Seesing, that the minutes of the June 5, 1991, meeting be approved as mailed. The Board unanimously approved. Mark Seesing reported to the Board that on June 13 Doug Leslie, Judy Moss, Ron Fischer and John Seesing met with Phillip Trenary of Lone Star Express in Fort Worth, Texas. Lone Star is an independent airline that currently serves Memphis and St. Louis and is looking at the possibility of service out of Cape Girardeau. The airline is planning an expansion in the next couple of months and has expressed an interest in Cape Girardeau. Mark also indicated that he has made contact with Com Air, a Delta connection that currently serves Evansville, Indiana, and is planning a trip to Nashville to discuss the possibility with American Eagle of servicing Cape Girardeau. A visit with Northwest Airlink in Memphis is also planned. The Airport Usage Report for June was reviewed with the Board. The 96.3% completion factor was due to three flights canceled by TWE. Mark Seesing indicated that travel agents are apprehensive to book flights out of Cape because there is no longer a savings in time when comparing flying and driving to St. Louis. Mark Seesing updated the Board on the status of the airport improvement program projects. The marking of runway 2/20 is complete and the signage is installed. FAA has reviewed and approved it. 2 Concerning the taxiway spurs, FAA determined that the ramp is not dry enough for concrete work to begin. They indicated after 30 days it will be reviewed again, and if we do not receive substantial rainfall, it should be ready for construction. Regarding the terminal building renovation, Tom Holshouser is preparing bid specifications, and they should be ready in 60 days. The project will then be put out for bid for 30 days. FAA funding on the project is now at 38 percent. The water system is currently under discussion. The City has applied for an AIP grant for construction of the water system. Mark also indicated that he is looking into getting electric gates for the airport and will standardize all of them with a gate card. Mark introduced to the Board Mark Spatz, the new owner of Cape Central Airways. Mark Spatz explained to the Board that the only changes to CCA will be the cosmetics of the building, and in addition he is looking to upgrade the equipment in one to two years. Reggie Hopwood, d/b/a River City Aviation, still owns the four aircraft and is currently renting them to Cape Central Airways. Mark distributed to the Board Minimum Standards for Commercial Activity/Operation or Service. He asked the Board to review the Standards for any modifications or corrections, and they will be discussed at the next meeting. Steve Nesler moved, seconded by Jim Bowman, that the Board adjourn into Executive Session to discuss leasing of real estate. The Board unanimously approved and proceeded to executive session at 4:50 p.m. Res pectfull_ypsubmitted, `ZI 67, 1!!W Gay Pb Conrad
