MEMORANDUM
TO: Douglas K. teslle, fubli.c Warks Director
FROM: Mark J. Sees,i.ng, Airport Manager
DATE: March 4, 1991.
SUBJECT: Airport Control Rower Operations
An you art) aware, the FAA has completed their review of the
evaluation of bids for our control tower operation. The
recommendation of the FAA was for the City to award the contract to
Midwest Air Traffic Control. The PAA based their recommendation on
the fact that Midwest was the low bidder for the contract. The
difference between the City's bid and the bid made by Midwest was
$10,297.83 over the life term of the contract, which is for four
years and seven month,. The FAA also indicated that it appeared
that Midwest was f.i.naneiaily stable. They also commented that the
work schedule that Midwest supplied indicating they were planning
to operate the facility with three part time employees and one full
time employee should riot be considered as a drawback to awarding
them the contract. Although, in my opinion, it will probably lead
to high employee turnover.
Following is a list of issues to consider in retaining this
contract.
1. Direct control of facility.
2. Ability to fluctuate hours of operation.
3. Direct contact with PAA qua:;ity assurance inspectors.
4. The liability concerns with the facility seem to be one
of the highest. concerns. Even though we can include in the
contract a clause requiring any subcontractor to hold the City
harmless, the fact is that this is a contractor working for the
City of Cape Girardeau; therefore, the City could still be held
liable in any type of finding of fault with the operation of the
facility.
The application of the Federal Wage Determination will
increase cost for the operation or will force a reduction of hours
for the controllers to balance that cost. The wage decision will
also place the controllers out of alignment in the City Pay Plan if
the contract is retained by the City.
In reviewing costs T have looked hack over the past five
months which were all extended at the current rate of $11,701.67
per month, the price for the first 9.5 month contract time period.
As of September 30 the rate should have increased to $12,052.72, n
difference of $351.05, with a total difference of $1,755.25. The
2
city was also required to first extend the insurance coverage for
two weeks for a loss of $437.00, then at the first of the year pay
for an entire year's premium for insurance, which was $13,582.00.
If the tower contract is not awarded to the city, this insurance
will cost the City two months at $7,131.83 per month, or $2,263.66,
and a cancellation penalty of approximatoly $1,400.00. Insurance
figures total $4,1.00.66. This, combined with the contract cost,
equals $5,955.91. The difference between Midwest's bid and the
City's bid, which was $10,297,83, now looks to me to be more like
$4,441.92 over the life of the contract, not showing that great of
a cost savings.
Just as a reminder of what we have had here with the previous
subcontracting arrangement, we experienced a turnover of 15
employees in five years, causing a constant understaffing and
training situation. The largest infraction was an attempt to have
a one clay sign off for a controller in the facility. This can be
substantiated by Mr. Chuck Peacock who is the FAA Quality Assurance
Inspector for this facility from the St. Louis tower. I feel this
is what we have to look forward to with any subcontractor who may
receive this contract.
An additional Note pertaining to the quality of this operation
under City control, Mr. Gary Brown, an FAA tower operation
inspector out of the FAA headquarters in Atlanta, Georgia, was here
on Wednesday, February 13. His inspection revealed an excellent
facility with accurate up-to-date records and files. Mr. Brown was
very complementary of the job that Mr. Hetherington has been doing.
He also indicated to me that he would be placing a recommendation
that the City retain this contract in his evaluation of the
facility, which will be coming out in about two weeks.
1 have also talked with Hill. Keller, the Assistant Airport
Manager at Marion, Illinois, about their tower operation. Marion
has had Midwest Air Traffic control running their facility since It
opened in mid 1989. Mr. Keller tells me they have been very
pleased with the quality of service supplied by Midwest. I asked
him about the employee turnover at the facility, and he told me it
had been low. In the two years of the contract they have lost a
toted of, three controllers, one of which retired a few months; ago
due to medical reasons.

CITY OF CAPE GIRARDEAU, MISSOURI
Office of the City Manager
Council Letter No.
Agenda March 4, 1991
The Honorable Mayor
and
Members of the City Council
City of Cape Girardeau, Missouri
Dear Mayor and Council Members:
Subject: Contract Extension Number Three for Air Traffic
Control Tower. Services
As you recall, the City Council has granted two previous
extensions to the Federal Aviation Administration to allow time for
the FAA to rebid and review the bids received for operation of the
control tower at the airport. The most recent extension
technically expired at the end of February.
We have requested a one month extension to review FAA's
response to our bid evaluation. This extension would be through
March 31, 1991. We will be reviewing the tower situation with the
Airport Advisory Board at their March 6 meeting and with Council at
your March 18 meeting.
Staff recommends that the extension be granted to provide time
for this review. We will be pleased to answer any questions you
might have regarding this extension.
Respectfully submitted,
Douglas K. Leslie
Public Works Director

Dear Mr. Seesing:
Request for Proposal DIFA09-90-R 20053, Air traffic
Control Services, Cape Gira"on Municipal Airport.,
Cape Girardeau, Missouri
This is in response to your letter regarding ranking of bids received for
subject solicitation.
In reviewing bid from Midwest: Air Traffic Control Services, Inc., the
fol owing comments are submitted:
Low Bid: Do noL understand your statement "bid clops not reflect
any cost of living increases in the outlying option years." Considering
this bid was the lowest, it would indicate they should be given a higher
rating.
b. Ability to Perform: "Bidder has damonstrated financial base, good
financial work experience and the work schedule presented mets the
requirement ofestatement of work. The overlap is not required and
bidder should not be penalized for not including it..
Bidder's quality control program appears to be acceptable. ;'ill
Air traffic Controllers are, required to have a Central Tower Operator's
certificate and a facility certification from the FAA before starting work.
History has of this contractor's training is acceptable.
c. Responsive to Specifications Requirement: Since bidder did not
submit completed Section K, this would be considered a minor informality
and could easily be corrected by requesting completed form before award.
I concur with your finding that Bidder No. 2, Air Traffic Limited, !no., be
eliminated from further consideration due to conflicting prices.
z
`% Evaluation of Cape Girardeau Bid:
a. Low Bid: Since this is the highest bid, rating seems to be high.
b. Ability to Perform: Work experience is limited compared to other
bidder. Even though this bid includes overlap of shifts, it is not a
requirement of the statement of work, therefore evaluation should not take
this under consideration. Therefore, rating for this area is considered
high.
Cape Girardeau's second bid should not he considered for award because
Department of Labor wage determination was included.
Based on the above, it is my opinion that the contract should be awarded to
Midwest Air Traffic Control Service, Inc., based on guidelines provided in
the solicitation.
If you have any questions, please contact the undersigned at (816) 426-
3053.
Sincerely,
ORIGIItA?, SIG'-+-`?
