MEMORANDUM
TO: Airport Advisory Board
FROM: Douglas K. Leslie, Public Works Director dy—
DATE: April 9, 1992
SUBJECT: Update on Projects
Since we were unable to meet this week, I wanted to make you aware
of the status of various projects ongoing at the airport. The first of
these involves the new lease agreement with Cape Central Airways. The
proposed lease that you reviewed at the March 10 meeting was presented
to the City Council at their March 16 meeting. The Council had some
comments and concerns regarding adequate insurance coverage for the
fuel farm operation related to fuel storage tanks, for the existing
site, and the proposed new site. We renegotiated these items with Mark
Spatz, and the revised lease was presented to the Council at their
April 6 meeting. The lease was approved by City Council Resolution,
has been executed, and is now in effect. We feel like the new lease
agreement will be beneficial for long term develop-ment of the airport
and for Mr. Spatz and his operation of Cape Central.
At your March 10 meeting, you were informed that the City was
. working on a contract with Sides Construction Company for the
renovation of the airport terminal building. As you recall, Sides
Construction was the low bidder in the bid letting, but we were having
some difficulty in FAA accepting the Disadvantaged Business Enterprise
efforts indicated by Sides. After nearly two months of working back
and forth with the FAA and Sides, and contacting various DBEs, the City
reached an impasse in resolving the issue and thus could not get Sides
approved by the FAA. This issue was presented to the City Council at
their April 6 meeting, and a decision was made to award the contract to
the second low bidder, Schemel Construction Company. The difference in
the two adjusted contracts is some $27,000, but subsequent change
orders may reduce that to approximately $10,000 difference. Mark is
presently working to get all the approvals necessary for Schemel
Construction Company. Hopefully some construction can be underway
within the next two weeks. Everything remains contingent on FAA
approval of the contract. After nearly two months of frustrating
effort, maybe we are close to a construction start.
On March 26 1 traveled to St. Louis to a meeting of airport
officials called by Trans World Express. They flew airport
representatives in from across their system for a meeting on marketing
and a review of TWE's status. At this meeting the president of TWE,
Mr. Hulas Kanodia, indicated that TWE remained committed and closely
tied to TWA. He indicated that TWA's situation appeared to be
improving, and he thought they would be emerging from their bankruptcy
within the next few months.

They reviewed TWE's improvement and expansion program indicating
their recent upgrade of aircraft on a number of their routes as well as
terminal improvements in St. Louis.
Last year TWE had basically one entrance into the Lambert terminal
lower level. I was quite surprised to find they now have a complete
concourse dedicated to TWE flights including seven gates. Passenger
enplanement and deplanement is through the seven jetways to the ramp as
opposed to entrance through one door at the lower level off a general
ramp area. They certainly had the appearance of a much more
professional and orderly operation. They also indicated their baggage
operation had been updated with new electronic scan equipment that
better tied in with the major airlines.
Much of the day was devoted to marketing and the emphasis of TWE's
marketing effort. They stated their marketing effort would be with
travel agencies and key business flyers. They stated that over 80
percent of the tickets are booked through travel agencies, thus
reiterating a need to foster good relation efforts with the agencies.
They cited stepped up visitation program by TWE representatives to
various travel agencies stating that they would send representatives to
meetings with key business people in the community.
All the airport representatives in attendance indicated this
meeting was the first effort TWE had made in bringing all parties
► together to discuss these issues. I feel like the meeting was a
positive step and definitely more of this should be done by TWE. Their
improvement efforts and the level of activity in St. Louis certainly
represent positive changes over the last year. Let's hope that this
and their reliability figures continue to show these positive signs of
improvement. Please find attached some general information on TWE.
The Essential Air Service Program continues to be extended on a
month to month basis. We have heard that the Department of
Transportation has held meetings with the airlines in Washington, but
we have not received any official word of the outcome of those meetings
from the DOT. We will keep you advised as this matter progresses.
The May 9 and 10 air show activities are rapidly approaching with
advanced ticket sales now underway. Mark and the air show committee
are continuing to work out last minute details for this major effort.
With the demands of the air show on everyone's time, Jerry McClanahan
has questioned whether or not we should try to have a board meeting
between now and the show. He suggested postponing the next meeting
until the week following the show. We will be back in touch with you
to firm up a date for this meeting. Please call if you have any
questions or concerns.

TRANS STATES AIRLINES, INC. d1b/a
 -TRANS WORLD EXPRESS
Company History Trans States Airlines
Trans States Airlines, a privately held company, was incorporated in Missouri on
November 5, 1982, as Resort Air, Inc., and was issued an air carrier operating certificate by
the Federal Aviation Administration (FAA) on April 11, 1983.
On April 22, 1985, Resort Air entered into an agreement with Trans World Airlines,
Inc. (TWA), to operate as a TWA commuter air carrier. On August 5, 1985, the company
began service as Trans World Express. By the end of 1985, the Trans World Express fleet
consisted of four 15 -seat Metro II and four 19 -seat Metro III aircraft, providing service to
six cities in Missouri and Illinois.
On September 22, 1986, Hulas Kanodia purchased Resort Air, Inc. Since the change
in ownership, management has concentrated its efforts on quality control in maintenance,
pilot training and fine tuning station operations. This enhanced the Trans World Express
position with TWA as its commuter partner and positioned the company for the successful
introduction of the latest state-of-the-art regional aircraft, the 48 -seat ATR42.
In June 1988, the company was granted a 401 Operating Certificate from the
Department of Transportation (DOT); and in September 1988, received its Part 121
Operating Certificate from the Federal Aviation Administration, which is required for
operating the ATR42. The company operates its flight department under Part 135 for
Metro operations and Part 121 for ATR operations. The maintenance department is
operated under Part 121 requirements in all respects.
In June 1989, the company changed its name from Resort Air, Inc., to Trans States
Airlines, Inc. (Our new name better represents the growth experienced by our airline to
date and supports the long range goals of Trans States Airlines, Inc. The company continues
a steady trend of growth and establishes itself as one of the largest and most innovative
regional carriers in the industry.)
On February 1, 1991, Trans States acquired Air Midwest's Trans World Express
routes. With this acquisition, Trans States currently serves thirty-one cities in eleven states
making it the sixth largest regional carrier in the country.
Trans States currently operates a fleet of Metros, Jetstreams, Embraer Brasilias,
ATR42's and the recently acquired 68 -seat ATR72's.
