The meeting was called to order at 4:07 p.m. by Chairman McClanahan. Some corrections to
the minutes of the January 5, 1993 meeting were noted by Maki. Maki made a motion to approve the
minutes as amended, the motion was seconded by Waltz and motion carried.
Mark Spatz and Steve Landewee of Cape Central Airways presented their plan for moving the
fuel farm to the third hanger pad. They are looking at buying two new 10,000 gallon tanks and using
a double filtration system. The site they have chosen will allow easy access for their trucks and is
inside the perimeter fence. Some concern was expressed about the master plan for the airport showing
the fuel farm in a different location. The position of the fuel farm on the master plan would be less
accessable for both Cape Central trucks and the fuel tankers and also is off of the property presently
leased to Cape Central Airways. Spatz stated that the farm is ready to be moved pending approval and
testing of the existing site for contamination. He has one year to dispose of the underground tank at
the existing site and is planning to wait until after the new location is in operation before dealing with
the tank. He feels the tank may float up and lower liability limits may be imposed within that time
period. Maki expressed concern about the useability of the other two pads. Leslie commented that
any recommendation should be subject to approval of building and fue requirements. Waltz suggested
getting opinions and possible suggestions on this issue from Coffman and Associates. Staff will call
Coffman and Associates about this. Leslie commented that since the lease agreement with Cape
Central Airways has already been approved by the City Council, the move did not need to go through
them. They do, however, need to be made aware of the move and the fact that it differs from the
location on the master plan. Spatz estimated the time frame for this project to be two months. A
motion was made by Waltz that, subject to recommendations by Coffman and Associates and City
Officials and if there is no substantive objection, the location of the new fuel farm be approved. The
motion was seconded by Overbey and motion carried. '1 Vey
Inspections done by the FAA on Cape Central Airways, the Southeast Hospital fueling issue,
and fuel prices were discussed. Spatz indicated that Cape Central pricing was compatible with other
airports but that it was hard to compare because different services are offered at each airport. Waltz
asked Spatz to think about any ideas he may have on marketing the airport. Robertson asked Spatz
if he would be interested in discounting his fuel prices to promote the new terminal building and Spatz
replied that he would meet any discount the City gave on their $.02/gallon fueling fee.
` It was suggested to ask Ralph with Tomlinson Avionics for any ideas on how to keep his
business at the airport. Nessler will talk to him. Robertson distributed an article on the Civil Air
Patrol and Maki passed out an article on air freight to read for the marketing meeting.

Leslie gave a report on the terminal building. The construction is going well and the plans are
to move TWE and the car rental into the north end of the building and start using the general aviation
entrance within 3 weeks. All colors have been selected and most items are on order.
The draft restaurant specifications were reviewed. The following changes were suggested to
the specifications. Number 7 contains a typographical error on the word restaurant. Number 14
should read cooler instead of freezer and "and maintain" should be removed. Nessler made the
following suggestions regarding the specifications: a 30 quart bowl for the mixer is possibly too big,
the 2 gas friers should be Hobart EFO 35 & 60 instead of 40, the walk-in cooler should be R22
refrigerant, shelving should match so it is interchangeable, the stainless steel can be either Eagle or
Advance, Eagle is cheeper and would be sufficient. Walker suggested possibly leaving a section open
until the operator is selected. The restaurant will be bid out as soon as the Airport Board approves the
specifications and the bid is sent through the purchasing department. Maki made a motion to accept
preliminary specifications subject to the minor changes in numbers 7 and 14 as discussed. Overbey
seconded the motion and motion carried.
The marketing meeting will be held at the Country Club at 4:00 on February 16, 1993. The
March meeting will be held on the second at 4:00.
There being no further business the meeting was adjourned at 6:20 P.M..
