AIRPORT BOARD MEETING
Tuesday, October I, 1991
Staff:
Chairman Douglas K. Leslie
Kevin T. MCMeel
Mark J. Seesing
Gayle Conrad
As of 4:12 p.m., there were not enough members present to have
a quorum for a meeting. Jerry McClanahan indicated to those
present that they could go ahead and discuss any ideas they had for
improvement of the airport.
Mark Seesing presented to the Board a memorandum he prepared
indicating several contacts he had made in an attempt to secure
another carrier for the airport. Some of the airlines contacted
were Lone Star of Texas, Northwest Airlink, Com Air of Cincinnati,
Phoenix Airline, American Eagle and Direct Air. Lone Star will be
putting in a proposal to connect Memphis and St. Louis. Direct Air
will be sending information on their airline and are looking at
expanding to the Cape Girardeau area in the Spring of next year.
In addition Mark sent a letter, which was also attached to the
memo, to several industries in the area as a result of TWE's
request for EAS subsidy. The request is now in the hands of the
Department of Transportation. They will petition other carriers
interested in servicing Cape to submit a proposal of the services
they could offer to Cape and the cost of their service. In
addition, the public an also submit a proposal to the DOT of what
type of service they want in the area, the destinations they
prefer, and how many people they could enplane in a year. DOT has
90 days from September 4 to make a decision.
The board members indicated they thought this letter to the
industries was a good idea and suggested the letter be sent to
others including, but not limited to, Columbia Sportswear, SEMO
University, HSCA and the local Chambers of Commerce.
Alan Maki then presented the following ideas to the Board for
improvement of the airport. First he suggested that some type of
formal marketing/business plan be prepared for the airport. It
should include options such as land acquisition, "nitch" marketing,
maintenance operations, rental options, formal goals etc. with an
end result of achieving a break even point or even a profit.
Second he suggested that we pursue the avenue of air cargo, air
freight and delivery systems by using the letter approach and
follow up with a marketing plan. Third, Cape should begin a
"regional outreach" program for the area. It should contact the
- 2 -
local chambers, get their support, and possibly get their opinions
on the situations at the airport.
After discussion on the above, Jerry McClanahan indicated to
put on the next agenda to discuss these suggestions. Alan Maki
stated that he would work will Bill walker in attempting to get the
University, and possibly the Marketing Club, to work on a business
plan for the airport.
Mark Seesing advised the Board that on November 22 the annual
AIP conference will be held in Kansas City. The conference will
discuss FAA funding, pending regulations, and what will be
appropriated through the AIP program. In addition, the Missouri
Airport Manager's Association meeting will be held on November 21.
If anybody is interested in attending these meetings, Mark will be
leaving on Thursday morning, November 21.
There being no further business, the Airport Board meeting
adjourned at 5:00 p.m.
Respectfully submitted,
Gayl Conrad
