McMeel Bill Walker Mark J. Seesing Steve Nessler Gayle Conrad Alan Maki Truman Cole The meeting was called to order at 4:05 p.m. by Chairman McClanahan. Bill Walker moved, seconded by Steve Nessler, that the minutes of the January 8, 1991, meeting be approved as mailed. The Board unanimously approved. Mark Seesing reported on the status of the A.I.P. projects. Rail Electric has petitioned for a 30 day extension on the contract because of lack of signage and equipment. They should start putting in foundations for signage this week. The taxiway spurs project is on hold until further review by FAA; work should continue in the Spring. The final design drawing on the terminal building should be completed within the next two to three weeks. Tom Holshouser is currently working on the cost estimates. The Airport Advisory Board will review the final design before it is submitted to FAA or the City Council for approval. The t -hanger project is on hold until the weather permits and the land dries out enough to allow Weinland to poor the building pads. Crawford, Murphy and Tilley is currently working on the water project, which consists of a fire reserve 150,000 gallon storage tank which will supply a sprinkler system and fire hydrants for the airport. Mark Seesing also reviewed the Airport Usage Report with the Board. The tower had a 50 percent decrease in usage from January of 1990 to January of 1991 due to the weather and an increase in fuel prices. Also, when Trans States took over TWE this month, it immediately canceled two flights, and the Bolivar students were grounded because of the weather. This all contributed to the decrease in usage for the month. In addition, Mark indicated that he had been in contact with other airlines, including Northwest, to try to get another commuter service and another destination. However, the airlines are interested in the count and are looking for an increase in flyers from year to year, which has not happened here. Airport Board Meeting . Page 2 Regarding the airport restaurant, Steve Nessler brought up the possibility of Mr. and Mrs. Larry Weller purchasing the interest of Mr. and Mrs. Treadwell. Doug Leslie then informed the Board on the situation. Since the last meeting, the Wellers offered to purchase the leasehold interest of the Treadwells, and Mr. Leslie talked with Mrs. Treadwell about possibly extending their lease until operations would have to cease due to construction. Mrs. Treadwell verbally agreed to this. A proposal was then presented to the City Council that the Treadwells cease operations at the time of construction and deny Mr. Weller's request to assign the lease interest. The City would purchase the remaining four year lease interest at $1,500 per year and the inventory at a negotiated value at the time of closing not to exceed $2,000. When construction is complete, the City would then bid out the restaurant operation. Mr. Leslie and Mr. Seesing were to meet with the Treadwells on February 6 to discuss the details and execute the paperwork. Steve Nessler inquired as to whether the computer in Cape Central Airways was currently in operation. Mark indicated that there was currently a problem with the phone line and there is no weather information coming through. The weather radar was being abused; therefore, it was canceled. Mark Seesing is checking into the reconnection of the equipment. Alan Maki questioned whether the City was making progress towards purchase of the property as previously discussed. Doug Leslie indicated that he would be meeting with Mr. Barkman, who is a representative of the Cohen Farm Trust, to discuss the problems with the easement and the availability of the property. There being no further business, the meeting adjourned at 5:20 p.m. Sincerely Jim Bowman Secretary JB:gc
