with Mrs. Green she informed him that management's primary goal for this budget
session is ways to reduce operational costs within the city.

noted that the control lower seems to be the primary focus at this time with regards to
the airport. Mr. Loy noted that the CIP is geared towards funded projects. He has asked
MoDOT for additional funds however is unsure of what their response will be. Several
board members suggested starting an airport fund using a private group. Others
suggested combining with the SEMO Port Authority, or starting an airport authority.

r_ Mr. Hanna went over the city ordinance in regards to the role of the airport board. Ile
surmised that the airport board answers directly to the city council. Mr. Albright would
like to have a more streamlined approach to submitting recommendations to the city
council. Several members disagreed, slating they are opposed to going directly to city
council instead of routing suggestionsorecommetdmions through Mr. Loy. Sfr. Hetzel

method of communication in other situations.
Mr. Albright would like to be more involved in the airport financials. Mr. Cork agreed
stating he would like to see a budget that shows what funds the airport receives and
what entity they come from. Mr. Albright doesn't think the council understands just
how inadequately funded the airport is compared to others of the same si7c. Several
