip from Cape Girardeau to St. Louis and that the
airline would absorb the additional cost.
D. Update on Douglas A-4 Monument — Mr. Loy stated that the Nary corned down the possibility of
carrying the A-4 to the Airport with a Chinook.
E. Update on Air Festival — Mr. Loy stated that the planning is going well for the 2004 Air Festival. The
P-38 and the P-40 have been confirmed and will be appearing at the Airshow. Mr. Loy indicated that as
of now it looks like we will be having an F -I5 Demo Team and possibly an F-18 Demo Team.
F. Airport Development — Mr. Jerry Lipps, Mr. Doug Lipps and their Attorney, Mr. Rick Kuntze
appeared before the board to discuss a proposal for future Airport Development. Mr. Loy passed out a
memo to the Airport Advisory Board Members regarding points that were asked of Mr. Lipps and Mr.
Kuntze in response to their proposal before the City would be able to enter into any further negotiations.
Mr. Kuntze then told the Board of Mr. Lipps' plans and presented drawings of their Airport Plans. The
proposal from Mr. Lipps is to enter into a "through -the -fence" operation with the Airport. Mr. Lipps
had purchased a 70 -acre tract owned by the Gordon Cohen Tmst, with the option to buy the remainder
of the 120 -acre tract. This property is directly adjoining to the Airport property. Mr. Kuntze explained
that the desire from Mr. Lipps is to develop on his property and have it in conjunction with the Airport.
He stated that the development would be built according to FAA regulations. They are looking at
building a 150 x 200 R. Hangar. The proposal is to have immediate access to Runway 02/20, Mr. Lipps
would then like to explore the possibility of having an air freight facility, which would access both
runways. The initial investment would be for the transportation of evangelists through the Horizon
Foundation, a ministerial alliance to run crusades. The proposal would also include access and be open
to other users of the Airport. Mr. Lipps would eventually like to provide aviation services, mechanics

and operation of the fuel farm. Mr. Kuntze stated that Mr. Lipps used to operate the FBO at the Airport
and at the time had 14 planes for general aviation. Mr. Lipps believes that it would enhance the services
and attract additional refueling services. Mr. Lipps and Mr. Kuntze expressed their belief that no
portion of their proposal would hinder the Airport's security or grant assurances. Discussion was held
between board members, Mr. Lipps and Mr. Kuntze. Mr. Arnzen expressed his concern on who would
actually be owning the business — would it be private or a not-for-profit business. Mr. Lipps stated that
it has not been decided yet. Mr. Schmucker stated that all facets of the business need to be in a written
proposal ahead of time and that each item that the City has requested need to be addressed in that
written proposal. The main point of conversation dealt with the City's request that the property be
annexed into the City. Mr. Lipps stated that he did not want to be annexed in due to increased control
that the City would maintain. Further discussion was held and the board addressed Mr. Lipps with the
issue of coming back to present again after the annexation issue has been agreed to — until then there is
no further negotiations. Mr. Lipps, cMKuntze and Mr. Lipps excused themselves from the board
meeting after presenting their propsal.
Mr. Schmucker made a motion stating:
"After the meeting held on April 13, 2004 with Mr. Jerry Lipps, Mr. Doug
Lipps and Mr. Rick Kuntze, we, the Airport Advisory Board, maintain our
previous motion of March 9, 2004* that a written proposal addressing the
issues need to be forthcoming before any additional negotiations take
place. Our specific concern is that of annexation and Airport expansion."
Mr. Geller seconded the motion and the motion passed with a unanimous decision.
*Previous Motion on March 9, 2004 reads as:
"We as the Airport Board resolve that no action be taken with Mr. Lipps
and or any other parties, until Mr. Lipps and Company appear before the
Airport Advisory Board and Airport Manager with an acceptable written
proposal. The proposal shall deal with issues itemized in the letter dated
► 8/19/03 to Mr. Lipps from the Airport Manager, as well as meetings with
City Staff, on 6/6/03, 8/26/03 and 11/12/03. We, the Board in addition
would advise Mayor Knutdson, City Council and Staff that no other
negotiations take place until this appearance is made, so that we may best
utilize our positions as Board Members representing the future of the
Airport."
III. NEW BUSINESS

Crawford, Murphy and Tilly (CMT). Mr. Loy indicated that the City has been very pleased the services
of CMT and look forward to working on the many upcoming projects with them.
