A. Airport Activity Report — Mr. Loy presented the Airport Usage Report for November 2010 to
the Board for review. He reported the airline numbers were down for the month clue to several

scheduling passengers on other fights if it will help them meet their connection.
B. Cape Aviation Report — Mr. Irwin presented the Cape Aviation Report for November 2010 to
the Board. He reported the numbers were down for the month. Cape Air now has their own
fueling truck in St. Louis so they are not purchasing as much fuel as in previous months. Mr.
Irwin also noted their passenger loads have been a lot higher so they are unable to carry as much
fuel. Ile stated several politicians came in during the month along with the Texas Tech girls'
basketball team. Rush Limbaugh tried to land and purchase fuel but it was too foggy which did
hurt fuel sales.
Mr. It -win presented the Board with the holiday hours for Cape Aviation. Mr. Hetzel asked if
preparations have been completed for the winter weather that is currently being forecasted. Mr.

in need of repair and prepared a report. Based on their findings, the paint is not lead hased.
Mr. Loy informed the Board that an airport tenant is in the process of selling their t -hangar.
Based on the lease terms, the City has the first option to purchase the hangar at 85% Fair Market
Value. Mr. Loy noted the tenant had an appraisal conducted and the hangar appraised at
$225,000.00 which means the City could purchase it for $191,000.00. Mr. Loy stated this is a
difficult time to consider purchasing a hangar with the Commander Premier deal still in question.
Mr. Cork asked if the City could re -visit the possibility of purchasing the hangar in the future if
it's still available. Mr. Loy reported the City has thirty (30) days to make a decision on whether
or not to purchase the hangar at Fair Market Value.
Mr. Eltink informed the Board that he spoke with Mr. Ron Strauss regarding the hangar being for
sale and he seemed interested but didn't ask for more information.
Mr. Loy addressed the Board regarding the media coverage Commander recently received. He
stated Mr. Scott Meyer, city manager, gave a presentation to the City Council and the Council
asked questions about Commander Premier, which led to an inquiry regarding the Boards
recommendation for the Commander situation.

maintenance facility under a different corporation. Mr. Eftink informed the Board that the City
can request financial information but CPAC is not required to do so.

with the Isle of Capri to be used for marketing the Commander hangar. Discussion continued on
the subject.
IV. NEW BUSINESS
A. Airport Control Traver — Mr. Loy informed the Board that Larry Davis, air traffic control chief,
is in attendance to discuss tower operations and answer any questions the Board may have. Mr.
Davis gave an overview of how the tower operates and explained to the Board that three full-time
controllers and one part- time controller would be needed to operate a 12 hour shift tower. Mr.
Loy also explained to the Board that the majority of the funding for the tower comes from state
grants. I to noted the City could opt out of receiving the state funds and participate in a cost -share
program but the cost to the city would most likely increase. Mr. Scesing questioned if the airport
has the traffic count numbers to participate in the program. Mr. Davis stated that number would
be determined by a consultant and the FAA called the Benefit Cost Ratio. 'I he last time a study
,is conducted, the airport was in the 30" percentile range. Mr. Albright asked if anyone has
inquired to be sure participating in the cost share program prevents the tower from receiving grant
funds. Mr. Lav stated he would Jo some research.
B. Essential Air Service Review — Mr. Loy informed the Board that the Department of
'I iansportation (DOT) has sent out RFP's for airline service that is due in January 2011. Mr.
Andrew Bonney with Cape Air has informed Mr. Loy that they intend to submit a bid with two
options, one fax a two ('_) year contract and another for a four (4) year contract. Mr. Loy spoke
with DOT and it appears they are in favor of four (4) year agreements. 61r. Loy stated Cape Air
will also submit bids for four daily (4) round-Irips and six daily (6) round -trips. Mr. Loy asked
the Board if they have any suggestions of items to add to the proposals. Suggcstioua from tiro
