The July 6, 1993 meeting was called to order at approximately 4:05 P.M. Robertson made a motion
to accept the minutes of the June 1, 1993 meeting as mailed. Wandrick seconded the motion and the motion
carried.
Sandy Bloom, the new Airport Secretary, was introduced to the Airport Board. Sandy began
employment with the City of Cape Girardeau on July 6, 1993. Andy Perry, Airport Management Intern was
introduced.
An update on the final phases of construction of the new Airport Terminal building was given. It was
reported that the corrected carpeting for the restaurant is scheduled to arrive on July 7. The landscaping project
had been started, but had to be stopped because it was not being done according to specifications. There is a
7 or 8 page punch list of items that still need to be completed on this project and 10% of the total project is
being held until all items are complete.
A report on the status of the Airport Restaurant was given. Larry Montgomery, a potential lessor of
the Airport Restaurant, has a proposal almost ready and is working on a menu. Another potential lessor is
scheduled to look at the Airport Restaurant this weekend. Many potential lessors are discouraged by the fact
that the City cannot provide them with a track record for the Airport Restaurant. It was indicated that the
restaurant at Reelfoot Airport is a very busy place on Sunday afternoons. Robertson said he would possibly
fly a potential lessor to Reelfoot so they can inspect the restaurant there.
A meeting on the State Block Program was held by the State Aviation Division of the MHTD at
Jefferson City on June 21, 1993. The Advisory Circular 14C was discussed at this meeting. If the original
letter for advertisement for a consulting firm does not fit the requirements of AC14C, it must he readvertised.
It has been mentioned that a DBE percentage may he required for consultants. There are not many consultants
who would be DBE approved and no exact percentages have been established.
Concern was expressed over the status of completion of the Terminal Building for the Grand Opening
scheduled on July 24, 1993. Two of the five events for the Balloon Fest are scheduled to take place at the
Airport. Some type of catered brunch may be held, with free tickets to the brunch offered to balloonists to
encourage them to display their balloons at the Airport. It was also suggested that the City may pay for the
propane used by the balloons while they are on display at the Airport. Fischer asked the Airport Board if they
would recommend holding an Open House on the 24th if the Balloon Fest is canceled. The Airport Board
indicated that they would be in favor of postponing the Grand Opening in this case. Robertson mentioned the
- importance of advertising the Grand Opening in publications such as Trade -A -Plane to bring in the flyers.

Copies of a memorandum from Rick Murray, Supervisor of Inspection Services, to Doug Leslie and
Randy Heldman about the structure of the old Pilot's Club building were distributed. This memorandum
recommended that the building be vacated and demolished. The CAP has been informed of this recommendation
and is in the process of raising money to build a new building. The possibility of providing a T -hanger for the
CAP to use for meeting and storage purposes was discussed but it was decided that the T -hangers are not set
up for meetings because of their lack of heating and plumbing.
Waltz made a motion to enter into executive session to discuss lease issues. Overbey seconded the
motion and the Airport Board entered into executive session.
The Airport Board came out of executive session and continued their meeting. The bids for the parking
lot and water projects will be opened on July 27, 1993 and construction should begin within 30 days.
The City has received notice from the Department of Transportation of Trans States Airlines, Inc. filing
for Essential Air Service. Copies of this notice were distributed to the Airport Board and discussed. Holdman
stated that Midway Express, a subsidiary of Direct Air, is still considering a service to Chicago. Staff is
continuing to contact different companies concerning the Essential Air Service. Staff reported that enplanements
have increased 50% since February.
A motion was made by Wandrick and seconded by Maki to adjourn the meeting. The motion carried
and the meeting was adjourned at 5:45 P.M.
