Fred Waltz Not present: Allan Maki Staff: J. Ronald Fischer Douglas Leslie Kevin Mc Meel Donna Rubach Visitors: Bill Mishk, Trans World Express Peri Yancey, Trans World Express Mark Seesing, Cape Central Airways Jay Eastlick, Southeast Missourian The April 6, 1993 meeting was preceded by a lour of the Airport Control 'Power, given by Facilities Manager, Mark Hetherington. From the Control Tower, the Airport Board was able to see the top of the new terminal building. It was noted that the skylight had not been installed and rubber membrane needed to be put on the center section of the roof. The meeting was called to order at 4:25 P. M. by Chairman McClanahan. A motion was made by Walker to approve the minutes of the March 16, 1993 meeting. Nessler seconded the motion and the motion carried. It was decided to tour the new hanger building before the next meeting on 5/4/93. Bill Mishk from Trans World Express briefed the Airport Board on TWE's essential air service request. TWE is filing for subsidy as a result of low load factors in Cape Girardeau. This may affect the number of flights from Cape Girardeau to St. Louis. Mishk distributed information on advertising dollars spent, passenger statistics and other data concerning Cape Girardeau. Mishk expressed interest in changing the time of some of the flights to St. Louis so they would connect with more flights going out of St. Louis. The extra cost of flying from Cape Girardeau, instead of driving to St. Louis, averages $40.00/round trip or $30.00/1 -way. Terry Yancey, Account Manager for TWE, expressed interest in meeting with area travel agencies once a month. She said last time she met with them they indicated they would like to see a Memphis/Cape Girardeau connection. She discovered at their meeting that some Agencies don't even offer flights out of Cape Girardeau simply because they forget about them. Having a contest for area travel agencies to improve enplanements was discussed. Waltz asked Mishk his opinion on how to capitalize on the opening of the new Terminal Building. Mishk replied that getting the new Airport Manager on board would help a lot. He felt that the good road between Cape and St. Louis is a big drawback for the Airport. He also suggested using some advertising money to provide coupons for tickets flying out of Cape Girardeau. Leslie asked Mishk to commit to helping the City in recruitment of an additional carrier for [lights to other Cities. Mishk replied that he would be happy to give a reference for the City. Leslie mentioned the lack of luggage screening as a convenience problem at the Airport. He asked Mishk if he would contribute to a "team approach" in getting some luggage screening equipment. Mishk indicated that TWE would participate in a lease/use agreement and that he would help the City locate some equipment. - 2 - An update on construction of the new Terminal Building was given. FAA is now in its +. permanent location and the building is about 93% complete. They are laying tile on the south end of the building and most of the plumbing and electrical work is in place. The glass walls in the center section of the building need to be installed and staff is trying to secure screening equipment for luggage. The luggage now has to be inspected by hand and this makes it very inconvenient for passengers. It was reported that the office furniture will he bid out the at end of this week and that the water system at the Airport has been taken over by MMEI for maintenance and improvement. In reference to the Fire Protection System, we will apply for funds for a new 12" water -main from Nash Road and a 12" line to and across the Airport for water supply for fire plugs and the Terminal Building. Construction will most likely take place this summer. Meetings have been scheduled with FAA and the State to discuss restoration of ramp areas, ARFF truck, extension of the southeastern ramp and a new taxiway tie-in at the southeast end of the Airport. Leslie reported that 143 applications, many of them with good qualifications, were received for the Airport Manager position. It is hoped to have the new manager on -board by early or mid-May. A report on Part 139 Airport inspection status was given. Last year a need for an ARFF fire truck and fire training records was indicated. These records are now being completed. The airport striping protect will be started and probably completed by 5/15/93. Walker made a motion to adjourn to executive session to discuss lease issues. The motion was seconded by Waltz and the board entered into executive session. The Airport Board adjourned to regular session and the meeting continued with a discussion on bids for the Airport restaurant. A letter has been sent to potential bidders and this letter will be followed up by telephone calls. The Airport Board discussed the status of the advertisement campaign with KFVS. An interest was expressed in running a series of advertisements in the Southeast Missourian and using some bill boards. Submittal of a quarterly report on the status of Airport situations to the City Council was discussed. Waltz made a motion that the Airport Board, at the minimum of every quarter, send a status report to the Mayor and City Council to advise them of current issues pending and accomplishments concerning the Airport Board. Robertson seconded the motion and the motion carried. Fischer suggested that a member of the Airport Board attend the City Council Planning Sessions to present reports. There being no further business, the meeting adjourned at 6:30 P.M. Respectfully Submitted, C Donna S. Rubach Administrative Secretary
