The meeting was called to order by Chairman Walker at 4:06 PM. After making two
typographical corrections to the minutes of the 9/7/93 meeting Robertson made a motion to
accept said minutes as amended. Wandrick seconded the motion and the motion carried.
It was reported the parking lot project is "on track". Paving will begin the latter part of
October or first of November. A request has been made for a finer mix; FAA has indicated that
will be acceptable. There is some seepage water in the parking lot, but it is not presenting a
problem. Ron Mattingly, CMT's on-site engineer, is surveying for next year's apron work.
- Other projects at the airport were discussed. The water line is on-line; MHTD is currently
reviewing the consultants' fees to ensure FAA did them correctly. Wandrick asked what happens
if they don't agree; that's an unknown. In two conversations with David Bude of MHTD in
Jefferson City he has said CMT is approved for the ramp construction; he has also said he won't
have time to send a confirmation letter until he's finished with Farmington's project. The ramp
surface is presenting a problem since the water was up during the summer; it needs temporary
repair now.
Staff reported the Grand Opening held 10/2/93 was a success even though attendance was
lower than hoped. People who were unable to attend Saturday came out Sunday to look at the
new terminal. There was a great deal of interest in "Fly Cape"; TWE's ticket counter had a line
all day Saturday. Waltz commented the City should be susceptible to investing money to
promote the airport since they invested money in the new terminal. Leslie stated there was an
additional $5000 for advertising above the $3000 spent on television commercials last year.
Waltz said the Airport Board should be prepared to ask for more money if they feel there's a
need. Since momentum has been developed an advertising plan, with an approximate cost,
needs to be organized; the City of Cape Girardeau and Trans World Express are the only ones
who can fund it. Maki suggested talking to BART to see if they would consider going in on
regional advertising which would include Poplar Bluff, Sikeston, etc.; if they can't help out
financially, maybe they could offer cheaper fares to entice people to take BART to the Cape
Girardeau Airport.
Walker asked the Airport Board if they felt the Chamber of Commerce should be contacted
about reinstituting the Air Transportation Committee with the emphasis on promoting the new
airport. Robertson asked what the goals would be; Walker stated the main goal would be to put
the emphasis BACK on the airport. Walker suggested sending letters to all service organizations
2 -
within a 40 -mile radius offering to speak. Holdman stated he has a slide presentation and would
appreciate any help the Airport Board could give. Maki felt the Chamber of Commerce should
reinstate the committee, then approach other Chambers about jointly sponsoring an "Aviation
Awareness Evening". Many other ways of promoting the airport were discussed, including
contacting SEMO's television station for productions. Holdman said he and Leslie had talked
about the November Airport Board meeting being held in "The Runway" and inviting City Council
to attend to review what's happening, discuss the momentum, etc.
Holdman reported he is planning on visiting area travel agencies in the near future. All
airlines contacted about locating to CGI insist on having numbers to look at before they will
consider us. Direct Air is still interested, depending upon when they get additional planes. Lone
Star has gone into Columbia; they will be contacted again.
The weather radar, tabled from September's meeting, was discussed. The system (DTN)
will not be in competition with DUAT, which is located at Cape Central Airways, but will be an
added service. DTN can be an asset to traveling business people, not just pilots; it will be good
public service. Waltz made a motion the group wanting to install DTN in the terminal be allowed
to do so, at no cost. Maki seconded the motion and the motion carried.
Additions/amendments to the CIP have been submitted. This will "get our foot in the door".
Holdman explained to the Airport Board the requests made and the accompanying costs.
Maki made a motion the Airport Board enter closed session to discuss lease issues. Nesler
seconded the motion and the motion carried.
The Airport Board came out of executive session and adjourned at 5:28 PM.
Respectfully submitted,
Sandra L. Bloom
Airport Secretary
