IL APPEARANCES
Tim Gramling, Public Works director, gave a presentation regarding the waste water treatment
plant that is on the upcoming April 5^' ballot to vote. I le went over past history and slated that the
current waste water plant is not in compliance with the Department of Natural Resources. Ile also
noted that regardless of the vote, the treatment plant will still have to be built; however, a yes vote
would equal less of an increase to citizen utility bills. Discussion continued on the topic.
III. OLD BUSINESS
A. Airport Activity Report - NL'. Loy presented an Airport Usage Report for February 2011. He
reported the numbers are good in comparison with last year but down compared to last month.
Ile stated weather was a major factor as the airline had several cancellations.
B. Cape Aviation Report - Mr. Irwin presented a Cape Aviation Fuel Report for February 2011.
Ile noted that fuel prices have increased but Cape Aviation prices arc still $2.00 cheaper than
SL Louis. A load of tirel was purchased just before the increase but they will need to order
another load soon so prices will have to be increased.
Mr. Irwin reported Cape Aviation has been handling freight shipments From Faurecia, formerly
Arvin Meritor, in Dexter, MO. He stated they have loaded 50,0001bs in March already.
Mr. Irwin also noted that the light sport training facility is scheduled to open April I". Their
aircraft is on its way and should be here soon. The maintenance crew is almost finished with
the office space. Discussion continued on the topic.
C. ProjectUpdates—
• llangar/Lease Developments — Mr. Loy reported to the Board that he has several leases
scheduled to be on the next council agenda. He also reported that at the last council meeting
they voted to pay off the Commander bonds with money received from the casino. He noted
the money the City would have spent paying on the Commander bonds will go to the projects
that were originally to be funded by the casino. Discussion continued on the topic.
EAS Update — Mr. Loy informed the Board he spoke with DOT and it will be approximately
two more (2) weeks before they officially decide on an airline. He noted they did not mention
the possibility of the six t6) round trips but did hint at a four (4) year contract. Mr. Ioy will
pass on more information as soon as it's available.
IV. NEW BUSINESS
A. (lover Dust, LLC Helicopter Business— Mn Loy informed the Bond of a potential helicopter
business looking to locate at the airport. Mr. Loy believes it is a good idea, but needs more
planning in terns of where they would like for it to be located. "Ihey are currently interested in
property off the airport grounds and would be operating a "through the fence" helicopter
operation, which Mr. Loy is not in favor of. Also, the FAA typically does not approve of this
type of operation. He has an idea he would like to review with the interested parties in hopes
they will agree it is better suited to their business.
Nil. Cod: moved and Mr. Ozark seconded the motion to support Hover Dust LLC developing a
helicopter operation in the northeast section of the airfield but do not support the currently
proposed offsite location. All were in favor.
B. 2012 Air Festival — Mr. Loy asked the Board if they are interested in holding a smaller event
and if so the planning needs to begin soon. Mr. Loy said an air show subcommittee should be
totaled for those interested in helping with the planning. Mr. Bohnsack stated a dale needs to

get the civilianjet team however it may not be tree. Discussion continued on the topic.
