typographical error was noted by Allan Maki. Steve Nessler made a motion to accept the minutes,
pending correction of the error. Dan Overbey seconded the motion, and the Board unanimously
approved.
Mark Seesing presented an update on the airport terminal building project. The stud walls are
in for the North end of the building. We are waiting for panels and glass. When this comes in the
project pace should move along more quickly. The tile has been delayed in Mexico because of a trade
issue. The building is ready for the HVAC work, the plumbing is in and the lines have been run. The
roofing is almost complete and the skylight is marked out and ready to be installed. Mark has picmres
of the progress of the building for anyone interested. He hopes the project will be completed close
to the projected completion date at the end of March.
Mark Seesing gave an update on the tower project. In order to keep the smoke contained in
case of fire, they are installing a 2 hour fire system. The supporting units and blocking in the stairway
will take 2 hours to burn. There will he an alarm system installed powered by a generator placed
outside of the building. This is approximately a $ 120,000.00 project and has been funded by the
FAA.
Mark Seesing and Doug Leslie presented some information on the AIP Conference held on
November 20th. Mark stated that the conference was heavily orientated on DBE. He obtained some
good information on the state block program. Farming out inspection projects to local people rather
then waiting on the people from Jefferson City was discussed. This would give the AIP more of a
local feel. Doug Leslie attended a seminar on DBE. It seemed to him that a lot of other Cities were
having similar problems regarding DBE standards. The seminar leader left the answer to many
questions in an open-ended manner. She implied that the City should do what they had to do. When
asked about the consequences of not meeting specifications she suggested that the requirements for their
next project may go up. Mark brought some information he obtained at the AIP conference for anyone
ui look at if they wanted to.
It was discussed that the money left over from the 04 Grant will be used for the signage
program and entrance road project.
The contract of architect & engineer consultants is coming up for bid. We are required by the
FAA to get proposals for A & E firms every 3 years. The current A & E firm was discussed as being
2 _
slow and late on some items and not foreseeing a lot of obstacles with FAA. Jerry McClanahan
suggested that A & F firms sometimes work more with a first year client then with a third year client.
Doug Leslie suggested looking more into local firms.
Chairman Jerry McClanahan read a letter he had received from the Aircraft Owners & Pilot's
Club of Cape Girardeau, Missouri asking for permission to erect a new building for the Pilot's Club
on airport grounds (copy attached). Richard Schmidt, president and Jeanie Hink, secretary, discussed
details on the location, purpose and construction of the building as well as some information about
their club and why they need a new building. The building would he used for meetings, safety
seminars, and as a place to relax for air show participants. A floor plan for the new building was
handed out (copy attached) to give the board an idea of the interior design of the building. The Pilot's
Club would like to get started on the building in January or February and have it open in time for the
July Air Show. Dallas Borneman, a representative of Stockade Buildings, Inc.,was on hand to answer
any questions on the construction of the building. Jerry McClanahan gave a history of the building
that currently houses the Pilot's Club.
The need for a lease agreement was discussed. The current lease is a verbal agreement and the
need for a written agreement was expressed to protect both parties to the agreement. The new building
would be constructed at no cost to the City, except for the expenses involved in drawing up the lease
agreement. If the Aircraft Owners & Pilot's Club of Cape Girardeau would dissolve its charter the
new building would become the property of the City. Bill Walker made a motion to go into executive
session to discuss the possibility of entering into a lease agreement. Allan Maki seconded the motion
and the board went into executive session at 5:10 P.M.
The board came out of executive session at 5:30 P.M..
Jerry McClanahan updated the Pilot's Club representatives on the outcome of the executive
session which was approval of the Pilot's Club proposed building, subject to specific terms of a land
lease and submission of the building plan approved by the City of Cape Girardeau. Mark Seesing will
draw up specifics on the land lease and get a draft to the board members. The board will call a special
meeting to review the draft put together by Mark. The color scheme for the new building was
discussed and it was decided to let the Pilot's Club decide on the color, within reason.
The Civil Air Patrol's interest in renovating the building currently housing the Pilot's Club was
discussed. Richard Schmidt stated that the CAP would be welcome to use the new Pilot's Club
building. The possibility of wanting the land the Pilot's Club is currently on for other purposes was
discussed. Fred Waltz, expressed concern that plans can change in the future, possibly creating
obstacles with new plans.
Doug Leslie and Mark Seesing have a meeting with the fire department later this week to
discuss the need for a new fire truck. The existing truck would he housed at the airport.
Jerry McClanahan spoke to the Jaycees about putting in a picnic shelter/park area on the airport
grounds. They are interested in the idea and are going to discuss it further.
