Leslie, Public Works Director"' DATE: March 3, 1993 SUBJECT: Southeast Hospital Helicopter Base of Operations Please be informed that I met with Mr. Jim Wente, the Southeast Hospital Administrator, today concerning the Airport Board's discussion about Southeast's request to locate their helicopter at the airport. I informed Mr. Wente that the Airport Board is very interested in having the hospital locate its operation at the airport, but felt that an additional fuel farm site should not be allowed. I mentioned the possibility of either purchasing fuel wholesale from Cape Central and transporting via approved truck to their helicopter or having a Southeast tank in the fuel farm, again with trucking to their helicopter. Mr. Wente did not seem favorable to either of these possibilities. He reiterated that fuel cost is a major concern for them. I further discussed with Mr. Wente the options regarding the office facilities, indicating that the Airport Board did not wish r. to have a mobile home or mobile office type facility but would consider this on a temporary basis while construction of a permanent facility took place. Mr. Wente presented a picture (enclosed) of what they anticipate the double wide mobile office facility to resemble. He said that although they have not compared figures, he felt locating the offices within the hanger or in an on site constructed building would probably be more expensive, hence their interest in the double wide mobile office. He asked that we send the enclosed picture to you for consideration. Mr. Wente wanted to convey to the Board that he is disappointed in the request not being met, but understands and appreciates the Boards position. lie indicated that they would have to review this with their staff and reach a decision on the matter. I offered to him a willingness to arrange a special meeting with the Airport Board if he has any new information or desires to discuss any of these issues with you. A special Airport Board Meeting to discuss the Southeast Hospital and fuel farm issues has been scheduled for March 16, 1993 at 4:00 at the Pilot's Club. You will receive an agenda next week. C'TYQRY fi'E GIARDEAU DEPARTMENT OF PUBLIC WORKS March 5, 1993 Mr. Sim Wente, Administrator Southeast Missouri Hospital 1701 Lacey Cape Girardeau, MO 63701 RE: Southeast Hospital Helicopter Base of Operations Dear Mr. Wente: Thank you for taking the time to meet with me on Wednesday, March 3 concerning the Airport Advisory Board's review of your proposal to locate the Lifebeat Helicopter Operation at the Municipal Airport. As I mentioned, the Airport Board feels that the helicopter being based at the Airport will be a very positive move for the Hospital and for the development of the Airport. The Airport Advisory Board has reviewed your request regarding the fuel supply and the building housing the office, dispatching, and crew quarters. As stated previously, the Board has strong reservations concerning the allowance of a second fueling operation at the Airport and reaffirms its position of having one general fuel farm location for the entire Airport. The Board's position is based on concern for environmental liability on an additional site and the fact that other sites might be forthcoming once an exception is granted. The position is also consistent with the Airport Master Plan, identifying one fuel farm location for the Airport. The Board would be willing to consider the possibility of the Hospital's operation of an approved delivery truck for the emergency helicopter service. The fuel truck would be filled at the Airport fuel farm. This would address your concerns about the availability of fuel for emergency operations. Concerning the request to locate a double -wide mobile office facility, the Airport Board has concerns about the durability and appearance of a mobile office facility. They are willing, however, to allow a mobile office facility to temporarily accommodate the operations while a permanent facility is being constructed either within the hanger or in an addition or separate building. This would be allowed for a fixed period and would facilitate your start up of the operations at the Airport. . You did provide, and we have sent to the Airport Board Members, a picture of the mobile office you proposed. Page 2 Again, the Airport Board is very interested and excited about the possibility of the Hospital helicopter operations locating at the Airport. The Board remains ready and willing to arrange a special meeting if you have any additional information or desire to further discuss these issues. I trust that this accurately reflects our discussion on March 3rd concerning the position of the Airport Advisory Board. If you have any questions or wish to meet with the Board, please do not hesitate to contact me. Very truly yours,,f Douglas K.
