As requested by your office, the City of Cape Girardeau has
accepted bids for contracting air traffic control services for the
air traffic control facilitiy at the Cape Girardeau Municipal
Airport. On November 8, 1990, these bids were publicly opened at the
Cape Girardeau City Hall. The following is a summary of those bids
and a ranking of each bid according to the guidelines that were
included in the bid specifications.
These guidelines are:
Available Points
A. Low Bid 35% 1 - 3.5
B. Ability to Perform 35% 1 - 3.5
1. Financial
2.. ACT Work Schedule
3. Prior Experience

BIDDER NUMBER 1:
Midwest Air Traffic Control Service, Inc.
A. Low Bid: 2.75
Although this bid has the lowest life cycle cost, it does
reflect an increase of immediate costs for the first nine month

contract period
and first
option
year of $7,133.19.
This bid does
not reflect any
cost of
living
increases in the
outlying option
years.
B. Ability to Perform: 1.75
This bidder seems to have a firm financial base and has a good
work experience background. However, the work schedule presented in
the bid proposal is not satisfactory. The schedule presented does
not allow for any overlap during peak operation periods. This type
schedule will not allow for relief for the on shift controller and
has proven in the past to lead to a high personnel turnover rate
causing reliability problems.
The quality control program supplied by this bidder deals
directly with the Project Manager/Facility Chief duties and
guidelines for this individual's job functions. However, this
program does not reference the FAA 3140.4 entitled Air Traffic
Training for training of the controllers. We feel that 3140.4 is an
essential standard training program for operations of the control
tower.
C. Responsive to Specifications Requirement: 2
This bidder has demonstrated proper data collection procedures
and has supplied adequate information on their services. This bidder
has not completed Part IV, Section K, Representations, Certifica-
tions, and other Statements of Offers of the bid packet.
Overall Rating of Bidder Number 1:

BIDDER NUMBER 3:
City of Cape Girardeau, Missouri
A. tow Bid: 2.50
'the life cycle bid of the City is $10,000 higher than the lowest
life cycle bid. However, in the contract period of nine months, the
City shows a cost savings of, $4,916.54 with additional savings of
$2,216.65 over the first option year for a total of $7,133.19. A
three percent cost of living increase is applied to the option years
resulting in the $10,000 difference in the bids.
B. Ability to Perform: 2.410
The City of Cape Girardeau has a very sound financial standing
as with the other bidder. However, the work experience is limited to
this one facility which has operated flawlessly for 11 months. The
City adheres strictly to the FAA 3140.4 Air Traffic Training Manual
for the initial training and recurrent training of all tower
employees. This program is the same program that the FAA uses to
train controllers. TI; is felt that this program is exemplary and
should be adhered to.
The current schedule being used allows for overlap of shifts to
facilitate proper peak hour coverage and also allows for relief of
controllers. Thin schedule i.s necessary during periods of vacation
or sickness to assure adequate coverage of the tower operations.
C. Responsive to Specification Requirements: 3.0
The City has completed all of the necessary forms and has
complied with all report procedures.
Overall Rating of Bidder Number 2:
A. 2.50
B. 2.60
C. 3.00
8.10
8.1 points out of a total of 10.
The City of Crape Girardeau has complied w;rh your request to
obtain competitive bids for the control tower services. For the
above stated reasons of training and reliability of this service at a
competitive cost, the City requests that you reject the bids and
honor the option year one as referenced in Contract DTFA
Ms. Sharon M. Calabro

t
09-90-E-20004. If the FAA desires, this service can be resubmitted
for bid upon completion of the renewal period as was done in this
situation.
The City would also request removal of the application of the
Federal Prevailing wage for this service. This service involves
fewer than five employees and in using force account labor, the City
has not been required to pay prevailing wage.
No appreciate your consideration of this matter. If you have
any questions or need additional information, please do not hesitate
to contact me.

As you can see, Mr. Rivers points out that the city
needs to issue a solicitation based on the agency's
solicitation package. An avaluation of the prospective
subcontractors and the city's staff must also be
conducted. Those are requirements of the Competition in
Contracting Act of 1984.

City Manager
City of Cape Girardeau

Cape Girardeau, Missouri 63701
Dear Mr. Fischer:
Per our conversation last night I would like to offer my
resignation from the Cape Girardeau Airport Board effective
immediately.
It has been a real pleasure working with you, Al Stoverink,
Doug Leslie, Mark Seesing and the members of the Airport
► Board. I especially appreciate the time, and education that
Al has provided to me relating to the business of City
Government.
It is with regret that I make this decision as I consider
the airport a key facility to the continued progress and
growth of our city. However, I feel much has been
accomplished, and I am convinced that with a full time
Airport Manager, we will continue to improve our facility.
Thank you for giving me the opportunity to serve
Best Regards,
a W \ rinkopf
