The meeting was called to order at 4:07 p.m. by Chairman McClanahan. A motion was made
by Walker to approve the minutes of the December 17, 1992 meeting. The motion was seconded by
Waltz and carried.
Leslie brought up the fact that the City Attorney's office had changed the limits of liability to
reflect state statute in the Land Lease with the Pilot's Club to the Airport Board's attention. Seesing
stated that the lease had been signed, filed with the City, and the rent had been paid.
A review of the terminal building project was given by Seesing. The window framing is ready
and much of the drywall, plumbing and air conditioning are complete. The fire system is in and they
are working on the heater system. Overall the project is moving along but seems to be a little behind
schedule. So far no change has been made to the completion date of 3/22/93 and no time extensions
have been requested. McClanahan commented that a lot of progress had been made since the last
meeting. Maki suggested that Board members tour the facility. Seesing remarked that the building
looks pink now but that the color will Mend better when the project is finished and also that
construction dust makes it look lighter.
Seesing gave a report on the signage project. Seesing explained the reason for this project as
an incident at O'Hare Airport where two aircrafts collided, one was taxiing and one landing. This
$58,200 project mainly includes face changes for existing signs. Only three new signs are required.
Over $200,000 will be put into the total signage project. C.M.T. put in a sign program that can be
added to easily and is not as costly as some other programs. This project is covered by the 3-29-0013-
04 grant which had $300,000 left over.
The Entrance Road Project was discussed. This project is very security minded. A gate will
be put in at the North end of the parking lot. There will be 400 parking spaces and the new entrance
road/parking lot will provide a more orderly flow of traffic. The architect for this project is CMT.
Waltz asked if the Architect and Engineer project was up for bid soon. Seesing replied that
McMeel & himself were working on requests for proposals. The term suggested by the FAA for an
A & E firm is 3 years.
. Concern was expressed about the Cape Central Airways fueling situation. After a lengthy
discussion, it was suggested to have Mark Spatz attend the next meeting of the Board to discuss this
- 2 -
issue. Waltz made a motion to have Mr. Spatz attend the next meeting, Maki seconded the motion
and the motion carried.
Seesing informed the board of the total enplanement figures for 1993 at 8,076. These figures
are down from last year as are the figures for the Marion Airport according to their manager, Larry
Graph. Seesing stated some reasons for the low figures as the 65 mph speed limit to St. Louis, BART,
and the fact that other airlines flying out of St. Louis have cheaper fares than TWA.
The need for a marketing plan was discussed. March was indicated as a good month to develop
a marketing plan since people's interest would be focused on the airport due to the terminal building
opening. Many different options were discussed such as retro -fitting, and manufacturing kit planes.
Waltz suggested surveying the primary users of the airport to see what services they would like to see.
Overbey suggested also surveying other airports to inform us what we would be up against. Nessler
stated that some of the competition is not comparable with Cape's airport. Seesing stated that potential
businesses not only look at the facility but at what the City has to offer their employees. It was
decided for Seesing to check into the marketing plan and for him and the Board to come up with some
ideas. A special dinner meeting will be held on 2/16/93 to discuss marketing. Waltz suggested having
the dinner at the Country Club and he will check to be sure we can reserve it for that date. There
being no further business the meeting was adjourned at 5:55.
Respectfully Submitted,

AIRPORT HOARD MEETING
Thursday January 5, 1993.
Seesing expressed concern on the fuel farm issue. He has
talked to Mark Spatz of Cape Central Airways about his concerns.
Seesing implied that items get repaired and then go back to being
in violation of FAA regulations. The FAA does inspections and
reports to TWE on their findings. In turn, TWE will not buy fuel
as a reaction to a bad report. TWE then fuels up in Marion, making
passengers deplane for the process and damaging Cape Girardeau
Airport's image. Seesing stated that TWE will buy fuel in Cape
Girardeau, but only if necessary. It was suggested that the Hoard
have a meeting with Mr. Spatz to explain the seriousness of this
matter. Overbey agreed that the Hoard should back up Seesing's
warnings to Spatz. Waltz suggested giving Spatz a time -line.
Seesing commented that his 12 months are up in April. Waltz
suggested making the meeting with Mr. Spatz a priority item on the
Agenda for the next meeting. McClanahan suggested including a list
of infractions and Maki requested to see a copy of the lease.
Waltz made a motion to call Mark Spatz into the next meeting, Maki
seconded the motion and the motion carried.
