RECOMMENDED CHANGES TO
T -HANGAR RENTAL AGREEMENT
Page 1, end of second paragraph - change - "make and enter into the
following agreements:" - to - "agree to the following:"
Page 1, paragraph 1. — change - "Landlord agrees to" - to - "Land-
lord shall"
Page 1, paragraph 1. - change - "personal aircraft" - to - "per-
sonal or corporate aircraft"
Page 1, paragraph 1., last sentence - change - "on a map illus-
trated as" - to - "on a map identified as"
Page 1, paragraph 3. - change - "Tenant agrees to" - to - "Tenant
shall"
Page 2, paragraph 4. - change - the entire paragraph to read
"Usage of the demised premises is restricted to the
storage of personal or corporate aircraft only. The de-
mised premises shall not be used for any type of
commercial operation as defined in the MINIMUM OPERATING
STANDARDS FOR COMMERCIAL ACTIVITY/OPERATION OR SERVICE
AT CAPE GIRARDEAU MUNICIPAL AIRPORT, or the storage of
any type of hazardous materials such as fuels or
chemicals.
I would also change the word "demised" in the above paragraph
to "described." In my opinion, demise implies a more perma-
nent transfer of property rights than the would normally be
the case in a short term lease. The property is described by
location name in paragraph 1. and identified on the map or
plat appended to the lease.
Page 2, paragraph G., next to the last line - change - "notices" -
to - "notice"
Page 2, paragraph G., next to the last line - change - "personal
property, and if" - to - "personal properly. If'
Page 3, paragraph G. continued, first line - strike the words "then
in that event"
Page 3, paragraph G. continued, last three words - change - "prop-
erty in question." - to - "property."
Page 3, paragraph B. - change the entire paragraph to read
"Tenant shall have the right, upon written notice to
Landlord, to terminale this Agreement and Tenant's fur-
ther obligation hereunder or at its option to suspend
the payments normally due under this contract if
Tenant's operation from and use of the space provided
shall for any teas•,, be materially interfered with for a
period of fifteen (15) days. Said material interference
may be the result of, but is not restricted to, complete
destruction of the described property by fire or other
cause, or occupation of the airport or any substantial
part thereof by the United States Government or any of
its agencies.
Page 3, paragraph J. - It is impossible for any individual or cor-
poration to comply with this paragraph in its present form.
Try changing - "Tenant will not," - to - "Tenant will not,
within its power to do so,"

RECOMMENDED CHANGES TO
MINIMUM STANDARDS
FOR
COMMERCIAL, ACTIVITY/OPERATION OR SERVICE
AT
CAPE GIRARDEAU MUNICIPAL AIRPORT
Page 3 - insert - "Commercial Operation: A commercial activity
performed by a commercial operator."
Page 5, paragraph A• 2• - change - "Land areas" - to - "Rights to
land areas"
Page 5, paragraph A. 3. - change - "include a sufficient land" - to
- "include a description of a sufficient land"
Page 6, paragraph A. 5. - change - "a time limit as included in"
to - the time limit specified in"
Page 6, paragraph A. 6. - change - "activities as specified" - to -
"activities specified"
Page 6, paragraph A. 7. - insert - "or license" after "lease" be-
fore the comma in the second line
Page 6, paragraph A. 7. - change the last sentence to read "Said
bond shall remain in effect until the Airport Authority agrees
in writing that the specified terms and conditions have been
met."
Page 7 - the term "minimum insurance coverage" needs to be defined
according to some standard. The definition should be phrased
so that it does not have to be changed in the future but re-
10 fern to an easily obtainable standard which may change or be
changed when conditions warrant.
Page 8, paragraph A., end of second line - change - "off," - to -
"off of,"
Page 8, paragraphs B. and C. - I was unable to find the "activities
listed in this Section" or "activities listed under this Sec-
tion" - If this refers to the definitions in Section B.,
pages 2 and 3, that is what it should say. I think both ref-
erences should be to Commercial Operator.
Page 9, paragraph D. - change the first sentence to read - "Appli-
cants shall designate a manager for their operations who's
primary job is to manage and promote the operation." - change
the second sentence to read - "The manager must These
eliminate the "sexist language."
Page 9, paragraph D. - The second and third sentences seem to be
1. contradictory. Perhaps there is a better way to say it.
Page 9, paragraph E. - The term "financial responsibility" needs to
be defined. Clow does the Airport Authority determine that one
party is financially responsible and another is not? Be care-
ful how you approach this question. It has already cost us at
least one successful business that I know of. poss,Hy Poll ., law
Page 9, paragraph F., end of second line - change - "meet" - to -
"comply with"
Peg 10, paragraph F. 2. - Does this refer to commercial op-
erations? If so, commercial should be inserted between an and
operation ill the first line. Once again we need to be care-
ful. Do we intend to say that XYZ Aircraft Mfg. can not buy
land adjacent to airport properly and have "through -the -fence"
l operations? I think that would be a big mistake.
Page 10, paragraph G. 1. - change - "Will" to "May" - - - I think
we want to allow the airport manager to be able to judge the
potential of a problem and eliminate it before it manifests
itself in the form of canceled coverages, etc.
Page 1.1, paragraph G. 2. - change - "Which may" - to - "May"
,,*,1Page 11, paragraph 1. - What does this say?
Page 11, paragraph K., second sentence - should follow two spaces
behind the period for the first sentence.

Following is a brief summary of my general aviation experience.
1972 Obtained Private Pilot Rating
1972-1980 Assistant manager of the New Madrid County Airport
At Marston, MO. Experience included operation of a
V,.. full F.B.O. with Part 135 Air -Taxi Service, air-
craft rental, student flight training and flight
school, minor aircraft maintenance, some aircraft
sales and fuel sales. Co-owner of the business.
1981 Obtained Commercial Pilot Rating.
1973-1989 In addition to the F.B.O. business through 1980, I
was involved as a co-owner and working partner, a
sole owner and again as a partner in several aerial
application businesses. I worked in a management
capacity in all phases of these operations. I also
actively flew several types of agricultural air-
craft as a spray pilot for 5 years during this time
period.
1989-1991 Worked in general aviation aircraft maintenance and
service, aircraft rebuild and restoration efforts
and engine overhaul work done through the existing
Mid -States facility.
1991 I am presently preparing to take my Airframe and
Powerplant Mechanics written, oral and practical
examination. I anticipate having my A & P Rating
within the next 45 days.
GOALS & OBJECTIVES
Present Mid -States Hangar Facility
My intent is to offer a complete general aviation maintenance
shop facility, including all phases of aircraft service,
maintenance and aircraft rebuild projects.
This will be accomplished by hiring initially one or two
qualified aircraft mechanics to handle the shop aspects. My
involvement will include assistance in the shop department as
necessary and all business management phases of the operation.
The business will be structured as a Corporation and I will
serve as President. I will also participate in ownership of
the Corporation.
I have always promoted aviation and will continue to do so
through this business. All business will be conducted in a
professional manner, with a positive reflection toward aviation
and the people involved in the aviation community. I will insist
on high standards regarding the quality of work performed through
this facility. Integrity will be used in shop and business
decisions and I realize the value of a satisified customer, which
should be the main objective of any good business.
LEASE PROPOSAL CONSIDERATIONS & REPAIR REQUEST
I propose the following considerations regarding a new lease
proposal:
1. Terms - Three (3) years with the option to renew for
Two (2) years.
2. Rental - Amount of rent be $345.00 per month. This
is approximately $1.15 per souare foot with
an annual amount of $4140.00.
3. In the event a new large hangar were to be constructed
during this lease contract, I would like first option
to lease that property.
All other points in the existing lease involving the hangar
would appear appropriate for the new lease agreement.
I would like to bring to the attention of the Airport Board and
Council some very neglected maintenance and repair needs with
the hangar facility. I would recuest that the necessary repairs
and work be accomplished prior to entering a new lease agreement
or would like some assurance and committment that such repairs
`. would be completed in a reasonable time. The following need
attention and repair:
1. Both hangar doors need repair. The left door has no
lower track and the lower wood portion of the door has
rotted and come off, leaving an open space along the
lower portion of the door. The right door needs track
work and other work. It is so difficult to open, it
takes 2, sometimes 3 men to get it open.
2. There are several leaks in the roof of the hangar. When
rainy, we have to move airplanes and projects around the
leaking areas to try to work around them.
3. Need work done on the furnace prior to cold weather.
4. The leaks need to be fixed in the office roof. Same
problem as in the hangar. The entire ceiling in the
office needs to be replaced. All the leaks have ruined
the ceiling. One panel is completely out and heat
pours in from the open hole in the ceiling. The cold
will do so this winter. There is a bad leak by the
front entrance door. The carpet gets soaking wet every
time it rains.
