The August 3, 1993 meeting was called to order at approximately 4:15 Y.M.
Robertson made a motion to accept the minutes of the July 6, 1993 meeting as
mailed. Nesler seconded the motion and the motion carried.
Per Holshouser's request, an inspection of the terminal building was
held July 22, 1993. There are now 14 pages of discrepancies resulting from
that inspection. Schemel wanted their retainage decreased from 102 to 52;
Waltz suggested writing a letter giving them a deadline to complete the work
or they're off the job. Leslie said the City's attorney will write a letter
to that effect, and there is no reason they cannot finish in two weeks.
There was some concern as to whether there is enough money to hire someone
else; Leslie and McMeel stated there is approximately $96,000.00 in retainage.
1r Also discussed was the fact the X-ray equipment has arrived and been installed;
the landscaping and warrantv work are not yet finished; planters were
scheduled to be shipped 7/30/93; and the terminal signage is not up yet.
An update was given on the airport restaurant_ Mrs. Mary Bergen is
going to operate the restaurant, and the tentative opening date is September
1, 1993. The furniture has been ordered and should be delivered August 23.
A name has not yet been chosen although several have been discussed. Mrs.
Bergen will be responsible for her own cleaning and utility bills.
A report was given on the Grand Opening which will be held Saturday,
October 2, 1993 to coincide with a flv-in the Missouri Pilot's Association is
planning to Cape Girardeau. There will be static displays of a PT19 and a
T-6. Staff suggested a planning committee be formed for this event and asked
Nesler if the Pilot's Club would become involved; he replied affirmatively.
Several suggestions were made as to who should serve on this committee, among
them Jerry McClanahan and Mary Miller. Speakers were discussed as well as
who should be invited (commissions from both Scott and Cape counties; MHTD;
AOPA President; FAA; Governor Carnahan; etc.) Waltz volunteered to call
Don Dickerson, the Governor's contact person in Cape Girardeau.
It was reported the City Council approved the parking lot and access
road improvements at their August 2 meeting. Penzel will be the contractor
for the project. Although they were somewhat higher, they were selected due
to DBF. requirements.
Staff stated the flood impact has been "zero" except for rumors. The
water seepage is at a much lower level than it was in 1973 and during the
flood of '73 there was extensive damage to the taxiways, which has not been
experienced this year. The reason for this decrease is that wells were
installed after 1973, which takes the pressure off and allows the water to
run into ditches.
The Perry County Industrial Development Company contacted the airport
concerning Sabreliner relocating here on a temporary basis. Staff FAX'ed
information to them concerning available hangars and cost (a copy was given
to members in attendance). It was also reported that Airport Manager Randy
Heldman and Mitch Robinson, Economic Development Director, are working on a
proposal for World Wide Air out of Springfield, Missouri. The company
refurbishes commuter aircraft and would like to expand in a few years.
Walker made a motion to enter into executive session to discuss legal
actions. Waltz seconded the motion and the Airport Board entered into
executive session.
The Airport Board came out of executive session and continued their
mec t ing.
On June 18, 1993 a travel survey was sent from Doug Leslie to travel
agents and main businesses. Staff has written a personalized letter to these
agents/businesses in reference to their responses discussing various flight
proposals. If no comments are received from this letter, follow-up telephone
calls will be made.
The President of Branson Air is very interested in adding Cape Girardeau
to their Branson -Nashville flight. Stopping in Cape Girardeau would add 15
miles, 10 minutes to their flight. A one-way ticket from Branson to Nashville
is $149.00, while TWE gets $200.00 from Cape Girardeau to St. Louis if no
connecting flights are made.
Robertson made a motion to enter into executive session to discuss lease
issues. Nesler seconded the motion and the Airport Board entered into
executive session.
The Airport Board came out of executive session and continued their
meeting.
An informal decision was made by DOT to consider decreasing the amount
of Essential Air Service based on 1992 figures, not 1993 figures which are up
considerably over 1992. Staff advised the Airport Board that the City will
have 10 days to submit comments on carrier proposals atter they are received
by DOT.
Wandrick asked about the wheels -up landing which occurred on July 15.
According to the police report the pilot, Larry Rice, stated the incident
occurred because "I forgot to put the gear down." Mark Sewing released the
fire truck without Holdman's authorization "because the plane belongs to Cape
Central." Holdman has spoken to the fire department concerning this matter.
The wreck was removed from the runway in 55 minutes.

It was recommended a short report concerning the airport be included,
on a monthly basis, in the packets City Council members receive prior to a
council meeting.
Heldman reported all manuals (security, etc.) are now on floppy disks,
thanks to intern Andy Perry bringing his computer to the airport. Perry
returns to school at Warrensburg, Missouri in mid-August.
A motion was made by Waltz and seconded by Nesler to adjourn the
meeting. The motion carried and the meeting was adjourned at 6:00 Y.M.
Respectfully submitted,
'
