McClanahan: Yes. Cole: ... McClanahan: He runs a little late sometimes. At any rate. lets call the meeting to order. Since this is a called meeting, I am ► going to dispense with the approval of the minutes knowing that we did cancel our September meeting. We will take it no at our October meeting_. In dealing with today's subiect, the reason you don't have an agenda in front of you is because there is one subiect. and it has to do with land acquisition. So we would entertain a motion for a closed meeting. Bowman: So moved Sewing: Second. Cole: I didn't know this was laud acouisition. McClanahan: i think it fines. Itdeals with that and it is in our minutes that it is that nart-!cuiar. lav: Do you auvs think you are acing to take some action? Cole: The subiect. that is fine with me, but the subiect that. I have to discuss does not have anvthing to do with land acquisition. McClanahan: Well, I was misinformed because I thought it would be. In that Particular case you are welcome to stay. Cole: I don't know if you are going to be entertained but you are welcome. Fischer: Might I say somethin5, before vuu all get started in youi meeting. The reason 1 am stickino my nose in here too tndav is the guys that are usually here are both out of town. I think it is dealing with a subject ... Since we are gathering two more here we will wait just a moment. Okay I will open the meeting. If you would please be seated and we will get on with this thing. The subject tl,en will be whether the terminal buildina is to be done as Der plans or whether it should be put on hold I think rs exactly the rest of the subi,_-ct ruattei. I think That is. With that I am goinq to start by tryinq to define, as I see it, the purpose of all airport advisory board and the functions that it should serve. I can put those in two categories. One is that the board .. to be cognizant of. make a studv of, tecoani.ze all of the phases of the airport operation that occur here. The ether is that we, as a board. should make rronsfderrerd judgments of all these matt.-rs and in evi-ry instanr•.- we should make recommendation,. to th, :r^i tv t'.oun,-i i Ti t,-rmt: .f what wean,I u:: what our studies have d!.1o=:.-d. Fischer: We do have, as you all saw in the paper, or you act a memo from Mark in reference to the FAA funding. The $417,000 improvement. That was a verbal message we received. We are waiting now for the grant itself. Once we get the grant it is my understanding that we have to approve that by the first of October. We haven't even pot it. If we get it we will take it to the Council Monday night of course. Now as far as losing funding, I am not sure. We can't accumulate over $900,000 can we? Do von know? Greg: I don't think it is a dollar amount. I think it is a three year, you can't go beyond a three year. Fischer: Right. So what we have here we have $417,000 of that $900,000 that we now have accumulated. We have that in a proiect, the airport terminal building renovation. In addition to that we have a $100.000 energy grant which will take care of parts of the mechanical in line with our portion. Then of course we have our money. The City's portion of this terminal building renovation is already available in the bank which was from bonds that were sold about a year and half, two years ago. So all the money is in hand. Now speaking to, lets say, Alan commented, you may change your r..- mind, he said I would be in favor in renovation if the funds were not available at all for a new terminal. I think you have two questions you have to look at there. Number one, with the figures we have today there would be about $1,800,000 of local funds that would be necessary according to this table I sent to you out of local finds. That would be a bond issue that would have to be passed by the people. The other part would he S3,221,000 worth of FAA funds. I guess that would be discretionary funds. Am I correct? I would assume. You wouldn't be able to match any of your $900,000 funds that you have now with FAA funds. Now you guys correct me if I am wrong. Greg: I am not sure where you are right now. As a primary airport. Fischer: You go ahead and explain it. That is fine. Greg: As a primary airport the opportunity for discretionary funds is not there. Fischer: We are a primary airport. Greg: A primary airport. You can only use your entitlement funds for terminal expansion, renovation, addition, new terminal. You can only use the formula that provides funding for non -revenue producing areas. That is your 38 percent. So it is my '► understanding that $417,000 or $418,000 that is authorized is not new money. It is your existing entitlement money that you already 11 _ have. So you have 8900,000 in the kitty. I thouo ht it was somewhat less than that. You can onlv use $416.000 of that for the proposed renovation. That is all the Federal money of the FAA. You cannot dip into discretionary as a primary airport.. Cole: May I interrupt. Maybe not, but it seems like to me that we have gotten away from the subject because the subject is do we pause and make a study to determine what this City really would like to do and then its time to talk about money. Fischer: But Alan in his comment referred to funding. He had a question in mind, was he going to lose some funding. That is what I am trying to speak to is are you going to lose money. October 1 is a deadline. Seesing: I was talking to Mark when I found out we had to approve this by the 1st of October. What if it doesn't act approved by that time, what would we lose? He said there is $13.000 we will lose because it has pone past the three years. I don't see that in here anywhere but that. Maki: I was lookina throuah my back minutes. Seesing: We lose anything that is three vests old at that time, that is the cutoff time. and he said we have used all of it except 513.000. Walker: I would think that if we dial put this on hold then we could find a wav to allocate that $13.000. Fischer: No. I think that is pone. Seesino: It would be after the 30th of September. Fischer: I think that is gone. McClanahan: But the 30th of September we pick up the next year's entitlement, and that runs a year behind. Maki: Are you going to aet next year's entitlement with under 10,000? Mcrlanahan: This is what I am addressinq to Greg. I believe you are one year behind at all times, am I not right? In other words our entitlement comes from. Greg: I would have to ask Marl: or Doul Leslie or Ron. Fischer: Yes, it is one vear behind. Sn October 1 we should qualify for last vears. which. was 10.000. so that would be th- ... fourth year. 12 McClanahan: Then this next year. pi ovidinq we don't make our 10,000, then we lose it. Fischer: We lose the primary designation. McClanahan: Do _you understand that? Tha` is the way I understood it to be, Maki: If we lose the ori irary desi anati on and ao into disci et ionary funds, is there discretionary funding available? You were saving not as a primary. Greg: If you lose the orimai:v designation which ,vet-vboly is assuming you will. McClanahan: Yes. We are assuming it is goina to happen Greg: You would then ao, instead of FAA regional office in Kansas City to the Missouri Dopar'tment of Highway and Transportation Aviation Division, which is soon to begin October 1 its third year of a three year pilot program where the state takes over the FAA responsibilities within the state. There is a maximum of 5200,OOn per applicant discretionary money for terminal renovation whatever. That is a maximum that is set aside Talking with the chief of the Aviation Division of the Missouri Highway and Transportation Department, they have not utilized any funds for any airport terminal projects in the current two years that the pilot program has gone on. There have been too many requests for basic necessities of runways, aprons, etc. to allocate any funds for that. Now this is the third year that is starting October 1.. In 60 to 90 days after October 1 they will have their third year allocations allocated. So you are in a catch 22. You won't know until the end of this year in December if you are going to have 10,000 enplanements to drop out of primarv. They will aireadv have their money allocat,l by fh,.-,i for hho upcoming fiscal year beginning October 1. It i= only $200,000 maximum and th, tat - hasn't been giving any so there is not much reliance tF,Nre. Seesing: Isn't there some other fund, available on grants? As understood it in one of thF meetivas that vnu went to in Kansas City with the FAA, that monev is allocated to a lot of airnort-. that can't match the monev and so th.- federal monev comes back into a pool. They are not ahle to do their proiects and everything and from that airports can request grants. Ir: tl'.at your lis, retionary funds? Greg: That is your disi,r+-tionarv. Maki: That is limited to 5200.000 nr is that a separate pool from the .;tate? ;;reg: It is x`200.000 cn c,= y, a of nut of the primary eat,•goty. not concerned abi, it it be i , I a t I u,- ,. ,-t in r he Future, w,= ,-aa 'ills t eva ctly that. So from that standpoint T think we need an objective statement from the powers that be, whoever those powers be. Fischer: I can't speak for the Council. of ,-ou!rse, they speak for themselves. I work for the City. Let me just mention just a couple of things though. The City Council approved the plan that you all asked to do with CMT and funded that. Of course FAA funded a major part of it. but they approved that. Then they approved a bond issue of $700.000 to a million dollars for projects to match federal funds down thee,.•. I think that ought to be some kind of direction that the Citv Council felt that there was priority. That was something that they had nevernever. never done in tha past.. They wanted to be by the water. They wanted the railroad, they wanted the good highway system. One of the things was this airoert. Thev would not take their corporate lets and his airplanes into a place that did not have all of the facilities. Well we met. that. We had the FAA fliaht rvire station, we had the air traffic control tower. we had the instrument landino system, and we had the adequate runways, the 5,000 foot runway. When that runway was built it was built for the airlines that were coming in here with lets that didn't materialize. T don't think that any of us can say that it wasn't a good idea to do all that because we've got P&G no there hixina all the people. Thev are going to close another shoe factor -v. Thev have built another line and take all of the people. We have a Good employer in onr area. I have always said that it doesn't make a bit of difference whether there is anybody in Cape Girardeau that flies an airplane. We need a good airport because of its entry to the City to make it possible for people to come here who provide emplovment. I don't know what effect that is going to have on the terminal building except that that is one of the things people see when they come in. They see a good terminal. The renovation of the terminal buildina was the lowest on my priorities and how to handle them. That is what we approved and that is what we have approved right now. That may not be the thing to do again. I think the only thing we will lose by reconsidering it is $13,000. That is what drops off after the first of October. I think when we on to doing this reconsidering we've got to consider now what will this airport do to bring people like Dana Corporation and MSW. Well M&W came because of P&G—to bring P&G and companies of that nature. Cole: And companies.that transportation companies that can operate off there. Seesino: That rs anotl'-er area. Transportation comoanie^ are something else. That is what you are talkina about. Getting Federal Express and I1PS and Airborne and those people that have terminals. There again. vour maintenance facilities you've aof to have airplanes to have the maintenance facility. Maki: Well somebody like Sabreliner. Whv is Sabreliner in Perrvville? why is Sabrelioi not here^ Seesina: They are in Perryville because of the runway. They onlv have a2,000 foot runway there while we had a 5.000 foot. Thev had the facilities, they had the buildinas and all the hangars. T think the City kept one of them, but they had all the hangars that were available when they started. ... Werner out of St. Louis needed more space and they moved down there first. Thev were the Sabreliner distributors for North American. Then Rockwell bouaht them and moved it all to ... r.. r T' r11 I Il: . W" : T,":1 _".. GLI 1>1 /Jjr ill" IiIJ -- vearF, I E, t,a the Yu• -! -- Y. 1 <r !. ....
