111. OLD BUSINESS
A. Airport Activity Report Mr. Loy presented the Airport Activity Report for November
2015. Airline enplanements were down for the month along with local traffic. It was
noted that further airline discussion would be continued later in the meeting.
B. Cape Aviation Report — Mr. Irvin presented the Cape Aviation Fuel Report for
:November 2015. Fact gallons sold were up compared to last year. Mr. Irvin noted that
Cape Aviation would have handled more freight loads but due to not having a lurklilt on
site, he could not provide the service. This resulted in a loss of revenue. The discussion
concerning a forklift would be continued later in the meeting.
C. ProjectUpdates—
• 10/28 Lighting Project — Mr. Lor informed the Board that the lighting project
specifications first draft has been sent to MoDOI for review. which was in turn
lorti arded to the FAA. The project is currently on schedule and should be bid out
soon.
1). Airline Scheduling Discussion — Mr. Loy presented the Board data detailing Cape Air s
boarding s for the last year in all of the Midwest markets which include: Ft. Lconardwood.
MO. Owensboro. KY, Kirksville. MO, Quincy, It., Marion, II., and Cape Girardeau. MO.
Based on the information gathered, it was determined that the number of cancellations for
2015 were similar to 2014's numbers. Most of the cancellations in 2014 were due to
inclement weather. It was discussed that most of the 1015 cancellations are primarily due
to pilot duty hour requirements and not having enough pilots stalled. Because of a new
airline union contract, which further decreased the number of daily pilot duty hours. the
airline provided Mr. Loy with a new proposed schedule that will hopefully alleviate some
of the issues with pilot hours. 'Phe first flight will be moved to 7am as of January 2016.
Mr. Loy is working with Sixel Consulting to look at other possible flights options that
could benefit the airport. I Ie's had several conversations with other airport managers who
are unhappy with the issues caused by the pilot duty hour regulations.
Several Board members expressed concern that Cape Air's boarding's in Cape Girardeau
will be affected substantially, due to the change in the schedule since the 6am flight is
currently one of the busiest. The Board reviewed the St. Louis Flight schedule to determine
if there is a better solution besides moving the early morning flight. Several members
noted that the lack of a third pilot is the issue that should be addressed. Discussion
continued on the topic.
E. Air Festival Discussion -
` • Manager's Report on ICAS Conference — Mr. Loy provided the Board a
summary on the 2015 International Council of Air Shows (IC'AS) conference
stating that it went very well. The Canadian Snowbirds officially announced they
will perform in Cape Girardeau on May 11, 2016. In addition to the Snowbirds,
Mr. Loy is optimistic that we could also be chosen for a Canadian F-18
demonstration. The F-18 will perform a twilight show and finish at nighttime with
afterburner passes. Mr. Foy is also working on having the Canadian Skyhawks
parachute team perform, perhaps, along with the U.S. Army Golden Knights, Mr.
Loy is working on other potential acts but hopes to keep the show simple since it is
a one day event. Alter discussion with the City Manager, Mr. Loy is trying to make
the show free to the public but it will take additional sponsorships and other
revenue generating opportunities. Discussion continued on the topic.
IV. NEW BUSINESS
A. Cape Aviation Air Cargo/Forklift Data — Mr. Loy and Mr. Irwin put together data to
demonstrate to city management that the airport is losing revenue by not having a forklift
onsite at all times. Mr. Irwin has turned down numerous freight opportunities due to lack
of a forklift. Mr. Cole asked how much freight could be generated from having a forklift.
.` Mr. Irwin staled there is definitely a loss but it's difficult to identify how much because of
the way freight is brokered.
It was noted that once a forklift is purchased or leased, the brokerage companies need to
be contacted so that Cape Aviation can be considered for future opportunities. Discussion
continued on the topic.
