None
1I1. OLD BUSINESS
Airport Activity Report — Mr. Loy presented an Airport Usage Report for August 2010. He
reported that airline enplanements were up for the month. He noted September is supposedly a
slow month for the airline but the numbers are looking good so far.
A. Cape Aviation Report — Mr. Lary presented a Cape Aviation Fuel Report for August 2010. He
reported that air traffic numbers were down for the month. Jet A gallons sold were also down for
the month but 100LL gallons sold were up. Overall the numbers were not too bad. Mr. Irwin
reported Cape Aviation's numbers are ahead of other local airports including Carbondale and
Paducah. He noted the transient count is down but thinks it will pick up with the political
elections approaching. Mr. Loy informed the Board that the amount of Low Lead fuel being sold
to the airline may decrease in the future because of Cape Air plans to purchase more fuel in St.
Louis. Cape Air will still purchase same fuel from Cape Aviation but not as much.
Mr. Loy learned while attending a conference at Sl. Louis lambert airport that they have started
working on an Expedited Security Pass for those using Cape Air so they will not have to go
through security again. Discussion continued on the subject.
B. Project Updates —
Apron Rehab . Mr. Loy informed the Board that the City Council authorized final payment be
made to R.L. Persons for the completion of the Apron Rehabilitation and Miscellaneous
Improvements project. R.L. Persons was able to secure a three (3) year warranty bond with a two
(2) year extension for the project. The project is in the process of being closed out at this time.
IV. NEW BUSINESS
A. CIP Project/Hangar Development — Mr. Loy presented one of the CIP projects with the
Board regarding t -hangar development. Mr. Loy reviewed past efforts to build a set of
ten (10) t -hangars including a proposal from a contractor. Mr. Loy stated he will contact
MoDOT to inquire about funds available to possibly assist with this project and report his
findings to the Board at the next Board meeting.
B. Corporate Hangar Improvement Request - Mr. Loy informed the Board of a proposal
from a tenant to renovate one of the existing corporate hangars in exchange for credit on
their monthly rent. Mr. Loy is not sure this is a good idea as one of the adjoining hangars
is in serious need of repair. Mr. Albright asked if the damaged hangar can be demolished
without affecting the other hangars. Mr. Loy said he would check on it and report to the
Board at the next meeting
C. Airline Marketing Promotions - Mr. Loy informed the Board that the airline will be
sponsoring some of the Southeast Missouri State University Redhawk athletic events
including football and basketball games. He stated the airline will be involved in creative
marketing efforts with the university including signage with the airline logo, half-time
events, as well as other promotional items.
D. Tangible Results - Mr. Loy informed the Board that City management has come up with
a new system for reporting and measuring tangible results for the City. Each department
head was given a category and have to collect data from other departments and entities
and report these findings monthly. Mr. Loy presented a copy of his tangible results
summary, The Efficient Movement of People and Goods, to the Board for review.
V. NON -AGENDA ITEMS
A. Robbie Rollins Foundation — Mr. Keene asked if there is any new information regarding
the foundation being set up for the airport. Mr. Eftink reported the City has a Municipal
Development fund already in place where funds can be donated and earmarked for a
special purpose or department. He stated if someone decides to donate funds and it
becomes an issue as to where to donate, management will address it at that time.
B. Commander Update - Mr. Cork asked if there has been any progress with the possible
Commander deal. Mr. Loy reported Mr. Strauss has been in contact with the city
manager but there is nothing new to report. Mr. Eftink stated he is still positive about the
deal and will keep the Board updated. Sohn Dissauer asked about airport marketing
possibilities in connection with the proposed Isle of Capri Casino and airport industrial
development, including the Commander hangar. Discussion continued on the subject and
it was recommended to ask Mitch Robinson, with the Cape Girardeau Area Magnet, to
attend the October 2010 meeting for his comments and ideas regarding these issues.
The meeting was adjourned at 6:20p.m.
