III. OLD BUSINESS
A. Airport Summary — In an effort to save time due to the CMT presentation, Mr. Loy
provided the board with a project update Summary ahead of the meeting for their
review. That summan' is attached.
_ B. Crawford, Murphy & Tilh', Inc. (C'M'If Presentation — T)' Sander with CMI'
introduced himself and Bradley Hamilton to the Board. Ibe provided an overview of the
relationship between CMT and the airport, noting some of the successful projects that
have been completed over the spun of the partnership. Mr. Sander informed the Board that
the last airport master plan update was completed in 3003. The Federal Aviation
Administration (FAA) recommends that master plans be updated every 5-10 years so it is
Bine for an update. the FAA has added a 61S component to airport master plans, which is
making them very expensive. Bradley Hamilton reviewed CMT's position regarding the
airfield side of the plan and the facilities. or terminal, side of plan. He explained that the
infrastructure needs for the airport, indicated in the current master plan and on the current
ALP, for the most pan have not changed. It is felt by CMT. therefore, that the airfield
portion mf the current plan really does not need much updating, with the exception of a few
items relating to the Northwest quadrant of the airport and the associated access road It
was stated, however, that the facilities on the terminal side of the airport. such as (-
hangars. box hangars, the main terminal, the control tower, the maintenance facility, etc.
are experiencing major aging and maintenance problems and it is fell that a "terminal
side" update would suit that airpori s needs the best. Mr. Hamilton discussed three
objectives they would like to cover with a master plan update: 1.) Evaluate buildings
around the airport. 3.) Update the Capital Improvements Plan (CIP) 3.) Revise the .Airport
Layout flan (ALP).
There was some discussion regarding runway extensions and whether it can bejustified.
There were questions about where does an Aircraft Rescue and Firefighting (ARFF) fit in
the master plan. It was determined that ARFF should definitely be in the master plan;
however, funding the project is the main issue. CMT noted that MoDOT is open to a cost
share funding of ARFF facilities, but that it is more of a local government decision.
Kelly Green noted to CHIT that the Citv has in-house GIS and PCI staff and would he
willing to assist in anp way possible in hopes to keep cost down. CMT was eery much in
favor of th is idea. Discussion continued on the topic.
This meeting was adourced at 1:04pm

AIRPORT ADVISORY BOARD PROJECT UPDATES SUMMARY\
April J, 2013
Hangar/Lease Update:
We have heard nothing new on Commander. According to Scott Meyer, The Judge is getting
very frustrated and considering an auction type of sale.
Dr. Poon is considering construction of a new hangar in the area West of Russ Motherhead's
hangar. Through conversations with a local realtor, Dr. Poon has also inquired about the
Commander hangar, however, 1 am not clear of his intentions with that.
T -Hangar Construction
'Ihe City Council approved the design contract with CMT and we have been working with
contractors for surveying and ground bore sampling. Once CM'I reviews the results of the
surveying and the bore samples, the design phase will begin very soon.
I have received a pant for $34:385 from MoDOT to cover the design phase of the'1--1 fangar
construction and will take the grant to City Council at the next two meetings for acceptance.
Wildlife Hazard Assessment
the contract with CMT for the completion of a 12 -month wildlife assessment study was
approved by Citv Council. Work should begin on the study soon.
I have received a grant for $32,967 from MoDOT to cover the cost of the wildlife hazard
assessment and will take the grant to City Council at the nest two meetings for acceptance.
Control Tower Rehabilitation
'Ihe first phase of the air traffic control tower rehabilitation has been completed and a new
roof and HVAC are in place A recent rain discovered a couple leaks in the lower cab rocdf
which were pinpointed and resolved fairly easily. The leaks that have been causing red iron
damage still exist, however, and the additional repair work in the area of the cat walk will be
necessary. The City engineering department and Zoellner are working to pinpoint the cause
of the leaks and negotiating additional repairs.

and said he never received anything from his consultants in Washington, DC. I sent Mike
