The meeting was called to order at 4:10 p.m. by Chairman
McClanahan.
Alan Maki moved, seconded by Bill Walker that the minutes of
the April 3, 1991, meeting be approved as mailed. The Board
unanimously approved.
Mark Seesing updated the Board on the status of the airport
improvement program projects. The signage project is complete
except for some grading and seeding. The t -hangars are complete
and light fixtures have been installed for the taxiways.
Concerning the taxiways, compaction is still needed before the
concrete work can begin. The options are to wait until the land
completely drys or to proceed with a change order under the
contract with Girardeau Contractors. If FAA approves the change,
it will cost approximately $45,000 to $50,000 and will be on a
90%/10% funding basis.
The terminal building has been redesigned to facilitate FAA
funding. The revised plans have been submitted to FAA and we are
awaiting a response.
Joe Reaky will be at the airport on 6/6/91 to review the
condition of the paint on runway 2/20 and to make his
recommendation on how to remedy the problem. This is still under
contract and all repairs will be at their expense.
The Airport Usage Reports for April and May were reviewed with
the Board. There was an increase in completion reliability from
April to May; however the "on time" figure seems to be high, but is
misleading due to how the airline defines "on time." In addition,
tower operations are off for the month due to the fact that general
aviation has been reduced because of fuel prices.

Doug Leslie reported to the Board that Bill Walker, Bob
Hendrix, Mark Seesing and himself net with officials of TWE in St.
Louis on 5/26/91. The basic issues discussed were the plans for
terminal renovation and the reliability problem with TWE flights.
TWE indicated that it had no plans for expansion of its present
services and that it was aware of the problems with reliability.
Although they are working on this problem, Cape is not a priority
city and therefore TWE does not put its focus on this area. It
encouraged the city to look at bringing in other carriers. Mr.
Leslie reminded the Board that TWE is at Cape Girardeau as a result
of the Essential Air Service requirements, but is not receiving any
subsidies for it.
Another problem the airline is dealing with is its recent
expansion. Bill Walker indicated that it was acquired by a
smaller parent company expanding its previous 13 cities to 21
cities. He felt that the city shouldn't expect anything from TWE
regarding their image or the city's image.
Doug Leslie indicated that the results of the meeting are two-
fold. If the city gets three months of solid reliability from TWE,
it will coop on a promotional campaign for the airport and airline.
Second, the city is free to proceed with bringing in other
airlines. Several representatives are going to an airline in Texas
next week to discuss this possibility.
The Board then discussed the ways of enticing other airlines
and industry to come to Cape Girardeau. Alan Maki brought to the
Board's attention that he had received a notice from an airplane
manufacturer that it is looking to Missouri and several other
states to possibly build a new plant. He suggested that several
groups need to get together to make personal contact with and send
a letter of support to this company to entice it to locate here.
Jerry McClanahan stated that if anyone was interested they
could go out and inspect the new t -hanger building after the
meeting.
