Chairman Walker called the Airport Board to order at 4:20 PM. Robertson made a
motion to approve the minutes of the 11/9/93 meeting as mailed_ Wandrick seconded
and the motion carried.
Holdman gave an update on construction at the airport. The new lights are up
and the curbing is finished in the parking lot; the only item to be completed is the
asphalt overlay which has been delayed until the spring of 1994 due to weather.
Within a few days temporary striping of the parking lot will be done and signs will be
`- put up. The company which was going to do the ornamental fencing has gone out of
business: CMT is currently working on finding a replacement.
Concerning the signage, all that can be done has been done. The cans and
wiring are in, but the delivery date for the signs has been slipped from 11/22/93 to
12/13/93. This project is to be completed by 12/31/93; however, FAA has agreed to
extend the deadline, if necessary, due to delivery problems.
Leslie reported all concerned landowners have agreed to grant easements for the
water line, which will extend from east of the parking lot to the Nash Road connection.
This is to allow for a 12" fire flow line, enabling the sprinkler system in the new
terminal to be hooked up. Legalities concerning the easements are to be finalized in
the near future.
The new fuel farm is up and working and is currently being used by TWE. Ken
Mendeth, who moved the old tanks out, is selling the airport a tank for water. This will
be set where the others were. FAA will be doing a field inspection 12/20/93; it is
unknown if they will inspect the fuel farm at the same time.
2-
Holdman discussed the marketing plan which was sent to Midway Connection. (A
copy of this packet was passed around.) Holdman spoke to their Marketing Director
11/24/93; he said Cape Girardeau is a part of their long-range planning and we will
definitely be hearing back from them.
Mitch Robinson of the Industrial Recruitment Association has mailed a letter to
130 major employers in Cape Girardeau, Chaffee, Jackson, Marble Hill, Perryville,
Poplar Bluff, Scott City and Sikeston asking for their support in obtaining direct service
from Cape Girardeau to Chicago. He has asked them to submit a letter of support to
the airport no later than 12/9/93; these letters will then be sent to Midway Connection
to further show the service is needed.
A three -to -five-minute video is being worked on with KBSI FOX 23. It will focus on
many aspects of the airport including the physical location, design and layout,
commercial aviation, the terminal and its businesses, general aviation and industrial
development. This tape will be distributed to prospective air carriers (Midway
Connection has asked for a copy), aviation related businesses, regional travel agents,
airport/riverport users and riverboat gaming planners. It is going to market the airport
in a modern, highly informative and memorable format. The airport will also be
included on the video the Convention & Visitor's Bureau is putting together.
Trans World Express has been sent a letter and survey results, showing what is
needed/wanted at the airport. Representatives have said they are "currently in the
process of making new schedules"; hopefully Cape Girardeau will have early Sunday
afternoon and early weekday evening departures by 2/1/94.
TWE had 453 enplanements for 11/93, which is showing a continual increase
since 6/93. In order to break even, TWE needs six passengers per flight; prior to 6/93
they were averaging 5.7 passengers, since 6/93 their average is 6.1. From 6/93 -
11/93 TWE is up 9% for the same period in 1991 and 10% from 1992; 1/93 - 11/93
shows an increase of 1/2% over 1991 and 4% over 1992. However, the gains that
are being made on the airline are being lost by general aviation.
EAS was discussed; it is based on figures prior to 3/93, and TWE was the only
proposal received. According to Linda Prete TWE is guaranteed the existing minimum
level for two years, but that does NOT mean they are tied to only three flights. They
can change their scheduling, add flights, etc. as needed. Although landing fees, etc.
cannot be waived to entice other airlines to Cape Girardeau, Prete said other carriers
can be offered an open-ended loan; for example, loan them landing fees to be paid
back at the end of a specified time. Wandrick made a motion the Airport Board
recommend to City Council that EAS be accepted as proposed by the Department of
Transportation. Robertson seconded and the motion carried. Waltz suggested
Holdman write a letter to City Council stating there was no other option at this time,
that TWE was the only proposal received.
Holdman reported there are currently four people on a waiting list for hangars; in
the last month a Cessna 414, Lear and Musketeer have been turned down due to not
enough space. Leslie stated the City would prefer to have a privately developed
hangar - with minimum specifications - put on leased property. Waltz suggested
Holdman begin working on a "land lease".
-3 -
It was decided future Airport Board meetings will be held in the meeting room of
The Runway Restaurant and Lounge, with each person in attendance contributing
$1.00 to cover drinks and tip.
Waltz commended Holdman on the job he is doing as Airport Manager. He said
he has also heard a lot of good things about him.
There being no other business, Overbey made a motion to adjourn. Wandrick
seconded, the motion carried and the meeting adjourned at 6:05 PM.
Respectfully submitted, /
