Tuesday, January 8, 1991
Those Present:
Board Members: Staff:
Jerry McClanahan, Chairman Douglas K. Leslie
James Bowman, Secretary Kevin T. MCMeel
Bill Walker Mark J. Seesing
Steve Nessler Gayle Conrad
The meeting was called to order at 4:07 p.m. by Chairman
McClanahan.
Chairman McClanahan welcomed Steve Nessler as the new Airport
Board member and wished him luck serving on the Board.
Regarding the minutes of the previous meeting, Bill Walker
questioned whether or not he should prepare a letter pertaining to
the tower contract until after a decision is made by FAA and in light
of FAA extending the present contract two months. However, he would
still work with the numbers and prepare the analysis. Jim Bowman
moved, seconded by Steve Nessler, that Bill Walker not prepare the
letter until after a decision is made by FAA. The Board unanimously
approved. The Board then unanimously approved the rest of the
.r. minutes as mailed.
Jerry McClanahan suggested that the road running from Airport
Road south to the Cape Central Airways building be named after Rush
Limbaugh, Jr, and that the east -west access road from the Cape
Central Airways building to Airport Road be named after John Godwin.
Jim Bowman moved, seconded by Steve Nessler, that the streets be so
named as suggested by Chairman McClanahan. The Board unanimously
approved. Mark Seesing explained that the City Planner will name the
roads as a street, avenue, etc. according to City Ordinance, and the
City Attorney will prepare the ordinance for Council consideration.
Doug Leslie reported to the board that the Council authorized
the contract to develop plans and specifications for renovation of
the airport terminal building, and plans are due in 120 days by
Holshouser and Associates.
Mark Seesing reviewed the enplanement figures for December and
the past year. Enplanements for the year cleared by 17 to meet the
10,000 enplanement figure. This low figure was due to the bad
weather in December, which caused the airport in St. Louis to close.
Operations for the year were down from last year due to the flight
school closing in Malden, the decline in the economy, and the crisis
in the Persian Gulf causing fuel prices to increase.

Mark Seesing also reported on the status of the AIP projects.
The work on the taxiway spurs has been stopped but will be continued
in the Spring. The painting of runway 2/20 has been completed.
Regarding the signage, the City has requested a compliance exemption
until February 28 because the material was on backorder. The
T -hanger equipment is in place. Weinland will commence work on the
hangers as soon as the weather permits. The Council has approved a
contracto for engineering the water project, and work is in process.
The airport received a grant in the amount of $22,500 from the
Missouri Highway and Transportation Department for sealing joints on
runways 10/28 and 2/20. Some spauling repair also needs to be
completed on the runways. These two projects will be completed
simultaneously in the spring.
A video was then presented by Mark Seesing on the aviation
system capacity plan by FAA.
Steve Nessler questioned about CCA losing its Part 135
Certificate. Mark Seesing explained that although Mr. Hopwood had
lost his certificate, two gentlemen who work for him have a temporary
certificate which expires February 1. However, he was confident that
the certificate will be continued by someone even when the temporary
. expires.
There being no further business, the meeting adjourned at 5:50
p.m
Sincerely,
Jim Bowman,
Secretary
