Seesing Douglas K. Leslie Truman Cole Kevin T. MCMeel Bill Walker Mark J. Seesing Jim Bowman Gayle Conrad The nesting was called to order at 4:08 p.m. by Secretary Bowman. Truman Cole moved, seconded by Bill Walker, that the minutes of the July 3, 1991, meeting be approved as mailed. The Board unanimously approved. The Airport Usage Report for July was reviewed with the Board. The traffic count is 1,000 below last year at this time. However, the air show rides had 476 enplanements. Bill Walker suggested that we may need to look at getting a 135 carrier that will guarantee a certain number of flights daily with or without passengers and may want to look into getting it subsidized by a public agency. However, this carrier would need some type of guarantee that it would not go under. Mark Seesing updated the Board on the status of the airport improvement program projects. Work on the taxiway spurs should begin the week of August 12. In order to build up the subgrade to support the blacktop, 18" will be dug up and replaced with crusher run. FAA has proceeded with the grant application for the terminal building and parking lot. Tom Holshouser is in the final stages of design and specification and bids should be let within the next month. The water system has been put on hold until. a decision is made on the options. It has not been included in the grant application for this year. Doug Leslie reported to the Board that the Department of Natural Resources will be at the airport on August 13 at 10:00 a.m. for formal presentation of the low interest loan for $100,000 for the heating and air conditioning system unit for the terminal. He suggested that some of the Board members may wish to be present at this presentation. The Board then reviewed the T -Hangar Agreement that was distributed at the previous meeting. Bill Walker presented and `+ reviewed with the board a list of recommended changes for the agreement. S.T. Seesing suggested that a clause be included in the agreement to describe action that would be taken by the City upon default by the tenant. Jim Bowman moved, seconded by J.T. Seesing, that Bill Walker's recommended changes along with J.T. Seesing's suggestion regarding default be approved and turned over to the City Attorney for his review. The Board unanimously approved. The Board then proceeded to review the Minimum Operating Standards also distributed at the previous meeting. Bill Walker presented and reviewed with the board a partial listing of recommended changes for the standards. He indicated he would complete the list of changes and have them ready for the next Board meeting. Mark Seesing presented to the Board a lease proposal he received from Sherry Woods regarding Mid -States Aeromotive. The existing lease was terminated by the City Attorney on August 7. if Sherry Wood's proposal is acceptable to the Board, it would then be turned over to the City Attorney to prepare a formal lease that would then be approved by the City Council. Truman questioned what would determine financial responsibility of Ms. Woods. Bill Walker suggested that she provide an income statement and balance sheet or her tax returns for the previous two years in lieu of an income statement. After discussion on the issue, Bill Walker moved, seconded by J.T. Seesing, that the Board approve Ms. Wood's proposal and have it forwarded to the City Attorney for a formal lease. The Board approved with Truman Cole abstaining. Mark gave the Board an update on the air show. The total cost of the air show was $8,000. The City budgeted $5,000, $2,400 was received in donations, and $600 was received from corporate sponsors. Four hundred seventy-six airplane rides were given in the two day period. Truman Cole questioned whether the $5,000 paid by the City was well spent or if there is a better way to spend the money. Truman cole stated that possibly the airport should be taken out of government control and put under jurisdiction of another entity, such as the Port Authority, that will pursue the projects and get the enplanements necessary. A general discussion ensued regarding the role of the Airport Board and decline of boardings over the last decade. Jerry McClanahan pointed out that Columbia has also had a decline. Truman Cole predicted a loss of privately owned aircraft to occupy the T -hangars. Mr. Cole raised the question of whether a terminalrenovation is wise in light of declining enplanements. The Board reaffirmed its desire to proceed with the renovation. - 3 - After miscellaneous discussions, Jim Bowman challenged the Board to come to the next meeting with ideas for improving air service and getting passengers back to the airport. There being no further business, the Airport Board meeting adjourned at 6:20 p.m. Respectfully submitted, Gay Cononradd M
