The meeting was called to order at 4:05 p.m. by Chairman McClanahan. Bill Walker made
a motion, seconded by J. Fred Waltz, that the minutes of the August 4 meeting be approved as mailed.
The Board unanimously approved.
Mark Seesing explained that enplanements for 1991 were 8,933, which puts the airport into the
State Mock grant program. Currently Missouri, Illinois and North Carolina are under this program.
This is a program whereby FAA gives each state a $20 million grant, and the State operates the
program. Many airports are in the block grant program, but the Cape airport is in a higher priority
because it is a general aviation/commercial airport.
Bill Walker stated that there will he ajoint Aviation Safety Meeting/Intermodal Transportation
► Conference on September 18-20, 1992, at the Embassy Suites Hotel in St. Louis. For conference
information call 429-1006. For reservations call 1 -800 -EMBASSY or 241-4200. The speaker is
Robert Martinez, Director of Intermodal Office, U.S. Department of Transportation.
Mark reviewed with the Board the final report on the air show. The show had a great overall
impact and created community interest, and the airport received nationwide advertisement.
The Pilot's club unofficially notified Mark that they would like to build a new clubhouse due
to extensive repairs that are necessary on the existing clubhouse. They want to put up a 24'x40' pole
building on the existing pad near the barn and tear down the old building. Jerry McClanahan stated
the board might want to make suggestions to the Pilot's Club on the new building. The board felt it
would be a good idea to meet with the Pilot's Club and discuss this.
Mark updated the board on the terminal building renovation project. Scheme] has completed
the foundation footings, moved the plumbing for the kitchen, and has started some electrical work.
The masonry work and roof repairs should be started fairly soon.
Bill Walker made a motion, seconded by Steve Nessler, that the Board proceed to executive
session to discuss contract matters. The Board unanimously approved and adjourned to executive
session.
After the Executive Session, Doug Leslie stated to the Board that the Operation Steel Cure 11
— emergency exercise is scheduled for October 23-25 at the airport. In addition, he and Mark will be
attending the annual AIP conference in Kansas City in November if anyone would be interested in
attending.

AIRPORT BOARD MEETING

Minutes of Executive Session
Doug Leslie explained to the Board the status of Schemel's contract for the terminal
building renovation. Scheme[ and Associates has not complied with the 10.7 percent DBE
participation goal, and therefore the City is withholding payments on the contract. To this date
Schemel has not yet secured a DBE subcontractor to meet the goal. They have submitted
Schemel Asbestos as a subcontractor because they are certified by the Missouri Highway and
'transportation Department. However, FAA does not accept them as a qualified DBE: due to the
close proximity of the two companies. The FAA Civil Rights Office does not want to see the
project stopped. Tbey have not threatened a loss of funds for this project but will make it harder
when working on the next project. This matter will be presented to the City Council in closed
session at their September 9 meeting.
There being no further business, the Board proceeded to open session at 5:05 p.m.
Respectfully submitted,
Gayle Conrad
Administrative Secretary
