Seesing Truman Cole Gayle Conrad Stove Nesler Jim Bowman Bill Walker Guests: Say Eastlick Jay Rhinehart Fred Keller The meeting was called to order at 4:00 p.m. by Chairman McClanahan. Jim Bowman moved, seconded by Truman Cole, that the minutes of the March 6, 1991, meeting be approved as mailed. The Board unanimously approved. .. Mark Seesing updated the Board on the status of the FAA air traffic control tower contract. As of April 1, 1991, the City entered into a contract with FAA for a six month period for tower operation with four one year extensions. The hours of the control tower operator's were reduced as a result of the Department of Labor wage determination. Also, the hours of tower operation were extended to 6:00 a.m. to 8:00 p.m. for the next six months, and then will change back to 6:00 a.m. to 6:00 p.m. for the following six months. Truman Cole suggested that if the cost wasn't too high that the extended hours continue year round or else possibly cut off an hour in the morning and add it to the evening. Mark Seesing will check with FAA into changing the hours of operation and putting a cost estimate on extending the hours for further Board review. Mark then reported on the airport improvement program projects. The signage project is completed. Crawford, Murphy 6 Tilly is working with the FAA to restart the taxiway project. The first portion of the painting program has been completed; however, this program is on hold until it can be determined why the paint is cracking and peeling. Mark and Doug Leslie are meeting with FAA on April 18 to discuss the terminal building, parking lot and water system and to determine their participation in these projects. 2 - . Regarding new security requirements for the airport, as of April 15, 1991, the airport will become a Part 107 secured airport. Mark has revised the security program as suggested by the PAA inspector. TWE will, be screening all passengers at their expense, and this operation will be watched over by the Airport Management. Also, the City will supply random patrol by the Police Department. The Airport Usage Report was reviewed with the Board. Although figures are down from last year, Cape Central Airways and Transtates had a good month. Mark indicated that an independent airline out of Texas is looking into coming to the airport. it would service both Memphis and St. Louis. This airline has indicated that it would come into Cape if TWE pulled out and would still consider coming even if TWE did not pull out. Truman Cole indicated to the Board that it was his opinion that nothing will be done about the enplanement figures until the airport loses its $300,000 for this year, and that an outside effort needs to be made to bring interest into the area and promote airport usage. The Board then extensively discussed the enplanement situation and the options they had to try to increase these figures. Mark reported to the Board that the airshow for this year is scheduled on the weekend of August 29-25. He is waiting on a price list from the Confederate Air Force and Tora Tora Tora Group. He \. planned to base the show on static displays rather than aerial acts in order to keep the air space open for plane rides. In addition, there is currently a lot of defense aircraft available that he will be checking into getting for the show. Jerry McClanahan brought it to the Board's attention that the election of officers is scheduled for next month; however, he would be out of town for that meeting. Truman Cole moved, seconded by Bill Walker, that the election of officers be moved up one month. The Board unanimously approved. J.T. Seesing then nominated by acclamation Jerry McClanahan for Chairman, Steve Nesler for Vice - Chairman, and Jim Bowman for Secretary. Bill Walker seconded the nomination, and the Board unanimously accepted this slate of officers. On motion by Truman Cole, and seconded by Bill Walker, the Board went into executive session to discuss acquisition of property for the airport. There being no further business, the meeting adjourned at 5:30 p.m. Respectfully submitted, n1f 1 t' Li'iLfle Gayle Conrad
