Seesing Guests: Jay Eastlick AIRPORT BOARD MEETING Tuesday, December 3, 1991 Staff: Chairman Douglas K. Leslie Kevin T. MCMeel Mark J. Seesing Gayle Conrad The meeting was called to order at 4:05 p.m. by Chairman McClanahan. Jim Bowman moved, seconded by John Seesing, that the minutes of the November 5 meeting be approved as mailed. The Board unanimously approved. The Board proceeded to review and discuss the priority list for airport projects that was prepared by Mark Seesing. Mark indicated that the items that were placed high on the list are items that need to be covered by entitlement funds. He suggested to use the entitlement funds for lower priority projects of the FAA. The lower items on the list are more likely to be obtained using discretionary funds because of FAA priority. After discussion, Bill Walker moved, seconded by Jim Bowman that the AIP priority list be accepted as proposed. The Board unanimously approved. Mark Seesing indicated that the Blue Angels Flight Demonstra- tion is scheduled to be in Cape Girardeau on May 9 and 10, 1992. However, this is still contingent upon obtaining arresting gear and funding. There is a preseason meeting scheduled for December 13 with Lt. Dave Stewart and Lt. Commander Duhrkopf. This meeting will cover what is required by the City to put on the show. Mark stated he still needs help in the corporate sponsor area if anyone was interested. Doug Leslie stated that Mark is working with Congressman Emerson's office to get a static military aircraft display for the airport. The aircraft would be a gift to the City. However, the City is responsible for transportation, mounting and maintenance of the aircraft. Jim Bowman moved, seconded by Bill Walker, that staff get together a cost estimate on putting up the display and review it at the next meeting. The Board unanimously approved. Mark reviewed with the Board the EAS information. FAA had 90 days to send information to airlines and for them to respond with a proposal for service. As soon as DOT receives the proposals, they will be sent for our review. The only airline in addition to TWE that is interested is Lone Star. w - 2 - Regarding the marketing plan for the airport, Bill Walker explained that Skip Smith of SEMO University has his business class preparing a mission statement for the airport. Mr. Smith would also like to have an intern work at the airport. Mark Seesing needs to look into this option and determine what he wants from an intern. Bill Walker also stated that the Air Transportation Committee will meet next week to decide how to use the marketing program it prepared and how to distribute it. Bill also requested Allan Maki to contact Mr. Fleming in Bellingham, Washington, and see if he would share his ideas of his original mission and goals for his airport with the Board and Mr. Smith. Mark reviewed with the Board the timetable for the terminal renovation. An ad for bids starts on December 8, a walk through is scheduled for December 17, and bid openings are on January 7. The asbestos project will be put out for bid soon, and hopefully that project will be complete at about the time the terminal renovation will commence. Regarding the proposal that was submitted to obtain the Convention and Tourism Funds, Mark suggested that each Board member contact anyone they knew on the committee concerning the air show proposal. There being no further business, the Airport Board meeting adjourned at 5:15 p.m. Respectfully submitted, Gayle Conrad
