Fred Waltz Mike Wandrick Steve Nesler Allan Maki AIRPORT BOARD MEETING Tuesday June 1, 1993 Staff: Douglas Leslie Kevin McMeel Randy Holdman Donna Rubach Visitors: Jay Faslick, Southeast Missourian Virgil Green, Civil Air Patrol Mrs. Brown, Civil Air Patrol Mark Seesing, CCA The meeting was called to order by Chairman Walker at 4:05 P.M. Robertson made a motion to accept the minutes of the 5/4/93 meeting as mailed. Wandrick seconded the motion and motion carried. Leslie introduced the new Airport Manager, Randy Holdman to the Airport Board. An update on the Airport Terminal Building project was given. This project is virtually completed, although there is a two page check list to be taken care of and the carpel for the restaurant needs to be corrected. Tenants are expected to move in during the next few days and the furniture for the new building is on order. We should receive the X-ray security screening equipment in about one month and the personnel from Trans World Express have already been trained on how to use it. There are two people who have expressed interest in the Airport Restaurant, there will be more information provided on this at the next meeting. A brochure was distributed on the "FAA 4th Years State Block Grant Pilot Program". This brochure outlines the development program for the 1993-1994 year which has been discussed with both the FAA and the State Highway and Transportation Department and has received favorable reviews from both agencies. The review received from the State totaled 2.86 million dollars in tentative approved funds and the federal review should be for over 3 million dollars. The parking lot, entrance road and water system projects are hoped to begin this construction season while the ramp project will probably begin next year. A water study is being conducted with Scott City to determine the feasibility of an interconnection for the water .system project. It is possible that the FAA will cut some of their funding but no written confirmation of this fact has been received. If any funding is cut, it may be the water project since FAA doesn't consider this project that much of a priority. Virgil Green, Public Affairs Lieutenant of the CAP and Mrs. Brown, also a representative of the CAP made a request to the Airport Board to keep the old Pilot's Club building and allow the CAP to renovate it for use in training cadets in search and rescue missions. The CAP hopes to get help from the National Guard for this project. Brown and Green gave an overview of their program which contains a cadet program, educates the community on aerospace programs and helps in emergency situations among many other functions. The building would be used at least 5 times a month for weekly meetings and about every other month for weekend classes on equipment. It was discussed that the CAP would like to have their own building, other than share a building with the Pilot's Club as it has previously done. No formal assessment has been made on the old Pilot's Club building to see what would need to he done to bring it up to standards. Waltz suggested that building a new building may be a better possibility. The Airport Board expressed concern that the old Pilot's Club building would require more money to restore then it would cost to build a new building. Overbey commented that the building is now in an awkward location and a new building could be placed at a better location. It was suggested by Walker that the building be inspected and that the City provide the CAP with a list of renovations needed to bring the building up to code. Leslie stated that the City Inspection Department 2 _ will inspect the building and staff will provide Lieutenant Green with a list of required renovations. The CAP will also look into building a new building to determine which course will he the most practical for them. The representatives of the CAP thanked the Airport Board for their time. "^ Waltz made a motion to exit to executive session for discussion of a lease issue. Wandrick seconded the motion and the Airport Board entered into executive session. The board came out of executive session at approximately 6:00 and continued with their meeting. Walker passed out "Trade -A -Plane" booklets for the Airport Board to review for ideas on projects for the Airport. Kit planes were discussed and Leslie stated that two Airports in Missouri have obtained permits to build kit planes. Walker presented a survey on what makes companies want to located where they locate. Staff will copy and distribute this survey to the Airport Board members. Waltz reminded the Airport Board about the quarterly report, he feels the City Council needs to be made aware of what is going on at the Airport. The developmental plant will be in the Council packet for the next City Council meeting on June 7, 1993. Randy Holdman will also be introduced to the City Council at this meeting and all Airport Board members are encouraged to attend. Wandrick suggested that the Airport Board make some long term goals to work toward. Leslie gave an update on the Airport Signage Project which has been awarded to Reli Electric. A pre construction conference has been set for next Tuesday. Staff reported that a group was interested in planning a lift off of balloons on July 25th in conjunction with the public open house. Robertson suggested running an ad to let the region know about the balloon lift off. The Airport Board was reminded of TWE's reception which will be held on lune 24, 1993. It was mentioned that the City has not received official notice of TWE filing for EAS. Staff has talked to various travel agencies and companies to find out what their interest% are and what destinations they would like to see incorporated into Cape Girardeau's Bight plans. Various sources have expressed interest in a connection with Southwest Airlines. The next meeting of the Airport Board was set for July 6, 1993. The Airport Board was encouraged to think about new projects and goals for the Airport. There being no further business, the meeting adjourned at 6:15 P.M. Respectfully Submitted, Donna S.
