Seesing, Airport Manage DATE: October 1, 1991 SUBJECT: Airline Contacts I have initiated contact with several airlines since we were advised of TWE's notification to the D.O.T. of their intention to terminate their service here. First I would like to say that TWE is not actually intending to leave Cape Girardeau. They are only trying to secure the EAS subsidy that is allowed for this service. I have contacted Ms. Linda Petre of the Department of Transportation. Ms. Petre will be handling this case, and I called her to ask about what the procedures are in these proceedings. Ms. Petre advised me that the community will have two opportunities to comment on this issue, once in the onset of the process and then again after they have received proposals from other carriers that L desire to service this market. Our initial comments should indicate what services we would like to have here and to what degree we can guarantee the support of such service. We should not demand any particular services as that may deter them from looking favorably on our request to secure a dual hub designation for Cape Girardeau. What I have done in the past two weeks is contact the carriers I feel would give us the best possible service. Attached is a copy of correspondence that was mailed. I have also written a letter to local industry leaders with a request that they inform me of what type of services they feel would best serve their particular needs. I requested that they supply me with their needs by October 15 so I can correlate the information and forward a request to the D.O.T. I will update you on further developments as they come about. Brady Phoenix Airline Services 1777 Phoenix Parkway, Suite 303 Atlanta, GA 30349 Dear Mr. Brady: In recent conversations I have had with Mr. Jeff. Jenner of your organization in an effort to entice your airline to reenter the Cape Girardeau Memphis market, Mr. Jenner suggested I contact you directly with my request that you consider the possibility of your airline to once again supply service from Cape Girardeau to Memphis. As you know, Northwest Airlink supplied service in this market from August, 1986, to April, 1988. During this period the average monthly enplanements were 350 passengers either heading to Memphis or connecting 6` through Memphis for other destinations. Realizing this average enplanement number is not adequate to sustain direct service to Memphis, possibly combining Cape Girardeau with Paducah, Kentucky, or Jackson, Tennessee, would derive a substantial load factor and allow this community an opportunity to display our support of your airline. on September 4, 1991, our existing carrier filed a notice with the D.O.T. of their intentions to terminate service in Cape Girardeau. At this time we are contacting other carriers that may be interested in serving Cape Girardeau. We are also going to be working with the D.O.T. in an attempt to gain a dual hub designation for Cape Girardeau. As stated earlier, Cape Girardeau is extremely interested in having Northwest Airlink supplying service to and from Memphis. I would be very interested in talking with you about Cape Girardeau and our goals for the future. Thank you for your time and consideration. If you have questions or require any further information, please let me know. Several months ago I submitted information on Cape Girardeau, but I understand there have been some changes in your organization. Therefore, I would Like to resubmit to you an information packet that tells you about this community. Cape Girardeau has had airline service since 1960 starting with Ozark Airlines. Over the years we have been serviced by as many a:; three carriers at one time and as few as one at times. Our enplanements have fluctuated quite a bit over the years with more than 17,000 in 1978 to just above 1.0,000 in 1990. This information is shown in the enclosed documentation. Cape Girardeau is considered an Essential Air Service market with a hub destination of St. Louis. Currently we have: been advised that our existing carrier has applied for subsidy from the O.O.T. to supply services to this market. It is our understanding of the EAS regulations that there is a possibility of acquiring a dual hub designation for this EAS market. We: have several businesses as well as Congressmen and Senators who are interested in having Nashville air service to enable them better access to the national air system. We are interested in knowing whether your airline would consider working with as to make Nashville the second EAS hub for our community. if you have any questions in this matter, please do not hesitate to contact me. I would appreciate your prompt attention "HO.ME OF MISSOURI STATE FLAG" Mr. Yil Surehan Page 2 ,.. September 20, 1991 on this as the time frame for our discussions with the D.O.T. is very limited. On September 4, 1991,..Trans States Airlines filed a 90 day notice of intent to terminate service at the Cape Girardeau Municipal Airport. It is my understanding that. Trans States is requesting the D.O.T. to pay them a subsidy for supp]ying this service. It is also my understanding of the EAS regulations that there exists an opportunity to have a dual hub designation for this market. We feel the dual hub designation would be the optimum situation for us and Leel. Cincinnati is an excellent destination since we have several large corporations that desire this service such as Procter. and Gamble and M & w Packaging. We are interested to know if your airline: would consider working with us to influence the D.O.T. to make Cincinnati our: dual hnb destination sighting the substantial amount of traffic needing to access the Cincinnati area. As I expressed to you at the meeting, Cape Girardeau is actively recruiting additional air service to alternate destinations other than St. Louis. Although St. Louis is the designated Essential Air Service (11AS) for the City of Cape Girardeau, we feel Chicago is a much nore useful destination. Enclosed are several pieces of information about Cape Girardeau and the surrounding communities. I have included enplanement figures dating back to when Britt Airways serviced this area to show a little of what was here compared to what is here now. I realize the decision to set up service from a new community is a detailed process. I an very interested in working with you to help with anything you may need to bring about service from Cape Girardeau by your airline. If I can be of any assistance whatsoever, please do not hesitate to contact me. I will be checking with you in a week or two to confirm your receipt of this information. MJS: gc 07 Sincerr ly, M, .% _ Mar1T eesing Air ort Manager "HOME OF MISSOURI STATE FLAG' This letter was sent to all the individuals on the attached list. October 1, 1991 Dear 2-: As you may or may not know, Trans World Express, the commuter airline operating from Cape Girardeau to St. Louis, has filed notice with the Department of Transportation to terminate service in this market. I have been advised from the management of TWE that the reason for this notification is an attempt to secure essential Bair service subsidy to continue supplying this service.. For a bit of history, Cape Girardeau has for some time: been considered as an essential, air service market by the D.O.T. What this means is that any carrior desiring to service this area may apply for and receive compensation to operate the service at a break even level. This regulation then requires the carrier to supply the service with a certain typo of equipment and a specific minimum amount of available passenger seats. For this market the carrier is required to use a twin engine aircraft with two crew members and to supply a minimum of at least 48 seats in each direction per day. TWE up until this time has operated between Cape Girardeau and St Louis at a loss electing not to participate in the EAS program. They now feel they can no longer operate this way and, therefore, the reason for filing the notification. According to EAS regulations, the D.O.T. mist now petition other carriers to supply proposals stipulating their desires and costs to service this market. it is also the time the community can voice its concerns and requests with regard to the type of air service the community desires. The regulation does allow for a market to have two designated hubs to allow for adequate passenger availability. However, the D.O.T. has indicated to me that this may be very difficult to accomplish but not impossible. The requirements to have a dual hub designation would be to have: 1. Strong commercial ties. 2. Close geographically. 3. Political needs. - 2 - .,. Showing a need for an additional destination citing these guidelines may influence the D.O.T. to allow for a dual hub designation for Cape Girardeau. what I am requesting from you is to submit in writing to me what type of service and to which destination would be best for your company. Also include an approximate number of passengers you may have travel on an annual basis. I will correlate this information and submit it to the D.O.T. to establish this community's requests in this issue. The time frame for this process is a very short 90 day period. If you could take time from your schedules to reply, I would like to forward your comments to the D.O.T. by mid October.. is thank you for taking time; to read this and thank you in advance for your commonts. If you require any further information, please let me know. I will try to answer all your questions Sincerely, Mark J. Seesing Airport Manager MJS:go Mr. Sumio Kurihara, President Biokyowa, Inc. P.
