1. MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:10 PM. Mr. Parks moved and Mr. Schmucker seconded the motion to
approve the April, 2005 Minutes. The motion passed by unanimous vote.
II. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for April 2005. Mr. Loy stated
that boardings were up over April 2004, with 602 airline boardings this year, compared to 543 for April
of last year. The Cape Air Charter boarding numbers were also up with 23, compared to 14 last year.
The air traffic count is down approximately 27%. Mr. Loy noted that beginning May 1", the Air Traffic
Control Tower went to a 12 hour operation, rather than the 10 hour operation that had been started due
to personnel shortages. As of the May 1" date, Ed Rodriquez, our new controller began operating solo
as a Cape Girardeau Controller. In the future the ATC will assess whether to expand to a 14 hour day,
however, that would not occur until Mr. Loy and Mr. Davis, the ATC Chief felt the staffing levels could
comfortably accommodate the expanded hours of operation.
B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for April. Fuel sales based on
gallons for the month of March were up marginally, by about 1,200 gallons over the previous year.
Discussion followed regarding questions as to how the airport could improve General Aviation traffic at
the FBO through means of marketing and advertising, etc. Several recent updates were mentioned, such
as the new Meterologix computer in the FBO used for weather and flight planning and negotiation with
Eastern Aviation fuel distributors regarding a new self-service pump for the needs of 100 Low Lead
pilots. Mr. Loy also mentioned the plan to purchase new computers for the tower. Further discussion
led to a motion by Mr. Cole, with a second by Mr. Waltz, to ask staff to provide ideas at the June
meeting for ways to increase General Aviation traffic at Cape Girardeau. The Board asked staff not to
consider funding constraints when presenting these ideas. The motion passed unanimously.
C. Update on Airport Construction - Mr. Loy stated that the AIP Runway 10-28 and Runway 2-20
Project is complete except for seeding necessary on the runway ends and sides. The airport is holding
back $35,000 until the grass areas are finished and inspected. Also, there is a minor problem with the
lights on the windsock for Runway 20 not working. The staff and consultants are working to resolve
that problem.
D. Renaissance Update — Mr. Loy provided an update on status of the Renaissance Hangar. He noted he
has gone through much of the information gathered from his trip to Lakeland, Florida, where he
attended the Sun -N -Fun conference and air show. He talked with many manufacturers regarding the
possibility of leasing or selling the facility. One of the manufacturers Mr. Loy spoke with was Cirrus.
He noted they had advised him they are considering locating regional delivery centers. He has emailed
the company and Shannon Davis, local owner of a Cirrus, has plans to speak with the company about
the facility. Mr. Loy is working with Mitch Robinson at MAGNET to e-mail copies of a marketing
brochure, which will assist in advertising the hangar.

E. Essential Air Service Update- Mr. Loy reported that the U.S. Department of Transportation (DOT) has
advised they have postponed the decision regarding the EAS airline funding. The DOT would not give a
reason why they have postponed the decision. Mr. Loy also reported that he has not received an answer
from P&G regarding the airlines' offer to provide a two day per week service to Cincinnati.
\r F. Cape Girardeau Career and Technology School Flight Program — Mr. Loy stated that the insurance
issue with the new flight program has been resolved. The Cape Girardeau School Board has decided to
allow Rich Payne to operate the program beginning in August, 2005 on an annual basis. Each year, the
progress of the program will be reviewed for continuation. The classes will be accredited and will
include basic private pilot ground school with five hours of actual flight time instruction at the airport.
Mr. Loy noted that it is believed that no other flight program in the nation provides such a program.
III. NEW BUSINESS
A. 2005 Air Festival — Mr. Loy provided a summary of the plans for the upcoming Air Festival. Mr. Cole
asked why the airport promotes the air show. Discussion followed with Mr. Loy explaining that the Air
Festival promotes aviation, provides a venue to bring the community to the airport and to educate the
public as to the needs for aviation. The Air Festival provides a major marketing opportunity for the
airport and also is supported by the Council for its pure entertainment value. Mr. Loy also noted that
the Experimental Aircraft Association is expecting a large turnout for this year's show.
NON -AGENDA ITEMS
A. Senate Bill 396- Mr. Loy noted that is looks like Senate Bill 396 will pass easily. The new Bill
provides an additional five year extension of the State Jet Fuel Tax to the yew 2013 and provides an
additional $42,000 for Cape Girardeau for reimbursement of our Air Traffic Control Tower operational
expenses.
B. Military Flight Training — Mr. Loy reported that he has had recent discussions with military personnel
regarding increased flight training planned for the Cape Girardeau Regional Airport from Columbus and
Randolph Air Force Base. Both parties have agreed to include CGI as an approved airport for the
military flight students to use.
The meeting was adjourned at 6:30 p.m.
