Monthly Activity Report -- Mr. Loy presented an Airport Usage Report for June and July, of 2005. Mr. Loy stated that boardings were up approximately 10% over last year, with 575 boardings in June and 661 boardings in July of this year, compared to last year of 600 boardings for June and 586 for July. The Cape Air Charter boarding numbers were also up with 33 boardings in June and 42 in July, compared to 12 boardings in June and 33 boardings in July of last year. The air traffic count is also up approximately 20%, with 5,751 operations compared to 4,280 operations for Jane and July of last year. Mr. Loy noted that this was due, in large part, to the extension of the Air Traffic Control Tower hours from 10 hours to 12 hours of operation, B. Cape Aviation Report - Mr. Loy presented a Cape Aviation Fuel Report for June, and July, 2005. Fuel sales based on gallons for the two months were down approximately 23%, with the decrease assumed to be due primarily to the high cost of fuel. C. Renaissance update - Mr. Loy provided an update on the appraisal of the Renaissance Hangar. Be noted that the appraisal by Airport and Aviation Appraisals, Inc., came in at $2,275,000.00. The balance remaining on the bond is 2.4 million dollars. The lease price was valued at $5.00 per square foot per year, and at 52,000 square feet the lease would bring in approximately $26,000.00. D. Construction Update - Mr. Loy noted that the seeding has been completed on the runway sides and ends, however we are having problems with the windsock on runway 20 with the light not working. He reported that Siemens Electric has inspected the windsock, and reported that the vault regulator is nut appropriate for this windsock. Mr. Loy also stated that the FAA would be willing to extend the grant so a new regulator could be installed. E. Essential Air Service Airline Update - Mr. Loy noted that the United States Department of Transportation (USDOT) had submitted their final determination for award of Essential Air Service subsidy for scheduled passenger service between Cape Girardeau and St. Louis. The USDOT awarded Regions Air a two-year contract to provide three round-trip flights for air service beginning June 1, 2005 through May 31, 2007. Because the USDOT denied the subsidy needed to fund the desired four round-trip flights, Mr. Loy suggested approaching the City Council to fund the necessary 20% share to match the $625,000 Small Community Air Service Development Grant. Mr. Loy stated that he had contacted Ms. Terry Bingham at USDOT and she had indicated that she would consider an extension of the City's grant to provide the fourth round-trip. Mr. Loy also suggested utilizing the additional $42,000 the airport will receive this year from the Missouri Department of Transportation (MoDOT) for reimbursement of the Air Traffic Control Tower (A'I'CT) operations expenses. The additional funds are the result of the legislation introduced by Page i F. .r State Senator Jason Crowell, which extended the sunset rule for the jet fuel tax and increased the ATCT annual reimbursement funds to the City from $125,000 to $167,000 per year. A motion was made by Mr. Schmucker to encourage the City Council to approve the necessary funds (up to $125,000) to match the USDOT grant to provide the fourth round-trip for air travel between Cape - Girardeau and St. Louis and to utilize the $42,000 funds resulting from the ATCT reimbursement increase, if necessary. Mr. Amzen seconded the motion and the motion carried by unanimous vote. G. Senate Bill 396 - Mr. Loy stated that Senator Kinder signed the new Senate Bill 396 in to law in June of this year. This bill has extended the State Jet Fuel Tax to the year 2013 and provides an additional $42.000.00 for reimbursement of our Air Traffic Control Tower expenses. HL NEW BUSINESS A General Aviation Security — Mr. Loy noted that he has had a meeting with the TSA to discuss security at the Cape Girardeau Regional Airport. Mr. Loy then handed out two online reports that he had received from Mr. Cole. The first was (What Is AOPA's Airport Watch). This report explains why we need an airport watch program, what to look for, and who to report any suspicious activity too. The second was (Beware of strange men with rocket launcher), this is a report of a trio of Middle Eastern men pointing a rocket launcher (Manpads) at a low-flying aircraft near Tinker Air Force Base in Oklahoma. After review this report was determined credible. Mr. Loy also informed the board that the TSA has provide a short video for the board members to watch on airport security. B General Aviation Terminal Building— Mr. Loy stated that he is still working on the possibility of renovating and possibly adding on to the Cape Aviation Hanger. Mr. Loy reported that the roof was leaking and the entire building was in desperate need of repair. Depending on Congressional action with this years budget, he hopes to use the non -primary entitlement funds of $150.000.00 that we receive each year towards the building renovation. Mr. Amzen asked if it would be more economical to put that money towards remodeling the Airport restaurant and making it a snack bar and lounge area for pilots. General discussion continued on this subject, however, it was noted by Mr. Loy that they might use caution regarding changing too much of the airline terminal facility for general aviation purposes, that may take up future airline passenger service space. Mr. Seesing concurred, and general discussion ended with support to make primary improvement to the Cape Aviation facility. IV. NON -AGENDA ITEMS Mr. Loy stated that he has been given notice from National Alamo Car Rental, that they will be closing there doors at the end of September. Mr. Loy stated that National has had problems competing with Hertz Rentals. Mr. Loy has had very preliminary discussions with Enterprise Car Rental about taking over the facility. It is expected that discussions may continue with Enterprise regarding the leasing of the terminal property.
