He introduced James Wente, Administrator of Southeast Missouri Hospital, to explain their concept to locate at the airport. Jim Wente made a short presentation to the Board explaining why LifeBeat wants to locate its entire operation at the airport. The reasons included the overall safety of the operations and possible cost savings. The hospital has been negotiating with the Drury Company to lease their hangar for the operation. The hospital is also interested in locating a 10,000 gallon fuel tank near the hangar for LifeBeat's use. He explained that this would help to control costs of the hospital; however, we was interested in working with Mark Spatz of Cape Central Airways to work out a mutually beneficial solution to providing fuel. Mr. Wente was seeking approval by the Board of the concept to locate at the airport and to locate the fuel storage near the hangar. Mark Spatz stated that he was in favor of LifeBeat locating at the airport and that he was interested in negotiating with the hospital regarding the fuel issue so as not to duplicate capital costs of another fuel farm. .. The Board discussed the concept and the options available regarding the fuel storage location including possible tank location with Cape Central's farm. After much discussion by the Board on the issue, J. Fred Waltz made a motion that the Board endorse the concept of Southeast Missouri Hospital's LifeBeat operation locate at the airport. In addition, Southeast Missouri Hospital and Cape Central Airways should attempt to work out a cost effective arrangement for providing fuel for the operation and to explore all options available regarding the fuel. Bill Walker seconded the motion, and the Board unanimously approved. Mr. Wente explained that he would review the information with the hospital Board of Directors at their November 10th meeting and would then report back to the Airport Board. The hospital is looking at trying to locate LifeBeat at the airport by January of 1993. Regarding the DBE situation on the terminal building renovation project, Doug Leslie explained that City Attorney Warren Wells advised Schemel that he may use the Illinois supplying firm as a DBE although it has not been approved by FAA. FAA will not approve it as a DBE because it was not certified in Missouri prior to the letting of the bids on the project. The potential risk is that FAA could increase the DBE quota on the next airport project. However, the next project may be under the State block program and not administered by FAA. Although the DRE issue has not been resolved, the City has received the first payment on the project from FAA. Mark Seesing had contacted Jerry Lipps to renegotiate the lease of the land his hangar is on. The land was not included in the new Cape Central Lease. The City has received a letter from Lipps' attorney At Lowes stating that the sublease was with Cape Central and is still in . effect. Warren Wells will respond to the attorney stating that he must provide proof of this agreement. 'there being no further business, the Board proceeded to open session at 5:40 p.m. Respectfully submitted, Gayle Conrad Administrative Secretary
