III. OLD BUSINESS
A. Airport Activity Report — Mc Loy presented the Airport Activity Report ]or June 2015.
I Ie informed the Board that airline enplanements were down 4% for the month and down
1°'6 year-to-date. There is no clear explanation fix the decrease. The airline has received
mostly positive feedback since the shay 2015 schedule change. It has been reported that
airline enplanements are down nationwide. Air Fraffic is up for the month due,
primarily, to crop dusting activity taking place around the airport.
B. Cape Aviation Report — Mr. Irwin presented the Cape Aviation Fuel Report for .lune
2015. The number of fuel gallons sold was down slightly for the month. It was noted that
the 2014 miscellaneous dollar amount was considerably higher due to revenue, including
ticket sales and sponsorships, being received from the 2014 Air Festival.
C. ProjectUpdates—
• Hangar/Lease Updates - Mr. Loy informed the Board that all t -hangar leases
have been updated. StafTwill begin updating airport business leases and tenants
being stored in larger hangars. Mr. Loy hopes to have this done in the nest few
months. Discussion continued on the topic.
. • Snow Removal Equipment — Mr. Loy informed the Board that he attended a
meeting with CMT and FAA officials in Kansas City, MO to further discuss the
snow removal equipment and the issues with the "Buy American' requirements. It
was determined this requirement has not been upheld by other FAA regions, as
they've had the ability to provide waivers for this requirement. Mr. Loy stated this
requirement docs not have to be followed by the highway departments because
their laws are written diffierently for the purchase of equipment. The Buy
American law reads dillcrently for the FAA requirements, in that it uses the word
"Cost" of component and sub -component manufacturing, rather than referring to a
percentage of the components being manufactured within the USA. The large
equipment manufacturer's, such as Case, John Deere, and Caterpillar, refuse to
provide the manufacturing cost for those components that are built in the USA or
other countries. as they consider it to he proprietary information in a very
competitive market. Discussion continued on the topic.
IV. NEW BUSINESS
A. AOPA Fly -In Proposal — Mr. Loy informed the Board that he has submitted the AOPA
proposal for review. Mr. Loy is pleased with the overall proposal submitted; though there
are a few areas he would like to make changes, such as the aerial diagram submitted. It
will take an estimated 8-12 weeks for AOPA review the proposal and provide an answer.
The Board commended Mr. Loy on the amount of work completed to put the proposal
together. Mr. Loy will update the Board once he receives feedback from AOPA.
Mr. Cork suggested Board members attend an AOPA fly -in event in Tullahoma, IN to sec
what to expect should Cape Girardeau be selected to host the event. Discussion continued
on the topic.
B. Beeeheraft BonanzaFBaron Service Clinic - The American Bonanza Society has six (6)
clinics per year around the country and inspects an estimated twenty (20) airplanes during
the event and oler helpful information on how to maintain their airerall. Mr. Loy
contacted the organization for more information on hosting a clinic at the airport.
C. Transportation Trust Fund 5 — Mr. Loy informed the Board of the upcoming ballot
concerning the Transportation Trust Fund CI'IT-5) that would extend the tax an additional
five (5) years. I le reiterated this is not a tax increase but a continuation of a tax currentb,
in place. Mr. Loy went over some of the projects to be completed upon approval ofTTF-
D. MoDOT Proposal for New Runway 10-28 Lighting — Mr. Loy informed the Board that
he had been contacted by Darrell Goth with the Missouri Department of Transportation
(MoDOT). advising him that Cape Girardeau had been approved for a new LED lighting
project for the runway edge lights on Rumcay 10/28, Mr. Loy noted that he world begin
conversations with the airport's consultants, Crawford, Murphy, and Tilley, Inc. to discuss
a design agreement.
E. EAS Recommendation/Discussion — Mr. Loy informed tate Board that a recommendation
has been submitted to the Department of Transportation to award a two (22) year EAS
contract to Cape Air. Mr. Loy increased some of the operating costs, such as landing ties
that will increase the overall revenue the airport receives from the airline by
approximately $50,000 annually. The additional revenue will used for improvements to
the airport terminad building. Discussion continued on the topic.
