The meeting was called to order at 4:05 p.m. by Chairman McClanahan. Jerry McClanahan
made a motion, through written proxy by Allan Maki, that the minutes of the October 6 meeting be
approved as mailed. Bill Walker seconded the motion, and the Board unanimously approved.
Mark Seesing reviewed the activities of Operation Steel Cure 11 which took place at the airport
on October 23-25. Due to the large amount of aircraft flying into and out of the airport, concrete
patches on taxiway E popped up, but have since been repaired. The Operation proved to he a success
and better prepared the area for any type of real emergency.
Captain Fred Brown of the Civil Air Patrol made a short presentation regarding the Pilot's Club
building. He stated that if the Pilot's Club did decide to build a new building, the CAP would like
to renovate the existing building and bring in historical memorabilia from World War II. The National
Guard would help to renovate the building at no charge if the CAP provides the materials. He stated
one of the reasons he wants to renovate the existing building is that he has not received a request from
the Pilot's Club to jointly use their new facilities. Bill Walker suggested that Capt. Brown contact the
Historical Preservation Department at Southeast Missouri State University regarding renovation of the
building. They may know who to contact regarding funding for the project. Jerry McClanahan
explained that the Jaycees may also he interested in getting involved in the project so they could jointly
use the building. He suggested the CAP, Pilot's Club and possibly the Jaycees meet to discuss options
available for the existing and/or new building. He will contact the organizations to set up a meeting.
The terminal building renovation is proceeding slightly behind schedule due to delays in
equipment delivery. The roof is basically complete except where the skylight is to be put in. The
FAA will be rewiring the antenna farm and moving wire from room to room.
The annual Airport Improvement (AIP) Conference is scheduled for November 20 in Kansas
City. The conference will cover entitlement funds, airport safety, DBE information, and owner
operation issues. Doug Leslie and Mark Seesing will be attending, and if any Board members are
interested in attending, they need to contact Mark.
- The FAA conducted the FAR 139 inspection on November 3. They were concerned with some
items, especially the ARFF training and records. Mark Hasheider is preparing bid specifications for
the ARFF unit. When it is approved for purchase, it will he housed at Fire Station 2, and the smaller
- 2 -
unit will be located at the airport. FAA also indicated that painting of runway 10/28 and runway
markings are maintenance items and are not eligible for AIP funding. They indicated this work needs
to be completed within the next year. In addition, FAA approved the certification specifications.
However, the items on the fuel trucks need to be addressed with Cape Central Airways.
Mark received information from the World War 11 50th Anniversary Commemorative
Commission. To quality for funding, a three year program must be submitted to the Commission
stating what the organization would do for and with the Commission during that time to recognize
veterans of WWII.
Steve Nesler questioned what the process would be to initiate a program to put in a picnic
shelter/park area somewhere on the airport grounds. Mark suggested that the best area would be just
north of the control tower inside the fence. This area has visibility to the air side without interfering
with operations. He suggested to contact the Jaycees, Optimist Club, or the Ruse Garden Committee
about cooperating in the project.
Doug Leslie stated he had been in contact with Karen Hendrickson of Southeast Hospital
regarding the Lifelleat situation. The hospital is evaluating its options.
There being no further business, the meeting adjourned at 5:40 p.m.
Respectfully submitted,
Gayle Conrad
Administrative Secretary
