Fred Waltz Members Absent: None Others Present: Bruce Loy, Airport Manager, Kristi Thurman, Administrative Coordinator I. MINUTES OF PREVIOUS MEETING The meeting was called to order at 5:10 PM. II. OLD BUSINESS A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for March 2005. Mr. Loy stated that boardings are almost even with 2004, hopefully showing an upward trend and a rebound. Aircraft traffic is down, but not much. A discussion was held regarding the marketing efforts by RegionsAir. Mr. Loy also discussed a proposal that is being worked out between the airline and Procter and Gamble with two round nips weekly to Cincinnati. The proposal is based on P & G giving the airline a $100,000 guarantee. The airline in return would operate the service as a commercial flight. The cast to P & G would be around $350 round top for 10 passengers. Based on the numbers provided by P & G on their airline needs they are currently flying 1,848 round trips from Cape Girardeau to St. Louis annually. This amount does not include car rentals, so we feel that the market is there. The cost is higher than the average nip to St. Louis because there would be no code share with American. The flight would be operated as RegionsAir. The P & G flight would be completely separate from the fourth round trip. Mr. Loy explained that we are still hoping that the Department of Transportation will choose to fund CGI with RegionsAir for four round trips and then the P & G flight could possibly be worked again under the Small Community Services Development Grant of $500,000. If the DOT does not fund the 41 round trip to St. Louis — then the Grant will be considered for the 0 Flight. Mr. Loy has had conversations with JoAnne Emerson's and Jim Talent's offices. B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for March. Fuel sales based on gallons for the month of March were down 27%. The decline of fuel sales can be contributed to the high cost of fuel and weather. C. I Ipdate on Airport Construction —Mr. Loy stated that a preliminary check -list has been done on the AIP Runway 10-28 and Runway 2-20 Project. There were two pages of items that need to still be completed including filling ruts, filling dirt, cleaning runway, reseeding, filling holes in concrete, etc. Mr. Loy indicated that some of the paint will need to be redone as well. Mr. Loy reported that the Men's Restroom in the Terminal was repaired and renovated due to plumbing problems. D. Renaissance Update — Mr. Loy gave a report on the status of the Renaissance Hangar. A brochure has been compiled by Mitch Robinson with the Industrial Recruitment Association. The hangar was built on bonds issued to the City and is required to be utilized for aircraft manufacturing. A discussion was held regarding possibilities of selling the building outright, refinancing and advertisement of the facility. Mr. Loy indicated that he would be going to Sun and Fun and hand delivering as many brochures to Airplane Manufacturers as possible. Mr. Loy stated that he has had discussions with Mr. Tom Kelsey at Lorimont regarding the feasibility of contracting with the company to help find a tenant for the facility. E. Cape Girardeau Career and Technology School Flight Program -- Mr. Loy stated that he Inas been working with Mr. Don Grossheider and Mr. Rich Payne with the Career and Technology Center. State L approval and financing have been approved and 14 students have signed up for the course to dale. April 12, 2005 Page i Benefits of the course include five hours of flying time at no additional cost to the student. Insurance requirements are still needing to be worked out. 111. NEW BUSINESS i A. General Aviation Terminal Building — Mr. Loy reported that he is still working on the possibility of renovating and/or adding to the Cape Aviation Hangar. A diagram of the FRO was passed out to board members highlighting the different phases that will take place during the construction. Depending on Congress decides to do this budget year, the renovations could happen soon. The non -primary funds of $150,000 allocated to the Airport each year, could go towards the building modifications in public use areas. The Vision 100 Airport Improvement Project money goes through 2005 and 2006. With the Presidents budget cuts — it will probably cut out that money. Mr. Loy stated that he is currently talking to the State to see if we can utilize fonds, do renovations and reimburse ourselves back. We are targeting around $330,000 that we would like to utilize for public use portions of this facility with priorities being the roof and lobby areas. Mr. Loy indicated that several options are being looked into including the addition to the front of the hangar. B. Part 139 Requirements — Mr. 1.oy reported that the new Part 139 Requirements will be due lune 91h of this year.
