freight during a weekend shift due to the inability to rent a forklift. Mr. Loy stated there is
a significant need for the airport to have its own forklift so it does not have to turn down

market study/leakage analysis conducted by Sixel Consulting to determine where
the airport's strengths and weaknesses are concerning commercial airline service.
Mr. Loy stated the analysis confirmed what he already suspected as far as the
interstate and close proximity of St. Louis being areas of leakage. Mr. Lov was
unable to determine if the Paducah, KY airport's regional jet service to Chicago,
IL contributes to the leakage. Mr. Loy noted the analysis was done differently
than previous studies, with most ofthe data being compiled electronically.
Mr. Loy stated in speaking with Cape Air representatives, they believe there is a
real possibility that U.S. DOT will allow thco (2) additional flights to the weekend
in an effort to make the schedule more consistent. Mr. Cork asked if the current
pilot shortage in the airline industry due to the 1,500 hour pilot rule alkcts the
Cape Air's ability to alter the flight schedule. Mr. Loy stated that the pilot rule is
an issue the airline is currently working through.
Mr. Cole believes there is still a level of ignorance in the community concerning
Cape Air and the number of Flights offered. There were further discussions on
