JERRY M,gTANAHAN, CHAIRMAN A HEST: JIM BOYVIvtAN, SECRETARY CITY OF CAPE GIRARDEAU, MISSOURI Office of the City Manager Council Memorandum No. Agenda June 9, 1992 The Honorable Mayor and Members of the City Council Members of the Airport Advisory Board City of Cape Girardeau, Missouri Dear Mayor, Council Members, and Board Members: Subject: Joint Meeting on June 9, 1992, 4:00 p.m. The City Council and Airport Advisory Board will held a joint meeting Tuesday, June 9, at 4:00 p.m. in the training room of Fire Station pl, second floor, located at Sprigg and Independence Street. The purpose of this meeting will be w discuss the City's recommendation to the U. S. Department of Transportation on the Essential Air Service Program subsidy. We are meeting at the Fire Station because the City Council Chambers will be occupied by Municipal Court, and the City Manager's conference room would not accommodate the number of people expected. Please Find enclosed various copies of correspondence and information from the DOT concerning their evaluation of proposals submitted by Trans World Express and Lone Star Airlines. This information, except for the detailed budget sheets, were previously provided to the Council and the Airport Board. For discussion and clarification of information from the June I Council Meeting, the following items should be considered: 1. Mr. Mishk of Trans World Express stated that they spend over $27,000 for advertising locally. We are not aware of any advertising they do in Cape Girardeau. He should clarify this statement. 2. What is the status of Lone Star Airlines Chapter 11 bankruptcy as pointed out by Mr. Mishk of Trans World Express? What is TWE's plan if TWA's Chapter 11 bankruptcy status changes'? Both airlines should be questioned about their financial stability and debt management. 3. Mr. Mishk focused on the low coach air fares from Cape Girardeau to New York and Los Angeles via TWE and TWA. He did not state the present fare from Cape Girardeau to St. Louis or from Cape Girardeau to another City using an airline other than Trans ► World Airlines. Both airlines should he questioned about present and anticipated fares. 2 _ 4. Both airlines should be questioned about their community involvement and commitment in other cities they serve and where Cape Girardeau's service would fit in their corporate plans. 5. Questions were raised about the financial stability of airlines in general. It should be noted here that under the Essential Air Service Program, a designated EAS carrier is required to provide the basic level of service unless they cease business operations entirely. If that situation occurs, the Department of Transportation initiates an abbreviated proposal and selection process for designating another carrier for the EAS airport. They indicated that this process would take 60 to 90 days. This provides somewhat of a safety net to overcome the instability of the airline industry. The Airport Advisory Board and City Staff have recommended Lone Star Airlines Option II with service to both St. Luis and to Memphis. It is strongly believed that a second hub airport is necessary to improve boardings to achieve a self-sufficient operation in three years. This position on the necessity of two hub airports has been clearly stated to the Department of Transportation, and both air carriers were given the opportunity to submit proposals to accomplish this, but only Lone Star submitted such a proposal, this being their Option Il. Both airlines have been notified of the meeting, and Mr. Bill Mishk of TWE and Mr. Phillip Trenary of Lone Star Airlines plan to attend We suggest that each have 15 minutes for presentations and then respond to your questions. We look forward to seeing you at this important meeting on June 9. If you have any questions or need additional information, please do not hesitate to contact Mark Seesing or Doug Leslie. Respectfully submitted, Douglas K. Leslie Public Works Director Alvin M. Issued by the Department of Transportation on the 22nd day of May, 1992 _ _-- _ - - - SERVED MAY 2 9 1992 Notice of intent of TRANS STATES AIRLINES d/b/a Dockets 47738 TRANS WORLD EXPRESS EAS -478 to terminate service at Cape Girardeau/Sikeston, Missouri, under : section 419 of the Federal Aviation : Act of 1958, as amended - - - - - - - - - - - - - - - - - - - ORDER EX'T'ENDING SERVICE OBLIGATION On September 5, 1991, Trans States Airlines, d/b/a Trans World Express (Trans States), filed a 90 -day notice under section 419 of the Act and Part 323 of the Department's Regulations (14 CFR 323) of its intent to suspend all air service at Cape Girardeau, Missouri, effective December 4, 1991. Because the proposed suspension of service would have deprived Cape Girardeau of its essential air service, by order 91-12-1, the Department prohibited Trans States from suspending essential air service at Cape Girardeau, required it to maintain service at the point for an initial 30 -day period, through January 2, 1992, and set a subsidy rate for the hold -in period. As required by section 419, we have extended Trans States' service obligation for additional 30 -day periods. The latest extension, through May 31, 1992, was issued by Order 92-4-43. By Order 91-12-1, we also requested proposals from carriers interested in providing replacement service at Cape Girardeau. we received proposals to provide Cape Girardeau's essential air service with subsidy from Trans States and Exec Express II, d/b/a Lone Star Airlines. We completed rate conferences with the applicants and are currently seeking community comments based on the result of those conferences. Since this case will not be completed before the end of the current hold -in period, in accordance with section 419(b)(5) of the Act, we will extend the carrier's obligation to maintain essential air service at Cape Girardeau for an additional 30 -day period, through ,,, June 30, 1992. This order is issued under authority delegated in 49 CFR 1.56(i). ACCORDINGLY, 1. The Department prohibits Trans States Airlines, d/b/a Trans World Express, from suspending service at Cape Girardeau, Missouri, and requires it to maintain service at the community, as set forth in Appendix E of Order 91-12-1, for an additional 30 -day period, through June 30, 1992, or until a carrier that is capable of providing reliable essential air service on a continuing basis actually begins service, whichever occurs first;' 2. The Department directs Trans States Airlines, d/b/a Trans World Express, to retain all books, records, and other source and summary documentation to support claims for compensation for service the carrier is required to provide at cape Girardeau, Missouri, and to preserve and maintain such documentation in a manner that readily permits the audit and examination thereof by representatives of the .,` Department; and 3. The Department will serve a copy of this order on the mayor and airport manager of Cape Girardeau, Missouri, the Governor of Missouri, the Missouri Department of Transportation, and Trans States Airlines. By: JEFFREY N. SHANE Assistant Secretary for Policy and International Affairs (SEAL) I In accordance with section 419, we will extend Trans + States' service obligation for successive 30 -day periods, as necessary, until our carrier selection process is complete. CITY OF CAPE GIRARDEAU, MISSOURI Office of the City Manager Council Getter No. 146 Agenda June 1, 1992 The Honorable Mayor and Members of the City Council City of Cape Girardeau, Missouri Dear Mayor and Council Members: Subject: Essential Air Service Program As you are aware, the United States Department of Transportation has forwarded to the City their review of the Essential Air Service Program subsidy for air service for Cape Girardeau. This review included various options submitted by Trans World Express, the City's present air carrier, and Lone Star Airlines. Although the review deadline is Tuesday, lune 2, the City Manager has requested a ten day extension on this time, and we have received verbal approval for this extended time frame. The various options have been reviewed by the City staff and the Airport Advisory Board at their special meeting held May 19. After careful review, it is the recommendation of the Airport Advisory Board and City staff that Lone Star Airlines Option E, summarized on the attached chart, is the best alternative for Cape Girardeau. This option includes service to both St. Louis and Memphis through Jonesboro, Arkansas. r. It is the opinion of the staff and the Board that a second hub airport is necessary to improve boardings and to achieve a self-sufficient operation in three years, the prime objective of the Essential Air Service Program. We do not see this as a likely possibility with just one carrier with one hub destination. This review of options recognizes recently improved reliability of Trans World Express and an increase in boardings over last year. It is hoped that this trend will continue and that both carriers could operate effectively if Lone Star is selected by the DOT for the EAS subsidy. The City staff and the Airport Advisory Board recommend approval of a motion authorizing the City Manager to convey to the U. S. Department of Transportation the recommendation of Lone Star Airlines Option H for the Essential Air Service subsidy. Respectfully submitted, Doug as K. Seesing, Airport Managerl-fif-- DATE: May 19, 1992 SUBJECT: Review of EAS Information The rate negotiations for Essential Air Service for Cape Girardeau have been completed. I believe each of you received a copy of Mr. Bingham's letter with the enclosures. I will attempt to place the information in table form so as to be able to compare it closely. Option I from Trans States and Lone Star depict current levels of service. Option II from Trans States shows an increase of one additional flight on weekdays. Option II of Lone Star shows service to both St. Louis and Memphis. The overall subsidy would be $819,000 combining Cape Girardeau and Jonesboro, Arkansas, subsidy rates. Options III and IV are basically the same depicting service from Jonesboro through Cape Girardeau to St. Louis with Option IV showing the deletion of other EAS points in an effort to bring down costs. The Cape Girardeau City Council is scheduled to meet on June 1, 1992. This is one day prior to the twenty (20) day deadline for submittal of our comments to your office. Therefore, I am respectfully requesting a ten (10) day extension on the original deadline. I feel confident that the City Council will take action on June 1, 1992, and would appreciate the additional time to prepare comments for your office following City Council action. Box 617 Cape Girardeau, Missouri 63702-0617 Dear Mayor Rhodes: As you know, by Order 91-12-1, December 2, 1991, the Department requested proposals from all carriers interested in providing essential air service at Cape Girardeau, Missouri, after Trans States Airlines, d/b/a Trans World Express (Trans States) filed a 90 -day notice of its intent to suspend all service at Cape Girardeau. Although carriers were invited to submit proposals for service only at Cape Girardeau, during the course of this proceeding, Exec Express II, d/b/a Lone Star Airlines (Lone Star), filed a suspension notice at Jonesboro, Arkansas. Because of the proximity of Jonesboro and Cape Girardeau to the St. Louis and Memphis hubs, we asked the carriers if they would be interested in submitting a proposal that would include service to Jonesboro with Cape Girardeau. Therefore, we also have several proposals before us from Lone Star that reflect essential air service at Cape Girardeau and Jonesboro over a linear routing. Trans States did not submit a proposal that included Jonesboro. As established by Order 84-3-98, Cape Girardeau's essential air service deteraination requires at least two round trips each weekday and over each weekend period between Cape Girardeau and St. Louis, with one intermediate stop permitted, providing 48 seats each service day in each direction assuming 14 -seat or larger aircraft are used. By Order 91-12-1, we also stated that we would review Cape Girardeau's essential air service determination as required by our regulations and that we would review the city's request for dual -hub service during the carrier selection process. We will also review Cape Girardeau's EAS service requirement in the context of the Airport and Airway Safety and Capacity Expansion Act of 1987 (P.L. 100-223), effective October 1, 1988, through September 30, 1998. We will also review Cape Girardeau's EAS service requirement in the context of the Airport and Airway Safety and Capacity Expansion Act of 1987 (P.L. 100-223), effective October 1, 1988, through September 30, 1998. The modified requirements of this law which pertain to eligible - 2 - communities are: (1) minimum seat requirements at an eligible point will be based on a 60 percent load factor standard for aircraft having 15 or more passenger seats; (2) for points not in the State of Alaska, service must be provided with aircraft having at least 15 passenger seats if the average daily enplanements at the point exceeded 11 passengers in any calendar year from 1976 through 1988; (3) there may be not more than one intermediate stop between the essentiaf air service point and its hub, which generally must be a medium or large hub; (4) in cases where service regularly exceeds 8,000 feet in altitude, pressurized aircraft must be used;' and (5) flights must be operated at reasonable times, taking into account the needs of passengers with connecting flights at such airport and at rates, fares and charges which are not excessive when compared to the generally prevailing fares of other air carriers for like service between similar pairs of points. (A community may waive any of these requirements). Within this context, and at the request of civic officials, we requested that the carriers submit proposals that considered '► service to an additional hub, i.e., Memphis, and proposals that provided improved schedules to St. Louis only. In response to our request, we received proposals from two carriers: Trans States Airlines, the incumbent, and Lone Star Airlines. My purpose in writing you at this time is to advise you of the carriers' subsidy and service proposals and to request your comments. We have completed rate negotiations with both carriers and their final service/subsidy proposals are summarized below. Trans States Airlines d/b/a Trans World Express Trans States has proposed two options. The first option reflects the three -round trip service it currently provides and meets the community's current EAS definition. Under option 2, the carrier would provide a further round trip to St. Louis on weekdays. The carrier chose not to submit a proposal for service to a second hub. Specifically, the proposals provide for the following service with 19 -seat Jetstream aircraft for a two-year period. I Ia addition to rsses in which minimum eoroute altitudes requim flights to regularly exceed 8,000 feet, we have assumed that flights genemily exceed 8,000 feet on stage lengths greater than 150 miles. 10 - 3 - Onti on 1 -- three round trips each weekday and over the weekend period between Cape Girardeau and St. Louis with no more than one round trip operated via Marion/Herrin. This service would be provided at an annual compensation rate of $2x6,248. (See Appendix A for details of the subsidy calculation and the proposed flight schedule.) Ootion 2 -- four round trips each weekday and three round trips over the weekend period between Cape Girardeau and St. Louis with no more than one round trip operated via Marion/Herrin. This service would be provided at an expected annual compensation rate of $345,546. (See Appendix B for details of the subsidy calculation and the proposed flight schedule.) Trans States has suggested that it would be willing to provide this option on a trial basis (for up to a ore -year period), subject to review and possible extension after the trial period. Exec Express II d/b/a Lone Star Airlines We have negotiated four service options with Lone Star. All four options would provide Cape Girardeau with at least the ♦.. same service level it currently receives. Options 1, 3 and 4 meet the community's current EAS definition, while under iC on 22 the carrier has attempted to propose service in tfieunity service to a second hub --Memphis (via Jonesboro). All of the Options, excep pr Option 1, include Jonesboro in the service pattern either as an intermediate point for Memphis service or an upline point for service to St. Louis. In addition, although Options 3 and 4 offer identical service for Cape Girardeau, since option 4 also includes a revised subsidy/service proposal for other points an Lone Star's system, the subsidy calculation is different. Specifically, the four proposals provide for the following service with 19 -seat Metro III aircraft for a two-year period. Option 1 -- service would consist of three nonstop round trips each weekday and over each weekend period between Cape Girardeau and St. Louis for an annual subsidy rate of $484,622. (See Appendix C for details of the subsidy calculation and the proposed flight schedule.) 11 - 4 - Cption 2-- service for Cape Girardeau would consist of three nonstop round trips each weekday and weekend period to St_ Louis, and two round trips each weekday and weekend period to Memphis, via Jonesboro. This service would he provided for an annual subsidy rate of $584,572. (See Appendix D for details of the subsidy calculation and the proposed flight schedule.) notion 3 -- service would consist of three round trips each weekday and three round trips over the weekend period over the routing Jcnesbaro-Cape Girardeau -St- Louis at an expected annual compensation rate of $861,5o5. (See Appendix E for details of the subsidy calculation and the proposed flight schedule.) However, the net effect of this proposal would be $639,452 annually because the current Jonesboro rate would he eliminated if this option was selected. Option 4 -- service would consist Of three round trips each weekday and three round trips over the weekend period over the routing Jonesboro -Cape Girardeau -St. Louis at an expected annual compensation rate of $905,859. Because of +` other changes to the carrier's route system contemplated in this proposed rate, the overall increase to the carrier's annual subsidy would be only $334,778. (See Appendix s^ for details of the subsidy calculation and the proposed flight schedule.) We would appreciate receiving your views on the carriers' proposals before we make our recommendation to the Assistant Secretary. We ask that you submit your comments within twenty (20) days of receipt of this letter.
