None
III. OLD BUSINESS
A. Airport Activity Report - Mr. Loy presented an Airport Usage Report for December
2010. He reported the airline did not do as well for the month of December compared to
previous months due to weather cancellations but overall, was still a decent month.
B. Cape Aviation Report - Mr. Irwin presented a Cape Aviation Fuel Report for December
`. 2010. He reported Jet A fuel sales were up but Avgas was down for the month. There were
several airline cancellations during the holiday period and Mr. Irwin believes that attributed
to the decline in Avgas sales. Rush Limbaugh flew in during the holidays and purchased a
lot of Jet A fuel. The FBO departure numbers were down compared to Marion, IL and
Paducah, KY.
The military flew in a soldier from Perryville, Mo who had been killed while on duty in
Afghanistan. Mr. Irwin reported the honor guard was present as well as the local media.
He stated it was a very somber occasion but everything went well.
Mr. Irwin also reported that freight numbers continue to increase and he hopes to see
more. Discussion continued on the topic.
C. Project Updates —
CIP Update — Mr. Loy reported to the Board that he and Mr. Eftink have been working on
the new CIP budget. In doing so, Mr. Loy noticed some of the numbers included in the CIP
need to be updated. He stated in the previous CIP he requested a set of twenty (-hangars
but since acquiring the old Air Evac t -hangar, he only needs to request one set of ten. Mr.
Loy noted that Mustang Drive will be removed from the CIP as it has been added to TTF-4.
Mr. Eftink stated he is currently working on reprioritizing the projects in the CIP so that it
is more than just a wish list. Discussion continued on the subject.
• Commander Update — Mr. Loy informed the Board that he met with Carl Gull and they
exchanged updates with regards to Commander. Mr. Gull remains optimistic that Mr.
Strauss is getting closer to finalizing the purchase of Commander. Discussion continued on
the topic.
ATCT Update — Mr. Loy informed the Board that he followed up on the cost share
program and found out there are control towers participating in the program within the state -
but there is a limited amount of funding available. The program provides 50% of the cost
to run a control tower. Mr. Loy stated that there have been comments that the FAA may
not allow new airports into the programs but he has not gotten an answer as to whether that
is true. Mr. Loy stated a consultant would be needed to do the benefit cost analysis. Mr.
Loy cautioned that the cost sharing is strictly for the manpower, not the upkeep of the
tower. Mr. Loy is working on gathering more information with Larry Davis and hopes to
provide more information at the next meeting. An equipment upgrade for the tower would
be expensive but only a onetime expense. Mr. Loy noted the tower has already been
written up by the FAA on some of the tower equipment.
Mr. Cork mentioned the fact the lights have to stay on all night because pilots can't switch
them on and asked if there is something that can be done about it. Mr. Loy stated he has
spoken with a representative from Girardeau goes Green to come up with a solution to this.
Discussion continued on the topic.
EAS Update — Mr. toy presented the Board with three (3) airline proposals for Essential
Air Service from Planemasters, Cape Air, and Air Choice One for their review. Mr. Loy
summarized the bids stating that Cape Air is proposing two (2) additional flights, a four (4)
year contract, a city ticket center, and a passenger shuttle at the St. Louis airport. Cape
Air's bid also provides MoDOT a discount for different options. Andrew Bonney, with—
Cape Air, spoke with the Department of Transportation (DOT) regarding six (6) round trips
and said they seem to be in favor of it. Air Choice One is offering two (2) daily flights to
St. Louis and two (2) daily flights to Memphis. Air Choice One and Planemasters both
want to meet with the Board. Mr. Loy recommended going with Cape Air considering how
well they have done in one year. Some of the Board believes they should still interview the
other airlines. The Board decided to create a subcommittee including Mc Dissauer, Mr.
Cork, Mr. Albright, and Mr. Ozark to conduct the airline interviews.

A. 2011 Air Show Update — Mr. Loy informed the Board he is currently working on the 2011
