Mr. Mark Seesing, Airport Manager
Cape Girardeau Municipal Airport
401 Independence
Cape Girardeau, MO 63701
Dear Mr. Seesing:
This will confirm our telephone conversation of July 8, 1992,
regarding the timeframe for use of entitlement funds
allocated to Cape Girardeau Municipal Airport. Our records
indicate a current balance of $484,789 of entitlement funds
available. This includes $300,000 of FY92 funds and $184,789
of FY91 funds. Entitlement funds must be utilized within a
three year period of when they become available for use.
This means that the FY91 funds must be used before the
beginning of FY94. The last date a grant utilizing the FY91
funds could be executed would be September 30, 1993.
Please keep in mind that there are a number of steps in the
process of issuing a grant under the Airport Improvement
Program (AIP). In order to insure appropriate consideration
and allow sufficient time for processing, requests for
federal funding under AIP should be identified in a
preapplication as soon as possible.
Also, keep in mind that the current lecislation authorizing
the AIP expires September 30, 1992. Congress is currently
working on new authorizing legislation which may or may not
be similar to the current program.
Should you have questions or need additional information,
please contact me at (816)-426-6623.
Sincerely,
i

Office of the City Manager
Council Memorandum No.
Agenda July 20, 1992
The Honorable Mayor
and
Members of the City Council
City of Cape Girardeau, Missouri
Dear Mayor and Council Members:
Subject: Water Concerns - Airport Terminal Building Project
At the July 6, 1992, City Council meeting, Mayor Rhodes inquired about the need to
raise the floor of the airport terminal building to prevent water runoff from the ramp area from
entering the building. I have checked with airport personnel concerning any water problems with
the building and was informed that since the ramp was overlayed in 1988, there has not been a
problem of water coming into the building from the ramp area. This problem apparently was
considered in that project and the construction alleviated the problem.
In addition I checked with architect Tom Holshouser concerning the feasibility of raising
the floor of the building. Tom indicated that the floor to ceiling clearance is at a minimal level
.. now and additional flooring would cause difficulties. He indicated that had there been adequate
clearance between the floor and ceiling, that the ceiling would have been lowered to better
accommodate the heating, cooling, wiring and piping systems.
Tom further indicated that the design of the wall areas further enhances the water
resistance of the building. He stated these measures include foundation curbing that will help
prevent any problems in the future.
Please find attached correspondence related to this matter. If you have any further
questions or concerns, please do not hesitate to contact as.

MEMORANDUM
TO: Douglas K. Leslie, Public Works Director
FROM: Mark J. Seesing, Airport Manager
DATE: July 9, 1992
SUBJECT: AIP 03-29-0013-02, Ramp Overlay and Associated Drainage
Project
For many years there was a problem with rain water coming into
the terminal building on the west side during heavy rains due to
the lack of drainage on that side. The 1988 ramp overlay project
was designed to eliminate that problem and has done that quite
well. During the project the overlay was constructed in such a way
as to keep the water draining away from the building.

Re: Potential Water Infiltration of
Airport Terminal Building
Cape Municipal Airport
155 at Nash Road Exit
Cape Girardeau MO 63701
Attn: Mr. Doug Leslie, Public Works Director
In beginning of this Renovation Project, we investigated potential
flooding that may have occurred in the past. We found there has
not be a problem for a number of years, since the apron had been
reworked on the West side.
Because of the low head clearance, under the existing roof
structure, we were trying to avoid any increase in floor height.
Scale wise, it would be better if the roof structure was a foot
highter. Since we are dealing with an existing building, that is
not possible.
To the East there is approximately sixteen (I6) inches of fall to
the gutter and drainage system, with approximately an 1/8" fall for
the first 24 feet on the West side.
The building is designed with a 4" foundation curb around the
perimeter, which only allows water to enter at door entrances. I
feel because of the curbing and existing drainage that the
potential for any water getting into the building is minimal.
If you have any other questions concerning this please call.

Sincerely
''

CITY MANAGER
401 INDEPENDENCE
CITY HALL
CAPE GIRARDEAU, MO 63701
NOTICE TO AIRPORT SPONSORS
In accordance with the Airport and Airway Safety and Capacity Expansion Act
of 1987 (P.L. 100-223), revenue passenger enplanements are used to deter-
mine the amount of entitlement funds apportioned to each *eligible primary
airport sponsor- under the FAA Airport Improvement Program (AIR). This
pportionment of funds for Fiscal Year 1993 shall be made on October i, 1992
and shall be based on the total number of revenue passengers' enplaned at
commercial service airports during calendar year 1991.
The CCT/Research and Special Programs Administration (RSPA) Volpe National
Transportation Systems Center (VNTSC) and the FAA have compiled preliminary
enplanement data covering calendar year 1991 for your airport. The
enclosed report lists enplaned passengers at your airport for CY91 reported
to the Department of Transportation by certificated route air carriers,
commuter carriers, air taxi operatorsy and foreign flag carriers.
The information shown should be considered preliminary at this point, and
is now being validated to ensure that all enplanement figures have been
correctly reported. This notice is your opportunity to participate in the
validation process. No response is required. However, should you detect
any obvious errors or omissionso you may voluntarily report them to the
address shown below by August 21, 1992. Corrections must be certified by
the authorized air carrier office naving primary responsibility for
reporting revenue passenger enplanements.
Large certificated air carriers and foreign flag carriers, including
Canadian flag carriers, are required to file traffic data to the RSPA on
T-100 or T -100(f) reports.
The T-100 international air traffic market data are considered confidential
for three years following the reporting period. Regulations restrict the
release of industry and carrier summary Level on -flight market or non-stop
segment data to those instances where three or more carriers are
represented in the summary. We will not delineate individual foreign air
carrier's enplanements under any circumstances. Based on a study of July .
and August 1990 T -100/T -100(f) data, U.S. airports fall into three
categories of disclosure, as follows:
Category I - Full Disclosure: J
The Department may release envlanement data broken down by domestic
versus international service at the airport level. DDT will reveal
the foreign flag carriers contributing to the airport's international
service, without specific individual foreign airline enplanements.
Specific U.S. carrier enplanements will be listed.
Category II - Partial Disclosure:
DOT may divulge airport enplanements broken down by international
versus domestic service. Individual airline level detail is
restricted to total system enplanements without international versus
domestic service detail. DOT will reveal the foreign flag carriers
contributing to the airport's international service, without specific
individual foreign airline enplanements.
o Category III - No Disclosure:
DOT may not divulge international air traffic data at either the
airport or air carrier level. We will combine total enplanements
from both U.S. certificated route air carriers and foreign flag air
carriers serving both domestic and international markets. DOT will
reveal the U.S. and foreign flag carriers that contribute to the
combined total.
in order to comply with the new confidentiality requirements, the enclosed
validation report reflects the airport's appropriate disclosure category
as described above. Report discrepancies to:

Order 92-7-8
UNITED STATES OF AMERICA
DEPARTMENT OF TRANSPORTATION
OFFICE OF THE SECRETARY
WASHINGTON, D. C.
Issued by the Department of Transportation
on the 8th day of July, 1992 SERVED JUL 1 q 1992
Ninety -day Notice of
TRANS STATES AIRLINES, INC., Docket 47738
d/b/a TRANS WORLD EXPRESS EAS -478
of its intent to terminate service at Cape
Girardeau/Sikeston, Missouri, under
section 419 of the Federal Aviation Act
of 1958. as amended
ORDER TERMINATING SELECTION CARRIER PROCEEDING
..- AND TERMINATING SUBSIDY RATE
On September 5, 1991, Trans States Airlines, Inc., d/b/a Trans World Express (Trans
States), filed a 90 -day notice of its intent to suspend its subsidy -free air service at Cape
Girardeau/Sikeston, Missouri (Cape Girardeau), effective December 4, 1991. Because Trans
States was the only carrier providing air service to Cape Girardeau, by Order 91-12-1, dated
December 2, 1991, the Department required Trans States to continue to provide the
community's essential air service (EAS) while we sought proposals from carriers interested in
providing replacement service. The order required the carrier to continue providing three
round trips each weekday and over the weekend period between Cape Girardeau and St.
Louis and set an annual subsidy rate for this service of $173,820.1
In response to our request for service proposals, two carriers submitted proposals to provide
EAS at Cape Girardeau on a subsidized basis, Trans States and Exec Express II, d/b/a Lone
Star Airlines. During the course of the selection proceeding, however, Trans States notified
the Department by letter that it was withdrawing its 90 -day notice to suspend service at Cape
Girardeau, and will continue to provide essential air service in the Cape Girardeau -St. Louis
market without subsidy. This withdrawal was made effective June 22, 1992.
1 The staff extended the hold -in requirement by 30 -day intervals, the last by Order 92-5-48,
May 22, 1992.
-2 -
Under section 419(b)(3)(A) of the Act, the Department only considers subsidized EAS
proposals when no fit and reliable carrier is able to provide the service subsidy -free. Trans
States is a financially sound regional carrier and has provided reliable air service to Cape
Girardeau since February 1, 1991, when it succeeded to the market through its acquisition of
Air Midwest's Trans World Express operations at St. Louis. As a code sharer, Trans States
links Cape Girardeau to the air transportation system and can continue to provide the
community essential air service on a reliable basis without compensation.
Trans States' withdrawal of the suspension notice eliminates the need for further carrier
rep;acement proceedings and returns Trans States to the same status as before it filled notice.
Trans States is once again subject to all applicable statutory notice obligations, and it may not
suspend or reduce service below the defined essential air service level at Cape Girardeau
without providing the 90 -day notice required by section 419(b)(2) of the Act.
Finally, we will terminate the subsidy rate set in Order 91.12-1, for Trans States provision of
hold -in service between Cape Girardeau and St, Louis, effective June 22, 1992.
This order is issued under authority delegated in 49 CFR 1.56(i).
ACCORDINGLY,
1. The Department dismisses the 90 -day notice filed by Trans States Airlines, Inc., d/b/a
Trans World Express and terminates the carrier selection proceeding in Dockets 47738 and
EAS -478;
2. The Department relies on Trans States Airlines, Inc., d/b/a Trans World Express to
provide subsidy -.free essential air service in the Cape Girardeau -St. Louis market;
3. The Department terminates the subsidy rate for Trans States Airlines, Inc., d/b/a Trans
World Express, established by Order 91-12-1, for the provision of essential air service at
Cape Girardeau, Missouri, effective June 22, 1992; and
3
4. We will serve a copy of this order on the mayor and airport manager of Cape Girardeau,
Missouri, the Missouri Department of Transportation, Exec Express II, d/b/a Lone Star
Airlines, and Trans States Airlines, Inc., d/b/a Trans World Express.

Issued by the Department of Transportation
on the 8th day of July, 1992
Ninety -day Notice of

Girardeau/Sikeston, Missouri, under

of 1958, as amended
ORDER TERMINATING SELECTION CARRIER PROCEEDING
AND TERMINATING SUBSIDY RATE
Louis and set an annual subsidy rate for this service of $173,820.'
This withdrawal was made effective lune 22, 1992.
