Fred Waltz Mike Wandrick Not Present. Steve Nester Allan Maki The May 4, 1993 meeting was preceded by a tour of the'I-hangers. The meeting was called to order at 4:35 P.M. Robertson made a motion to accept the minutes of the 4/6/93 meeting with the addition of the following paragraph: "Robertson questioned an advertising budget of only $6,000 last year against an estimated gross revenue of $250,000. Mishk agreed that the advertising budget was inadequate, but said that funds were extremely tight. Robertson stated that the advertising budget should be a percentage of the gross receipts, and a more appropriate amount would be more than twice the current amount. He also said that a billboard showing of only one month was a waste of money, and suggested that, in the absence of funds, more could be done with civil groups, talk shows, and public access channels to get the message out. Mishk said he was planning to devote more attention to the Cape market." Walker seconded the motion and the motion passed. A review was conducted of the 1993 Development Plan. This plan was compiled by Crawford, Murphy & Tilly for the purpose of requesting funds from State and Federal agencies. It was indicated that all programs set forth in the plan are fundable and the recipients of these applications seemed impressed with the presentation made by Crawford, Murphy & Tilly. On May 7th, this plan will be presented at the State Highway Commission Meeting. It is thought that the water project will be funded by the State but the size of the line and the percentage amounts have not been determined. The various sections of the Development Plan were reviewed and discussed by City staff and the Airport Board. Among issues discussed were the need for an upgrade of the wiring around the runway and the need for more lighted wind cones. The table at the end of the Development Plan shows the tentative funding for the programs discussed within the plan. These amounts are pending what the State and Federal governments decide. Waltz expressed the need to keep the best side of the Airport in the public eye. Robertson suggested getting the charts contained in the Development Plan blown up for display at the open house. TWE is putting together an advertisement program and participating in the KFVS TV project with the City. Wandrick commented on the statement Terry Yancy, Account Manager for TWE, had made at the last meeting about some travel agencies forgetting about the Cape Girardeau Airport. Robertson declared that he thought the agencies did not forget, but were afraid to "go out on a limb" and recommend flying from Cape Girardeau. Walker commented that it is only cost efficient to fly from Cape Girardeau when flying on TWA. TWE would like to plan a joint function with the City on June 24th, 1993. They will invite City officials, - 2 - travel agencies, business leaders and the media for a presentation by TWE and City Airport officials. The terminal building will be usable by this date and the new Airport Manager will be on board. The Airport Board was agreeable to this date and Leslie will get back with Mishk of TWE to work out the details. The interview process for an Airport Manager has been completed. The position was offered to Randy Heldman, a retired Lieutenant Colonel from the Air Force with a Masters Degree in Civil Engineering. Holdman has verbally accepted the offer, and written confirmation is expected within the next few days. Holdman placed high on the evaluation sheets developed by Walker and is expected to take his position with the City on June 1, 1993. R. A. Schemel has submitted a letter to Holshouser and Associates asking for a time extension due to weather condition delays in putting in the skylight. The Airport Board felt that this is not a legitimate request The City Council will make the decision on what charges should be assessed. Advertisements for the restaurant bid were sent to about 40 different restaurant. Only one responded and it was a "no bid" situation. Waltz suggested contacting the university food service. If they do not want to operate the restaurant, perhaps they would serve as a consultant for the City until an operator is found. The election of officers was held. The nomination committee recommended to elect the following officers: Bill Walker, Chairman; J. Fred Waltz, Vice -Chairman; and Steve Nessler, Secretary. Overhey made a motion for a vote by acclimation. Robertson seconded the motion and the motion carried. A letter from the Missouri Public Transit Association on State transit funding efforts was discussed. The MTPA requests that members contact their Representatives and Senators to urge them to support funding for public transit, aviation, ports, and rail. This program lumps Airports with the St. Louis public transit issues and was not well received at a MAMA meeting recently attended by McMeel. The first of our advertisements has appeared in the KFVS TV Heartland Newsletter. Wandrick was welcomed to the Airport Board. He slated that he is looking forward to working with the Airport Board. Wandrick is retired from the FAA and has been involved in many Airport activities including investigations. McClanahan presented Leslie with a certificate for 2 hours Flying time that McClanahan had bought at an auction. McClanahan stated that he would have liked to have another 3 year term but was ready to retire. He listed his major wishes for the Airport as follows: 1) That the Airport acquire the Cohen Trust 40 acres, 2) That more hangers with commercial businesses work out of the Airport and 3) He would like the Airport to have an 8,000 foot runway. The next meeting of the Airport Board was set for June 1, 1993. There being no further business, the meeting adjourned at 6:00 P.M. Respectfully Submitted, Donna S. Rubach Administrative Secretary r
