Ill. OLD BUSINESS
r..
A. Airport Activity Report — Mr. Loy informed the Board that airline cnplanements were
Lip for the month. The Southeast Missourian featured an article on Cape Air and its
success in 21114. Overall, it was a very positive article and good publicity lot the airline.
Air traffic was down for the month but there was no clear explanation as to why.
B. Cape Aviation Report — Mr. Irwin presented the Cape Aviation Fuel Report and fuel
sales were down slightly for the month as well as for the year. Mr. Loy stated staff would
look at the way fuel sales are reported to determine if the report is capturing each month
properly.
C. ProjectUpdates—
• Hangar/Lease Updates — Mr. Lor informed the Board that there is nothing new to
report regarding hangars or leases.
Removal and Repainting of Centerline Striping and Hold Bar — Mr. Lon
informed the Board that Supplemental Agreement No. I will be presented to
Council and MoDOT to extend the project deadline another ninety (90) days and
add additional finds to the centerline project. Mr. Loy reported that closing out
`► the project was stalled because G.W. Gilmore (Gilmore Construction) had not
submitted any additional payroll request. The reason, as we understand it, is
because Gilmore has not had the Inds to pay his employees. Gilmore blames it
on a previous project that he says he has not been paid for yet. Mr. Loy will speak
with Crawford, Murphy, and filly to find a resolution to this problem and how we
can close out the project.
• Snow Removal Equipment — Mr. Loy provided an update to the Board on the
procurement of the airport's snow removal equipment. Fahick, the local
Caterpillar dealer, is in the process of providing the FAA required "Buy
American' documentation. If they do not meet the requirements, the project will
most likely have to be re -bid. In that scenario, the airport would only bid out the
snow blower and depend on leasing a front end loader when necessary. Mr. Loy
will keep the Board updated on the project.
• Agricultural Issues — Mr. Loy informed the Board that he will send an email
providing an update on the status of the airport's agricultural issues and potential
legislation.
• ARFF Track— Mr. Loy informed the Board that a new agreement with Crawford,
Murphy. & Tilly. Inc (CMT) will be submitted to City Council for CMT to
prepare hid packet documentation and specillcations ]'or the purchase of a new
ARFF truck. The airport has been approved by the PAA for the funding of a 750
gallon truck. Discussion continued on the topic.
D.
2014-2019 C.I.P (Tpdate— Mr. Loy informed the Board that he met with MoDOT
and CMI to discuss the airport projects currently listed on the state capital
improvements program list. Mr. Loy learned during the meeting that the control
tower repairs and improvements are not eligible for MoDOT funding and there may
be an issue with funding the terminal rehabilitation. Amy Ludwig said she would
research it, but she felt the terminal rehab would have to be funded strictly with
Non -Primary Entitlement finds. Mr. Loy said he vehemently disagreed with that
thinking and asked that they look into it. Mr. Loy felt that would be the case for a
GA Terminal, but not a Part 139 Airport Passenger Terminal.
It was discovered that the Automated Weather Observation System (AWOS) is
more expensive than the amount originally budgeted and agreed that CGI would
attempt to purchase a Surface Aviation Weather System (SAWS) for the ATCT,
rather than an AW'OS.
.. MODO1also agreed to review the cost of airfield painting in regard to how they
could assist CGI in finding for all of our airfield surface painting needs.
IV. NEW BUSINESS
A. 2015-2019 Agricultural Land Lease — Mr. Loy informed the Board that the city
recent 1p held bids for the acreage at the airport available for farming. Mr. Loy
stated the bid increased revenue by $50,000.011 over the live year term of the lease.
V. NON -AGENDA ITEMS
A. Air Service Promotion —Mr. Loy advised the Board that he submitted the
application to Mo DO'I Aviation for air service promotion finds. Mr. Lay
requested funds to support a contract with consulting firm, Sixel Consulting. As a
part of the contract, Sixel Consulting will conduct a leakage analysis and an
economic impact statement. Options could include additional frequency with Cape
Air, the possibility of new charter flights, or work through U.S. DOT to increase
limds ]or CGI to support additional flights, etc. There was additional discussion
concerning the Cape Air flight schedule changes planned to take place in May
2015.
I here being no other business, Mr. ]'ticker moved to adjourn the meeting and Mr. Mingo' seconded the
motion. the meeting was adjourned at 12:20pm.
